Vc arc aware that when wo contend that friendship, amity, and brotherly love, should exist between tho people of tho North and South, giving their legitimate Iruita of kind offices and benevolent acts, we expose ourselves to both denunciations and censures. Wo are denounced by tho obtuse and fanatical abolitionist, and cen sured by tho timid tiqic-scrving politician, who cares moro for the t.iumph of his party, than for the prevalence af true principle and unquestionable justice Dut, nevertheless, we contend that tho truo spirit of friendship and fraternity urtould exist between tho peoplo of the Northern and Southern States of this Confederacy. Once it did exist, Iloforc and during the Revolution, tho people of these two sections of tho Union, were a united and a friendly people. They were engaged in a common cause, and exposed to oommon dangers. TLcy were involved in'the groat struggle for freedom freedom for themselves and for posterity. Like a band of brothers they met together in council ; like brothers they shed their blood together tipon tho field of battle ; lino brothers ihcy slept tho 6leep of death to gother in one common grave, upon the same field of strife, after the battlo was lost or won. They thought, then, only of their country, its liberties imperiled, and tho groat boon for which they mutually pledged their lives, their foituues, and their sacred honor. That was truo fra ternity. It achioved the liberties of the Republic and founded its independence. That spirit should ever have existed. ' Hut, after tho groat battle for freedom was won, now interests grew up j changes in tho domestic institutions of some of the States took place ; suspicion, jealousy, and rivalry, superseded tho kindly and friendly relations which existed during tho period of common danger j and acrimony, denun ciation, and estrangement have followed, until tho people of the North and South, instead of regarding each other as friends and brothers, stand in battle array, threat ening hostility and warfare against each other, at iho hazard of tho dcstruoiion of this great and glorious Uuion, and the splcnded superttruction of civil government which their fathers jointly founded. What has produced this unfriendly feel ing, and this outward and perilous state of things ? Wo hesitate not to say, that it proceeds entirely ffom the injudicious and unjustifiablo intorferco.ee; by a portion of tho people of tho North, with tho domes ie institutions of the South. All who have watched tho rise and progress of this con troversy, cannot fail to be convinced, that, the first aggressions touching the subject of slavery, came from the North. At the birth of tho Republic, all raoStates, with a jingle exception, possessed the institution of slavery. Then there was no erusade preached up by the fanatics of the North ngainst the institutions of tho South. In the lnpso of time, because slavery was not piofitable in the northern States, and no' from any superior philanthropy, sympathy for tho uegro, or love of justice and huuuni "ty, tho institution was abolished in the Worth, And, as tho northern Siates got rid of it, the spirit ot fanaticism upon tho bubjeet, began to grow and increase, unlil, not contont with the fancied good it had done at home, it began to meddle with the affairs of the peoplu of tho B utb".. And this spirit of fjuaticisiulthough blind, and without reason, wuld have done no great mischief if it had net fallen into the hands of unprincipled jolifical demagogues, who saw in it the ladder to power and place. Under their nurtuie it has grown to be a formidable danger, nnd menaces tho peace and integrity of the Union. The position of tho South with regard to this unfortunate controversy, has been ono of defense aud. resistance. They have contendod for tho right to be let alone in tho enjoytnont of their own institutions, and for the. enjoyraont of tho rights conce ded to thomin tho great compact 07 union, tho constitution ol tho United States. It is very probable that tho fact thit their institutions had been assailed by the fa natics and political demagogues of tho ,Nnrth, haa prompted them to tako measures for their defence, which perhaps may bo to regarded as unreasonable. Let them enjoy our hospitali ties. Let them intermarry with us if they desire. Let them send their children to our schools. And, lot us do away with this foolish nnd miserable Jprcjudice, which wo havo against their briugiug their do mestic servants with them. So far as wo are concerned, in the abstract, what is the difference between a free black man, and n slave blaok man, I Tho only difference wo know, is, that tho slave is the most orderly and well behaved. Wo do not want slaves ourselves, because our .fathers found they were not profitable. But, if our Southern brethren prefer them, let them bring their household servants with them when thoy como to see us, instead of leaving them at homo. It will not add another slave to th0 number already existing, nor keep one more in bondago. Let us, in short, through our legislative enactments, sccuro to our Southern brethren tho right of travelling and sojourning temporarily amonj us with their domestic servants. As we faid, on a furmcr occasion, this liberal polioy would be advantageous to tho North, It would induco tho weajthy por tion 01 our boutticru orcturcn to come among us, and spend the summer, so hot and enervating in their own country, so pleasant and delightful in ours. They would, in time, build summer residonccs on tho shores of our beautiful rivers and lakes. Thoy would spend their money freely. And wo should profit much by their intercourse and .society, And; beyond all, and above all considerations, it would tender moro than all other causes put together, to cement and consolidate this reat Republic of Sovaeign States. Let such a stato of feeling bo cultivated at the North, and we solemnly bclicvo there would be no moro efforts to extend the in stitution of slavery into territory north of tho old lino of the Missouri Compromise. We would have no more Kansas controver sies. Wo believe- the people of the South would !o content with their own natural development southward, leaving tho tem perate regions of tho North and West, to bo planted by the institutions of tho free States only. This uufortuiuto controversy respecting Kansas, in our opinion, has grown more out of belief on tho part, of tho people of tho Suth, that it was neccS' sary t fortify themselves against tho en croachmcnts of the fanaticism of tho North, than any real desire to possess that territory Let the North convlneo them that their domestic institutions arc not in danger, and that their just rights under tho oonsti tution will bo secured to them ; and this struggle for dominion north of the true climatic limit of slavery will cease, Wo aro aware that wo havo uttered bold thoughts in this article. We shall bo de nounced by tho abolitionist and censured by the tender and timid politician. But, wo have uttered tho words of truth and justice. W-e havo expressed the sentiments, upon tho provalcnoo, only, of which, can poacc, harmony and fraternity be restored to our bolovcd country. It is, in our judg ment, time for tho candid nnd reasonable men of the North to look this matter full in tho face. It is time for tho men of wealth, who have tho greatest ttako in tho preva lence of order and tranquility, to set their forces sternly against this spirit of fanati cism, which threatens to introduce tho reign of anarohy and chaos into society. Let such men who claim to bo conservatives, plant themaolves upon the side of thui: conservatism, that conservatism which protects tho liberties of tho peoplo, tho order of society, tho institutions of tho govern ment, and ensures the truo progress of tho j country, It is good in every respect. Mr. Marshal Campbell's appointment, is received with signal approbation, by tho Democracy of Pennsylvania. Wo doubt not ho will make an efficient aud popular Government officer.
