Ma STATE election in California will take
place on the 2d of September. A full State
ticket and three members of Congress are to be
chosen, all of which will be voted for on a gen
eral ticket. Since the Presidential election of
1860 tlip Democrats have been divided,- and the
Republicans have managed to slip into the Offi
cec between th e two factions. This year the
Democrats have united, and concluded to hitch
both horses to the same load, which makes
their success almost beyond a doubt. In 1861
the DOW aeratic vote for Governor combined
w*e - 63,694, against a Republican vote of 56.063,
leaving a clear majority - of over 7,690, which
the latter party Must overcome to gain success.
The caudidatee for Governor are lion. John G.
Downey. Dem cratic, and Frederick F. Lowe,
Republican. who was a member of the last
Congress, and is now Collector of the port of
Sari Fransicso l. under Mr. Lincoln's appoint-

amendments be proposed to the Constitution
of the Commonwealth, la AncOrdance with the
provisions of the tenth article thereof:
There shall be -an additional section to the
third article of the Constitution, to be designa
ted as section four, as follows:
Samos 4. Whenever any of the qualified

electors may exercise the right of suffrage in
