farce in some - of the New England districts.
For example, in the 4th - (Boston) district the
. - whole number examined last week was 1185,
of whom 937 were exempted, 70 psid $BOO,
which makes 1007 that. got olear, 108 offered
substitute., and ran wore passed • jus fit for
duty. 'Thus less than one in a hundred of the
original conscripts go into the army,
Men are bought and sold in New Englani
now just as merchandise. There was a time
when the "sale of able-bodied men" used to
throw the meek-mannered Abolitionists of
Jdaesaohusette into convuhdons ; but, in those
cases, the persona disposed of happened to
have black faces. There are no such agonies
when white men are brought, into the market,
as we see by each advertisements as these in
the Boston papers :

temptation.

lie it resolved by the &safe 'and House of Re
presentatives of the Commonwealth of Pennsylva
nia m General Assembly met, That the following
amendments be proposed to the Constitution
of the Commonwealth, in accordance with the
provisions of the tenth article thereof:
There shall be an additional section to the
third article of i he Constitution, to be designa
ted as section four, as follows:
SECTION 4. Whenever any of the qualified
electors of this Commonwealth shall be in any
actual military Dentine, under a requisition
from the President of the United litotes or by
the authority of this Commenweal4 - Duch
electors may exercise the right of suffrage in
all ovations by the citizens, under such regu
lations as are, or Shah baattsmeribed by law;
as fully as if :they were present at their usual
place of election.
There shall be two additional sections to the
eleventh article of - the Constitution, to be de
signated as sections eight and nine, as fol
lows! •
Becuort 8, . No bill shall be plumed by the
Legislature containing" more-than one subject,
which shall be clearly expressed in the title,
except appropriation bills.
SECTiOII - 9. No bill shall be passed by the
,Legislature granting any powers, or privile
ges, in any case, where the authority to grant
each powers, or privilegss, has been, or may
hereafter be. conferred upon the courts of this
Commonwealth.
