FOR AUDITOR OEITERAL!
COL. DAVID STANTON,
Of Beaver County .
FOR SURVEYOR GENERAL:.
COL. ROBERT B. BEATH,
Of Schuylkill County.
THE REPUBLICAN CONVENTION
The Republican State Convention for the
nomination of candidatei for the offices of Au
ditor General and Surveyor General was held
at Harrisburg on Wednesday and was largely
attended by delegates from all parts of the
State. James R. Kelley was chosen tempo
rary president, and among the temporary sec.
Merles was Dr. William J. Romig of this city.
The permanent chairman was William Eliott
of Philadelphia. The nominations were made
with less trouble than had been anticipated on
account of the number and strength of the
candidates for the nominations, andlthe ruling
sentiment among both candidates and delegates
seemed to be a desire to work for the best in.
tercets of the party. The vote for Auditor
General stood as follows upon the first and
only ballot which was taken : Dr. David
Stanton of Beaver county, 95 ; Gen. Harrison
Allen of IVarren county, 22 ; Col. Francis S.
Hooten of Chester county, 10. Dr. Stanton's
nomination was at once made unanimous when
the result of the balloting was an::.ounced,and
he accepted the nomination in a modest and
appropriate speech. The vote for Surveyor
General showed 87 votes for Col, Robert B.
Beath of Pottsville, and 40 votes for Famnel
L. Smedley of Philadelphia, and the nomina.
Bon of the former was immediately made
unanimous. That our readers may know.
something of the men for whom their suffrages
are asked for election to these important and
responsible positions we give below brief'
sketches of the candidates from the
phis Press :
Dr: David Stanton, the candidate for Audi
tor General, is a resident of New Brighton,
Beaver Co., and is a son of the late Dr. BenJ.
Stanton, of Olio. He was born in 1829, and
when twenty one years of age removed to his
present place of residence and commenced the
practice of medicine, a profession lie is still
actively and profitably engaged In, hiseviden
cm of merit and qualifications bele- apparent
In diplomas from the Cleveland Medical Col
lege and the University of Pennsylvania. In
August, 1861, ho entered the service of his
country as surgeon of the Ist Pennsylvania
Cavalry, and was connected with the Army
of the Potomac until promoted to the post of
surgeon U. S. V., in November. 1802, from
which date until he resigned, in December,
1885,11 e acted as Superintendent of Hospitals,
and as assistant and acting Medical Director
of the Northern Department, on the staffs of
Generale Heintzelman and Hooker. In 1804
be was brevetted lieutenant colonel, and in
1805 was made brevet colonel. The Doctor is
of Quaker descent, was an old-time Abolition
ist, and is a near relative of the lamented Sec
retary of War Stanton, to whom he lies a
strong personal resemblance. Ile has never
held a public office.
Col. Hobert B. Beath, the candidate for
Surveyor General, was born in Philadelphia
In 1839, of Scotch parentage. He served an
apprenticeship with Merrick di Sons at their
great Southwark foundry. At the outset of
the war lie 'enlisted from there as private,
April 20, 1801, serving during the three
menthe' service in Company 0,23 d Pennsyl
vania, and was mustered out as sergeant. On
September 5, 1861, he was mustered in as
sergeant of Company D, 88th Regiment Penn
sylvania Volunteers, to rving as such until
promoted to second lieutenant, dating De.
ember 18, 1802. He was wounded to the
foot at the second Bull Run battle, in which
he participated. In August, 1803, lie was
promoted to be captain of Company A, CM
Regiment United States colored troupe, serv•
lag with this company and regiment in nil
its marches and engagements in !root of Pe
tersburg and on the James river. In the
charge on the rebel works at New Market
(better known as Chapin's Farm), September
90, 1894. La WWI again wounded is ilia) foot,
resulting in the amputation of the right leg
below the knee. When able to leave the hos.
pital he was assigned to ditty nt Camp Wit.
ham Penn, near Philadelphia, returning to
his regiment in August,l.B6s. He was then
;Aimed in charge of the counties of Brunswick
and Hanover, Freedmen's Bureau, :brining
the sub-district of Wilmington, and remained
In this position until mustered out with the
regiment, September 20, 1805, when lie re
ceived a commission as lieutenant colonel. In
1866 he ran on the Republican ticket for
Common Council in the Third ward of Phila.
delphia, and was of course defeated. Ile was
afterwards appointed by General Bingham as
sub postmaster at Station D, Philadelphia,
and he left this in July, 1867, to accept the
position of book-keeper for one of the largest
collieries in Schuylkill county, where he is
still engaged. •
There is no question of the fitness and wor
thiness of the nominations, and the only thing
the Republicans of the State have to do now
Is to go to work and elect the men whom they
have nominated. That the Republicans have
it in their power to elect their candidates by a
decisive majority is a fact which no one will
question, and all that is necessary to secure
that mutt is "a long pull,a strong pull, and a
pull altogether." • 'Dr. Stanton stated in his
speech of acceptance that them are Republican
voters enough in the State to secure a victory
by twenty thousand majority if each Republi•
can will cast one vote and if the Democrats
will cast no more than one vote each, and a
full and fair Vote would probably verify hta
figures. The resolutions adopted by the
Convention deipand of the Legislature the im
mediate passage elan act calling nEtate Con
vention to revise and amend the constitution,
for the pOrpose among other things, of abol
ishing and prohibiting special legislation, se
curing the election of all State officers by the
people, establishing a Judicial system that will
make justice prompt nod sure, and providing
fur the passageof general laws that shall so ep
courti,:e industrial enterprise that Pennicylva
nia shall be enabled to take her just place in
the leant rank of all the States ; declare unal.
terable attachment to the principle of protec•
tion to home industry; demand that Congress
maintain the national credit, encourage home
Industry, reform the civil service and protect
the ballot box from frauds; give full and on.
qualified indorsement of the present State nod
National Administrations; favor the renomi
nation of Gen. Grant; commend the can&
deka nominated to the favor of the partyl and
the people, and denounce the factious and
partisan course of the accidental majority in
the State Senate. Thu Convention did its
whole warp very wisely and well, and the
candidates and platform will give general
satisfaction' to the Republican party in this
Cot»nionwealth.

CONCERNING JURY TRIALS
Every man who istried before a court of
justice upon charges involving The forfeiture
of his life or his liberty ought certainly to Katie
a fair chance to petite his innocence of the
charges brought against him. The right of
trial by fury is one of the dearest privileges of
an advanced civilization, but it does not seem
to us to ho necessary to so hedge
around the jury box with technicalities artml
traditions as to shut out all Intelligent men
from it. The main thing in the trinity jury
is to have men judge , the facts intelligently
and decide the case impartially, and It does
not seem to be necessary that n man should
be either notoriously Ignorant or hopelessly
stupid to enable him to mako a faithful jury
man. It seems to us that habit the rights of
the man to ho tried and these of society' will
be better secured by having Intelligent . jurors
than stupid ones, and in these days of the
rapid spread of information we shall preVy
soon have to amend our provisions fir the se
lection of jurors or be content to have ell our
Important cases tried by men whom only re
commendation is their stolid stupidity nod
Indifference to passing events, A, good ease
In point is that of the recent murder of Mr;
Putnam of New York, one of the most brutal
and causeless crimes which have ever been
committed In that city where brutal end un
provoked murders are no rarity. Mr. Put
nam, a respectable merchant, was riding in a
street car, having under his protection a lady
friend and her daugter.• A drunken boor on
the trent platform, named William Foster, of
fered some personal indignities to the ladies
under Mr. Putnam's care, and Mr. Putnam
very naturally requested him to cease his an.
noyences.. It did not accord with Foster's
ideas of politeness to receive any suggestions
in regard to his itehavior, and he told Mr.
Putnam that he would pay him off before be
left the car. lle kept his word for, when, tho
car stopped at the destination of the ladiesand
Mr. Putnam stepped from the car to assist
them to the sidewalk Foster dealt him a
blow with a car hook which felled Lim to the
ground and caused his death a few hours later.
For this Foster was arrested and is now on
trial, and as soon as twelve men can be found
who are sufficiently stupid his trial will com
mence. The whole day Monday was spent in
examining jurors, and all who admitted that
they had read of the affair or lied talked about
it were challenged and set aside. A. few per
sons were found who seemed to know nothing
and care nothing about the case, and those
few were accepted. In such a CHEM as
this it is almost impossible to find men
of average intelligence whim have not
heard something about the case in question,
and there seems to be a legal absurdity in re
quiring profound ignorance as a condition for
jury duty. Ignorance is not always essential
to impartiality ; indeed, we think that impar
tiality cannot well be secured without the
fullest and broadest possible intelligence. In
the case to which :we have referred there
are few Intelligent men in New York, or in
deed in the whole county, who have not rend
no account of this brutal murder, andilno one
is to be allowed to sit in a jury box , except
those who•are too indifferent to reud,or do not
knew how, we shall need some new provisions
of law to protect the community from the find
ings of ignorant and stupid jurymen. There
is no more doubt that Mr. Putnam was mur
dered by Foster than there is that New York
is a large city, and it . SCellle in its that it is an
unwarrantable stietkil of legal technicality
to insist that no man catqry Foster who ever
read or talked of so notorious a case. The in
terests of society ougld to be considered as
tt orthy • of some account and consideration,
and those Interests'eerialnly require that Fos
ter should be punish(,. his. counsel will of
course claim that he ti as insane u lien he struck
the WO blow, but he tt as sane etintigh before

stespidoe F s of a ttger, snd lie was sane enough

his escape and to I'eii,tl entire itninrsineo of
the affair a le•ii le• was arrested.
If the Incaulty dodge doec Ii work the
•
plea of drunk. Jules , will be raised,
but we hove /hat the judge and jury will treat
that plea with the contempt which it de
serves. The fact of drunkenness does not
absolve a man front responsibility for his
actions, and we hope to see that principle so
emphasized by judicial tribunals that it will
cense to be questioned. If a man chooses to
make a brute of himself be must be held ac.•
countable for what lie does in his brutishness,
and if that principle can once be established
beyond the possibility of reversal it will be
an excellent thing for the safety or society.
The public will watch the progress and
decision of this case with interest, for it is a
case which involves questions which concern
theanfety of every respectable person.
RESUMPTION IN THE COAL. RE
TION.
Stitpvthing like general resumption of
labor has Hots' taken place In the Anthra
cite coal regions of this State. The
Schuylkill men have been gradually getting
to work during the last two weeks until now
every colliery in that region is at work. In
the Lehigh region work hits been resumed ex
cept in the Upper Lehigh npd about Hazleton,
and now the min ers
. in the Lackawanna region
are "going in." ' The mines at Wilkesbarre
and vicinity, properly the %Wyoming region,
resumed some time agti, and the 'employes nt
Scranton and Pittston have biund themselves
powerless to prolong suspension in the face
of the dictates of sound business policy and
common sense. The Pennsylyoni.: Coal Com
pany's men accepted the situation and scent
to work last week, and ou Friday the DeD•
were, Laekawunna and Western Company's
men voted to accept the' Company's offer of
ninety-three nod a half cent per diamond car,
seven sects and a half more per car than was
offered last December. The Delaware and
Hudson hien itned on Saturday to resume, and
their action terthlnotes ti,c long and disastrous
deadlock in the Lacks watout r/gbat. 4.s soon
as the mines arc put in operation again they
will lie run to their fullest capacity, and bud
ness will be lively is the coal regions during
the summer, but no ?mount of future activity
can compensate Cur the months of idleness and
the ruinous loss which hap bent) entailed upon

gloomy suspension. We hope that our Slate
will never agnin be visited by a suspension of
labor so disastrous to all parties Immediately

THE LRITIGH REGISTER, 4LLENTOAVN,
Republican State Convention.g
The following are the resolutions adopted
by the. Republican
. Stato Conventiur., at Har
risburg, on Wednesday
T,The Republicans of Ptaillaylva!tirt, assembled
in State Convention, declare that :
First. They demand of the Legislature the
imtnediate passage of un act calling a State
Contention to'reyise and amend the constitu
tion, for the purpose, among other things, of
abolishing and prohibiting special legislation,
securing the election of nil State officers by the
ncorksestablishing ajrallical system that will
make justice prompt and sure, and providing
for the passage of general laws that shall so
encourage industrial enterprise that. Pennsyl
vania shall he enabled to take her just place In
the front rank of all the States.
Second. Thry demand of Congress that the
credit of the nation shall be faithfully main
tained, home industry encouraged and pro
tected, an adequate civil-service system estab
lished for regulating appointments to office,
taxes reduced to the lowest possible limit con
sistent with the steady but not ton rapid ex
tinction of the national debt, the honor of the
Republic sustained'nt home and abroad, the
rights or every man protected in all the States,
and every inan entitled thereto secured in the
polling of one vote and no more nt each elec
tion.
Third. They declare their unalterable attach
ment to the principles of protection to home
industry in the levying of tariff duties in ac
cordance with the true policy which line ex
isted from the loundation of the Government
to this time.
• Finrth. They commend the policy of
trenchment and the wholesome enforcement
of the laws which has prevailed since the elec
tion of General Grant to the Presideniy, and
'which has resulted In the first two years °I his
'Administration in reducing the national debt
over two hundred millions, and in curtailing
the taxes to the ex tent of eighty millions an
nually. They commend also the similar pol
icy which has prevailed under Republican rule
in Pennsylvania, resulting In paying off the
war debt of three and alai(' mlllions, reducing
the State debt from forty to thirty millions,
and abolishing the State tax on real estate. It
is the fact that since both the State and' the
nation have been in Republican hands we
owe the accomplishment of such gratifying
results, and it Is to the continuance of that
party In power the people must alone look for
the continuance of this policy. The return of
the Democrats to power in either the State or
nation must eventually be attended with rt
re
turn to extravagant expenditures to the Im
pairment of the State and national credit, and
to the abandonment of that protection to free
labor under which our industry has thriven
and our people been made prosperous.
Fifth. In the judgment of this convention,
the time has come when the State tax on per- '
sonal estate may be safely abolished, and the
other taxes Imposed by State laws may also
prudently be reduced without injury to the
credit of the Commonwealth.
Sixth. That, a? an indication of what the peo
ple may fear from a return of the Democratic
party to power, we point to the criminnl Wage
of the time and money of the people by the
present Democratic majority of the. State Sen
ate. The Legislature has now been In session
nearly five months, and is not yet nearly
through with Its legitimate business owing to
the obstinate policy of thls party. In rill this
time scarcely n single measure of public inter
est has been perfected, and the time ltas been
wasted in their efforts to force on our Statenn
unjust apportiontnent and to break down the
registry law• against illegal voting, that they
might thereby pave the way to their ri turn to
power tbrough violence and fraud.
Sees • th. We commen Ito the support of the
people ofthe State the candidates we have this
day nomi cabal for State °Meets. They are
honest, capable. and faithfol to the Constitu-
Coo, and In every way worthy the ic eon.
fidence. fi,l; t hid r elect lon
dorsement of the State and Nation.,
rations; as an approval of the Dine 0,
principles or th, repOlican party, which we
reaffirm In their nomination, and 114 n fitting
rebuke to the Democratic party for its destruc
tive national policy, for its adherence to the
side of violence and wrong in the South, and
for the spirit it has betrayed In the Senate of
this State this winter, where it has made every
thing bend to the mutt - lotion of partisan in
terest, defeated the tinkling of a State Conven
tion to amend our constitution, wasted the
public time in childish trifling, and entailed
upon the State a huge bill of eNpell . Se for .a
session prolonged beyond endurance, and
which has prevented the accomplishment of
any public good.
fr.:',97ah. 'fiat one confidence in the firm
ness, wisdom, and integrity of our present
worthy Governor, John W. Geary, remains
unshaken, and that we believe his qualifica
tions for the office lie now holds are unques
tionable, as Is clearly proven by the manner
in which Ito has brought the Slate safely
through every storm.
Ninth. That the administration of President
Grant meets the full approval of the Republi
can party of Pennsylvania. Ills financial
policy, by which the national debt Is being
steadily reduced, the reduction of the exprm
ditures of the Government, the honest collec
tion of the revenue, his fidelity to the princi
ples of human rights, through which the
liberty of all is to be secured in every part of
the land ; his loyalty to the people in having
no policy to enforce against their wi'l, and
the spotless Integrity of his administration,
commend hint to the continued 'confidence of
the American people.
The Only Way to (iet a Convonliol

11 is now settled that the Legislature will
not award to the ppopie the privilege of /IS:win
bling in convention to revise and amend the
the Constitution. There is evidently an un
seen underground influence which has been
wielded to defeat this measure because there Is
no mistaking the fact that the people desire
such a catevention, that the time has arrived
for its action, and the longer we defier II t h e
greater will be its labor to accomplish what
the people so much theatre to establish. But,
as we have already written, there has been a
secret influence at work to prevent the Legls
lature (row prOviding for assembling a conven
tion. An unseen power,
grapple Legislative bodies, is not willing to
come in contact with all authority to revise
the organic law. The fact is all the more
dangerous, inpreasing the necessity for nc•
lion on all sides, and utruuttly ppeal9 to
every man, without distinetlim of party, to set,
that representatives are elected who will pro.
I vide etIC4 a convention. Both parties are
equally interested in Illeasuiv, and both
must move for its accomplishment. It is the
ditty of the people to see that their servants do
their . duty. ' •
