A GALLANT REGIM/C24T--At the battle of
Getiyeburg, I.ieut. CoL George F. firFarlami,
being the only field officer with the 151st regi
ment Pennsylvania volunteers, took four hun
dred and sixty six men and nineteen officers
beside himself and Adjutant into battle, and
but one hundred and one men and seven officers
answered to their names in the evening Col.

horse, and finally was wounded in both legs.

REBUKING ME PHARISEES —ln his Fast-day
proclamation, Gov. Caucus, of Rhode Island,

AR HONEST CONFESS/OM—The New Haven
Courier, a firm Republican paper, says : "Con
tractors have carried on the war. The blood
of our mon, the graces of our wounded, the
t ears o f the oipilan and widow, have been
coined-into money. They hare swindled the
government out. of hundreds of millions.—
They have piled fortune upon fortune. As a
distinguished officer at Washington said, all
the operations of this war are managed by
swindlers.' "
The Providence Fos* says Meade
was one of those officers of 'doubted loyalty'
in the beginning of the war, whctm radical
mobs tried to bring before them to 'swear al
legiance' in their presence. His refusal to do
this in Detroit caused him to be denounced as
a sympathizer with the rebels, and efforts were
made to have his coutOttedint revoked. Ile
was shortly after refused promotion on the
ground that he was not 'sound on the black
goose.' "
DECIBION.—Gen. Barna who ordered the
hanging of a rebel spy at Frederick, Md., with
one hours shrift and a cavalry lariat, dropped
ibis sarcastic remark at the time : " He's a
spF; I found the proof in his boots i if I 8811(1
the case to Washington they'll promote him;
111 hang him on the spot."
Gees Ur.—We stated a few days ago that
John Morgan had climbed the north pole and
greased it under him. It is now generally
supposed that be has pulled the pole up after

HONORABLY DISCHARGED- John Kelly
and Mr. Michael Henry, attendants at Bar
num's City Hotel, who were arrested on Wed
nebilay soothing end /manned in the Gilmore
House, were honorably discharged yesterday
afternoon at 4 o'clock by Capt. French, acting
provost marshal.
The barricades recently erected in the streets
of Baltimore are being removed, but the work
of erecting strong fortifications outside of the
city still goes on. All the works which have
been thrown up and forts commenced, are to
be fully mounted and „placed in the strongest
possible condition of defence.
Mr. Blackburne, now well known in Europe
as a zemarsable blindfold chess player, has re
cently played twelve games at once, against as
molly players, at Manchester, England, before
a large number or spectators. Six of the
games were won by Mr. Blackburne, four by
his opponents, and two were drawn. -
Dr. Smart, a Scotch physician, has invented
a method of erasing the marks left by small
pox_ When the eruption is fully developed be
paints the skin with India rubber dissolved in
chloroform. This drying, a thin skin is left ;
itching is much lessened, and pitting "is
wholly prevented.
Secretary Stanton said. the other day—'•lf

Be it resolved 11( the Senate and House of Re
presentatives of the Commonwealth of _Pennsylva
nia in General Assembly met, That the following
amendments be proposed to the Constitution
of the Commonwealth, in accordance with the
provisions of the tenth article thereof:
There shall be an additional section to the
third article of the Constitution, to be designa
ted ae maws four, as follows:
SzeTies - 4. Whenever Any of tho qUttlifisd
electors of this Commonwealth shall be in any
actual military service, under a requisition
from the President of the United States, or by
the authority of this Commonwealth, such
electors may exercise the - right of surrage in
all elections by the citizens. under such regu
lations as are; or shall be. prescribed by law,
as fully as if they were present at their usual
place of election.
There shall be two additional sections to the
eleventh article of the Constitution, to be de
signated as •ectiona eight and nine,- as fol
lows
SECTION 8 - . No bill shall be passed by the
Legislature containing more than one subject,
which shall be clearly expressed in the title,
except appropriation bills.
SECTION 9. No bill shall be passed by the
bestrewne awing any powers, or privile
ges, in any case, where the authority to grant
such powers, or privileges, has been, or may
hereafter be. conferred upon the courts of this
Commonwealth.

Pensions, and the 5100 Bounty. If there be no widow,
then the minor children. And if no minor children,
then the father, mother, sisters or brothers are exil
ed as .beve to the slooBonnty and Back Pay.
