ARRESTED ON A. SERIOUS CHARGE.—ft has
been - known to the military authorities for
some time past that a party of young men in
this oily have been endeavoring to organize a
company with the avowed object of going South
and' joining the rebel army. Col. Fish's de
tectives have been on the alert, and succeeded
in ferreting out the parties, and yesterday
considerable stir was created by the arrest of
the following named parties, some of them
SOUS of our most prominet citizens ; horace A.
Brooks, Nathan Brooks, Wm. S. Dorsey, Nye
Parkbust, Henry Raphel, Joseph B,aphel, Fred
erick Norwood, Key Buchanan, Wm. S. Stew
art, Tinton W. Duvall ; P.. Stanley Peterion
and Eugene Williamson. Williamson has been
before the Provost Marshal previously on the
charge of disloyalty, and was on his parole at
the time of his recent arrest. They have all
been conmitted to the military prison to
await the hailer orders or the authorities. The
office of the Assistant Provost Marshal, Cap
tain French, was besieged yesterday by the
friends of the parties, asking the privilege of
an interview, which the Captain courteously
allowed where enfacent reason was apparent.—

THE NEGRO REOI➢IENT.-But two ecmpanies
of the negro regiment now being formed here
have been mustered into the service- It was
thought at the commencement of the work that
a brigade would be formed by this time, but
for some unknown reason the negroes do not
seem to take much interest in the matter.
Meetings are held nightly, but enlistments are
few. There is probably a colored population
here of six or seven thousand able bodied men,
who stem perfectly willing that the "white
hike" may do every thing for them, but who,
outside of a few isolated instances, seem to do
nothing for themselves. One cause of the apa
thy in this matter may be traoed to the
ill
founded jealousy existing between the resident
free colored people end the contrabands.
Among the former the desire is very great for
negro of f icers for the regiment. The matter is
under the special patronage of the President
and Secretary of War, and may be eventually
attended with great success; for it is yet an
experiment in its infancy.— Washington Intel&

ABOLITION IDEAS ILLOGICAL.-It has been
often said, that the Abolition mind is illogical.
There is that in its construction which retuses
to yield to the simplest rules of logic, and
hence it is at fault, whenever feeling (or in a
lower view) interest is involved. If this needed
confirmation, we have it in the way the editors
of minor Republican journals treat the Val
landigham matter. They are unable to sepa
rate the individual from thc fundamental
principles violated in his case; they urging
ante judicial impressions of his guilt, as suffi
cient apology for the manner of "his taking
off." On the other and Demacratie papers do
not "defend" Vallandigham,—they would
leave that to him and his counsel before the
courts. Bat they protest against martial law
being exercised where martial law has not
been proclaimed, and where civil law is still
supreme. This is the distinction between Dem
ocratic and Abolition views of the matter.
One is logical, the other is not Ar

REsisimicz TO THE DRAFT.—/t i 8 said that
the government has decided that the 25th sec
tion of the conscription act, relative to the
arrest of persons - resisting the draft, shall be
strictly adhered to. It provides that if any
person shall resist the draft, or counsel any
one to do it, or shall obstruct any officer in the
performance of his duty under it, he shall be
subject to summary arrest by the Provost Mar
shal, and be forthwith delivered to the civil
authorities ; where, upon conviction, he shall
suffer fine and imprisonment.—. National Intelli

THE CONSCRIPTION LAW.—The Conscription
Law is receiving a clearer interpretation than
at first. The $3OO can be paid or a substitute
procured, and, if accepted, (the acceptance de
pealing altogether upon physical ability,)
it exempts the person drafted from again being
called upon during the period for which he is
drafted ; but if the $3OO is paid instead, then
the person is liable, to •be again taken:. upon
any 'subsequent" draft, and the President can
order a draft as frequently as ha may deem
