Emu m limes FLusu.—The destruction of hor ses incident to the military service has raised the government price for horses from $l2O to $l4O and from $125 to $145. Government officials are now endeavoring to fill a requisition for several thousand horses from Maryland. Many valuable animals have already been taken in some of the counties, the government agents giving scrip or receipts fee them at a certain fixed price, to be paid at the Treasury when presented properly authenticated. NOT Exam.—An order from the Provost Mar shal General's office states that deserters• front the rebel army who have taken the oath of allegiance to the rebel government, persons who were residing South at the outbreak of the rebellion and were compelled to take the oath of allegiance, or civil ians who have -been captured and pare/0d on the condition of taking an oath never to bear arms against the so-ealled Confederate government, are not exempt front the draft, but they must in each ease present their written statements to the board, so that they may not be assigned to duty against the insurgents. SAMILED van Waoma Howsz.—la our remarks yesterday concerning the delay in printing the laws relating to the city of Harrisburg and the ordinances of the city, we made it appear that the responsibility for the delay rested entirely with the printers who had the work under contract.— In this we were at fault, as they have had the work readyfor the bindery for some time, and only await a copy of the index. A eomeeittee was appointed by the city council to prepare an index at the time the work was put under contract, who have not yet performed their duties. The blame for the delay consequently attaches to them. SOLDIMIte REST.—But few of our people know what a large business is done at the Soldier? Rest, near the depot- The work of feeding gratuitously all passing companies, regiments, squads and sin gle stragglers goes quietly on throughout the day and night. Since July Ist, Colonel G. Da Korpo nay, who is in command of the institution, has, underbis own personal supervision, rationed forty feur theasaud tyre hit - cured and sixty-one (44,261) men, and the number is probably increasing while we write. Colonel Dc K. formerly commanded the 28th P. V., lately under command of Colonel (now General) Geary, and was severely wounded in the head. His management of fthe " Rest" is admirable, and is winning him many friends from the ranks of the soldiers with whom he is daily thrown in contact. Tux Damn]) Mom—Detachments from the old regiments in the field have been sent to each rendezvous where the eonscriptioa has been -en forced, for the purpose of taking charge of the drafted men. It is the intention to drill the con scripts for some time in camp, after which they will be sent to such regiments as they may have selected to join. They will have the option, it is understood, of selecting for themselves, in which erect the different regiments now in the field will be filled np chiefly by men from the locality in which they were organized. This will have a tendency to strengthen the reliance of the men on each other, and in this way must add to their efficiency. MULE MEAT —lt is said that the popnlir preju dices against mules and mule meat were thoroughly conquered during the siege of - Vicksburg, and that the rebel artily used the flesh of the mule freely, esteeming it better food than the blue beef and rancid pork upon which they bad for a long time subsisted. We have Cs° an example of this grow ing popularity of mule meat in our town, as we axe credibly informed that one of our government office holders in this place, a "free American of Teutonic descent," has recently gone into the business of buying mules, and that he lateiy re turned from a trip to Washington, after having succeeded in disposing of a thousand of them to the government. To the many frisuis of Capt. Shipley, (and who in this community is tot his friend?) the following, from the New Orleans Era of the 11th lest , will be goad news : Captain A. N. SHIPLEY, of the United States army, and who is well and favorably known in this Department, has, we are happy to announce, been appointed a Brigadier General of Volunteers, by Gen. Emory, subject to the approval of the Gen eral Commanding the Department and of the President of the United States. Gen. Shipley has bean assigned to duty on the right bank cf the river, and has already entered upon the discharge of his duties. He has been connected with the Quartermaster's Department in this city for the ltist few months, and has gained the respect and esteem of the public by hie prompt attention to business. He has now an honorable position by merit, he having been promoted from the ranks of the regular army for meritorious services. In ap pointing him to his present position, Gen. It is probable that there will be no Common Pleas Court held during the coming term, as there are scarcely any cases on the list. The Quarter Sessions business will be heavier than usual. A RELIABLE PROBBOSTICATOB.—About the 16th of ',nue we published the predictions of the mete orological correspondent of the Pittsburg Dis patch relative to the kind of weather we would have in this latitude from that date until the 16th of the - present month. Ha stated that the month would b 3 marked with mush cloudy and t' under-storm weather, and that nine-tenths of the month would be cloudy and part cloudy. There were to be 4Ov9a !MKS rainy days, tea IBM or WOO cloudy, and only three clear. We marked the facts, and can say that hie vaticinations were true in all particulars. There were only three clear days within the thirty specified. Concerning the present mouth, from the 16th lust. to August 16th, he says that the observations are rather confused and misty, and that he cannot state what the weather will be with any degree of satisfaction. He predicts twenty-five cloudy and part cloudy days, ten several days of rain, and four days of 'clear sunshine. If this be correct, we would thank some friend for the permanenfloan of an umbrella. Ia this connection, we would suggest to the little Dispatch the propriety of confining itself entirely to matters cf this nature. Let it employ only as tronomical talent, transform itself into a weather calendar and daily receipt book, and give politics the go-by.' It ought to have learned by repeated failuroo that it cannot , grapple great questions or tell the truth in matters wherein its interests are involved. It is at the wrong business. Tna CEOPS.—The recent moist and genial weather has very greatly imprdved the condition of the growing crops. The promise clan abundant harvest is excellent. During a short trip through the country recently, we were gratified to note the thrifty appea-ance of the corn in particular, the growth of which has been much retarded by the lateness and c3l4lness of the spring and the dry nes.? of the early summer. r, now looks rank and healthy, and in favorable Dal!ides has recovered all the ground it lost. The grass crop recently gathered was light, but fall pasture will be good. Vets Clmmissioner of Agriculture has issued his statement on the condition of the crops last month throughout the United States. The condition of wheat was very nearly, but not quite up to the average, an; a larger breadth of land sowed than ever before. Corn is slightly below the average. There will be enough cf all agricultural produc tions, however, to keep the people in substantial provender for another twelvemonth, and a very liberal surplus for expert to foreign markets.
