It is under such circumstances, mado
doubly painful by tho unnntural and un
just rebellion pow raging in tho Southern

Union, that I am compelled to request that

officers retired from ctivo service.
As this request is found on an absoluto
right granted by a recent act of Congress,
I deep regret that I withdraw myself in
theso momentous times from the orders of
a President who has treated mo with dis
tinguished kindness and courtesy whom I
know, upon much personal intercourse, to
bo patriotic, without sectional partial ties
or prejudices, to be highly conscientious in
the performance of every duty, and of un
rivalled activity and perseverance.
And to you, Mr Secretary, whom I
