The New York Tribune publishes a letter

to the President of the United States, which '
stontains nothing particularly note-worthy, ex

to the bill, said; " I am compelled to declare it

required the decision of the Speaker, whether
it wee consistent with the propriety of debate,

wmald be found from the gentleman's state
ment of his language that he had declared

Mr. Quincy wished the Speaker to decide,
fir if the gentleman was permitted to debate
4ie question, he should lose one-half of his
speech.
Mbe Speaker said that great latitude in da
isies was generally allowed ; and that, by way
a( arg u me nt against a bill, the first part of the
giantleman's observations was admissible; but
the latter member of the sentence, viz.: "That
_ilwould-be the duty of some States to prepare
'drat separation; amicably, if they can, irio
3ently, if they mast," was contrary to the order
ef debate.
Mr. Quincy appealed from his. decision, and
'lnquired the ayes end WOO on the appeal.
