well cultivated and insisted upon, no political
truth can be successfully explored. No future

Adhere to it, and insist upon its full enjoyment,
and political errors can be made to tremble, like
Belshazzar and his wassail nobles, when see
ing the blazing band writing on the wall. The
right to the expression of individual opinion
must be made secure in this republic, or the
Government will degenerate into a despotism.
In a country like ours, intended to'be free and
self-governed, it must be the right and duty of
men to express boldly and publicly political
opinions. This is the sentence that protects
and guards every other right. As Euripedes
says :
" This is true liberty, when free born men,
halrl'ag to advise the public may speak free,"
or as old Milton still more forcibly declares,
Though an the winds of doctrine were let
loose to play upon the earth, so truth be in the
field, we. do her injury by crippling her. or be
'.rkg afraid of her strength. Let her and false
hood grapple. Who ever knew truth put to the
worse in a free and open encounter ? For who
knows not that. truth is strong. next to the
Almighty; she needs no policies, nor strata
gemE, nor limi , a`lons to mike her rictorions
these are shifts, and the defences that error
uses against her power. Give her but room,
and do not bind her when she sleeps, for then

How fearfully has this administration mis
taken the tone and temper of our people when
supposed by its military power it could crush
cut free opinion, or that through the agencies
el bayonets it could awe the bold utterances of
free press. The time may come when the
majesty of the people may assert itself in vin
dication and defence of those righss which free
men can only part with at the sade time with

Be it resolved by the Senate and House of Re
pesentatives of the Commonwealth of Pennsylva
ric in General Assembly met, That the following
amendments be proposed to the Constitution
of the Commonwealth, in accordance with the
provisions of the tenth article thereof:
There shall be an additional section to the
third article of the Constitution, to be designa
ted as section four, as follows:
Sacrum 4. Whenever any of the qualified
electors of this Commonwealth shall be in any
actual military service, under a requisition
error the President of the United States, or by
!Le authority of this Commonwealth, such
electors may exercise the right of suffrage in
-z.llclCttitrinl by the Claret:it, under such regu
-I::tions as are, or shall be, prescribed by law,
:A. fully as if they were present at their usual
place of election.
There shall be two additional sections to the
thitotith attiele of the Constitution s to be de
signated as sections eight and nine, as fol
lows:
SECTION 8. No bill shall be passed by the
Legislature containing more than one subject,
which shall be clearly expressed in the title,
except appropriation bills.
Sacrion 9. No bill shall be passed by the
Legislature granting any powers, or privile
ges, in any case, where the authority to grant
such powers, or privileges, has been, or may
hereafter be. conferred upon the courts of this
C4rizissoniroalth.

and Northwest counties of Pennsylvania to the city of
Brie, on Lake Erie.
It has been leased by the Penoesetania Rail Road
Company, and under their auspices in being rapidly
opened throughout its entire length.
It is now in use for Passenger and Freight business
from Harrisburg to Driftwood, (Second Fork,) (171
miles) on the Eastern Division, and from Shoffiekl to
Erie, (78 miles) on the Western Division.
