aamendments be proposed to the Constitution
of the Commonwealth, in accordance with the
Imovisions.of the tenth article thereof:
There shall be an additional motion to the
Wird article of the Constitution, to be designa
ted as section four, as follows :
fitsomon 4_ Whenever any of the qualified
labettin of this Commonwealth shall be in any
actual military service, under a requisition
from the President of the United States, or by
the authority of this Commonwealth, such
sleeting may the right of suffrage in
all elections b citizens, tinder such regu
lations as are, or shall be, prescribed by law,
as Mires if they were present at their usual
n of election.
There shall be two additional sections to the
eleventh article of the Constitution, be de
