provisions of the tenth artic:e therefd:
There shall be an additional section to the
third article of the Constitution, to be designa
ted as sectioa font, 0,9 follows
Scter:os 4. Whenever any of the qualified
electors of this Commonwealth shall be in any
actual military service, under a requisition
:rom the Presilent of the United States, or by
h authority of this Commonwealth, such
electors may exercise the right of suffrage in
all elections by the citizens, under such regu
lations as are, or shall be, prescribed by law,
as fully as if they were present at their usual
puce of election.
There shall be two additional sections to the
-eleventh .artiole of the Constitution, to be Je
signated as sections eight and nine, as fol
lows:
Secrtos 8. No bill shall be passed by the
logielerarts containing more than one subject,
- whi3h shall be clearly expressed in the title,
:except appropriation bills.
Sacmos 9. No bill shall ba passed by the
legislature granting any powers, or privile
ges, in any ease., where the authority to grant
such powers, or privileges, has been, or may

Widows of soldiers who die or are killed, are entitled to
Pensions, and the $lOO Bounty. If there be no widow,
then the minor children. And if no minor children,
then the father, mother, sisters or brothers are enti
ed as above to the litdßounty and Back Pay.
