'The Empire City brings no mails, but has papers from the city of San Francisco to the rst of August --two tveelis later than the latest ad vices. Among her passengers is Brig. Gen. B. iti/ey, ex-governor of California. `Hon. S. Woodworth, United States Sen tam. from California, is also among the pas 4sengers. Cholera on board the "Panama." ••' • The steamship "Panama" had arrived at :Panama from 'San Francisco, with the mails to August Ist. The Cholera broke out on board while she was nt Acapulco, and over 40 of her passengers died of it before she .reached Panama.. Other accounts are that - fifty persons died 1)1 it. Among the victims were Captain J. P. Manchester, of Martha's Vineyard, imci Captain Jacob Ashley, of MyStic, Con necticut: • From the Mine..? SAN FaANctsco, Aug. 'ht.—The news from the, mines is somewhat discouraging. The rivers are yet 'too high to work advanta geously and the ravines have not dried up. Companies of miners are at work turning the rivers throughout the gold region, and we may expect good reports from them in a month or so. Claims on the Tuba river, thirty feet square have been sold at 2000 dollars. Murders and Disturbances. ' The troubles at the Southern mines, par ticularly in the neighborhood of Sonoro, con tinue. The accounts of murders commit ted there are frightful, and the end is not yet come.' The Mexicans and Chi Hans will be driv en from the mines, and armed forces 'have been organized to carry this determination into effect. At the Mortnon Gulch, all for eigners have received formal notice to quit in one week. The disturbance is traced to the Foreign Mining Tax imposed by the last Leo islatu re. The foreigners resisted the payment of the tax, and when they have good claims they are given away by individuals who urge the he non-payment of the tax as an excuse for their proceedings. A number of murders and highway rob beries have been committed by Mexican Gu errilla bands, and the chief of one band is in prison. Business .9/Tairs The prospect of a very large business in the city of San Francisco this fall is en couraging. Workmen are engaged in grading and planking the streuts in view of the rainy sea son. Artesian wells and reservoirs have been made and a number of fire companies have been organized. Every thing looks cheering. An Eccentric Old Bachelor. • We find in the New Orleans Picayune of the 10th ult., a letter dated Woodbridge, N. "•In cases .where the name of the person claiming to vote is not found on the list fur nished by the Commissioners and Assessors, or his right to vote whether. "If any person shall prevent or attempt to prevent any officer of an election under this act from holding such election, or use or threaten any violence to any such officer ; or shall interupt or improperly interfere with him in the execution .of his duty, or Shall block Op the window or avenue to any window where the same may be holding, or shall use or practice any intimation, threats, force or violence with design to influence unduly, or overawe any elector, or to pre vent him froin voting or to restrain the free dom of choice, such person, on donviction shall be fined in any sum not exceeding five hundred dollars, and be imprisoned any time not less than three,.nor more than twelve months, and if it shall be shown to court, where the trial of such offence shall be had, that the person so offending was not a res ident of the city, ward, district or township where the offence was committed, and not entitled to vote therein, then, orrconviction, he shall be sentenced to pay a fine of not less than one hundred nor more than one thousand dollars, and be imprisoned not less than six months nor more than two years "If any person or persons shall make any bet or wager, upon the result of any election within this Commbnwealth, or shall offer to make such bet or wager, either by verbal proclamation thereof or of any written or printed 'advertisement, challenge or invita tion to make such bet or wager ; upon con viqion thereof he or they shall pay three times the amount so bet or offered to bet. "If any person not by law qualified, shall fraudulently vote at any election in this commonwealth.or being otherwise qualified, shall vote out of his proper district, or if any person knowing the want of such qualifica tion shall aid or procure such person to vote ; the person offending shall on conviction be fined in any sum not exceeding two hun dred dollars. and be imprisoned for the term not exceeding three months. "If any person shall vote at any more than one election district, or otherwise fraudulent ly vote more than once on the same day, or shall fraudulently fold and deliver to the In ipector two tickets together with the intent illegally to vote or advice and procure an other to do so, he or they offending, shall on conviction, be fined in any sum not less than fifty nor more than five hundred dollars and be imprisoned for any term ,not less than three nor more than twelve months. "If any person not qualified to vote in this commonwealth, agreeably to law, (except the sons of qualified citizens,) shall appear at any place of election for the purpose of issuing tickets, or of influencing the citizen qualified to vote, he shall on conviction for feit and pay any sum not exceeding one hundred dollars for every such offence and be imprisoned fiir every such offence three months. "Agreeably to the provision of the sixty first section of said act, every General and special election shall be opened between the -hours of eight and ten in the forenoon and shall continue without interruption or ad journment until Welt o'clock in the evening, when the polls shall be closed. Pursuant to the provisions contained in the 76th section of the act first aforesaid, the Judges of the .aforesaid district shall take charge of the certificate or return of the election of their respective districts and pro duce them at a meeting of the Judges from eadh district, at the Court House in the bo rough of Allenloum, on the third day after the day of the election, being for the present year on Friday, the 11th day olOctober next, then and -there to do, and pel`form the duties required by law of said judges.
