LOCAL POSTAL AFFAIRS.—Miss Mary Steever
bas been appointed postmistress at Millersburg,
in this county, in plaee of Benjamin (I. Steeyer,
resigned.
Paimosun.—one Joseph Kyle, confined in the
Lancaster county prison, was pardoned by the Go
vernor a few days ago, and released from durance
rile on condition that he would enlist in the Uni
ted-States service.
Tints Num Racnurrs.—Several "Americans
of African descant" from Carlisle passed through
this city the other day, en route for Boston, to join
the negro regiment now in process of organization
there.
Exrgarstvz ROBBERY.—On Monday night the
iron safe of the freight clerk of the Reading rail
road, in the city of Reading, was opened and
some $lO,OOO taken therefrOm. The perpetra
tor of this extensive robbery has not.yet been de
tected.
HOTEL TETEVES. — Oa Tuesday night nn over
coat, belonging to a guest at the Brady House,
vas stolen from one of the sitting rooms of that
establishment. Suspicion attaohes to three lum
bermen W 11) were' lounging about the room a short
Time prior to the disappearance of the coat.
PENNSYLVANIA. BAILEOAD.—On and after .11.1011-
dr.y next the summer time-table will go into cffect,
making some changes in the time of the arrivals
and departures of passenger trains. We call the
attention of our readers to the advertisement of
the superintendent in another column.
Prsearontar..—The trout streams in Cumberland
county, a few miles distant from this city, were
recently visited by sortie of our amateur anglers,
who returned with several dozen "speckled beau
ties" as the - reward of their piscatorial excursion.
Those who profess to , know say that trout are
abundant and in excellent condition.
Moaa PREEENTATIONS.We have already no
ticed the presentation of gold-headed canes to
Speakers Lawrence and Cessna, by the officers of
the respective branches of the Legislature. The
two principal clerks of the House were also the
recipients of presents from the Republican mem
bers yesterday—the former getting a gold-headed
cane and the latter a valuable silver goblet.
DEGRADIYG SPECTACLE,-000 of the most de
grading and disgusting exhibitions we have wit
nessed lately was that of a drunken woman taken
to prison yesterday in a hand-cart. She was found
near the depot so excessively intoxicated ea to be
deprived of all power of locomotion. The poor
frail creature is a stranger in this city. On her
person was found a free railroad pass from Altoona
to Harrisburg and return, so• that it is probable
sae is a resident of that place. Whoever sold this
woman liquor deserves prosecution and depriva
tion of license.
ANOTHER LADY INSULTED.-A highly respect_
able lady, residing in the upper eeetion of the
city, complains of having been grossly insulted on
two or three occasions, while passing along the
street, by an individual, a stranger here, who pre
sented the appearance of a gentleman but whose
conduct proved him a blackguard. The fellow
alluded to has been a sojourner at one of our prin
cipal hotels for two or three weeks past. He is
now "spotted," and a repetition of the offence com
plained cf will result in his arrest and public ex
posure, should be be fortunate enough to escape
more summary punishment.
MOTHER CAFE PRP.SVNTATION.-A few %ululates
prior to the adjournment of the House of Repre
ientatives yesterday, Mr. Ludlow, of Philadelphia,
approached the Speaker's chair, bearing in his
hand a splendid ebony cane, surmounted by a
solid and elaborately ornamented gold bead, which
he presented to Speaker Cessna, on behalf of the
ulcers of the House, in token of their regard for
him as a man and an officer. The brief remarks
Kr. Ludlow, tionompan,ying the presentation,
were chaste, touching and eloquent, and sensibly
affected the gentleman in whom they were specially
addressed, as well as the entire audience. The
recipient of the beautiful present made an aPPra-
Pilate and eloquent reply, in the course of which
be paid a high compliment to the officers of the
Bonze for the courtesy, fidelity and ability with
which they had discharged _the duties of their
l'erpective positions. The cane is a very beautiful
and costly one, manufactured to order by Mr.
1 1. H. Lee, of this city, at an expense of about
:arty dollars, and contains the following elegantly
orkgraired "Presented to Speaker
Cessna by the officers of the House of Representa- - ,
:ire,1863, in token of their regard for him as a man
and an officer." Mr. Cessna proved himself a
teurteone, effeient and able Speaker, and the com
pliment paid him by the officers, as well as by the
members in a unanimous resolution of thanks t Ina
7:fehly merited.
FINAL ADJJURNIdENT.—The Legislature ad
journed acne die at twelve o'clock yesterday, and
most of the members left the city the same after
noon, so that our principal hotels, which hsve been
thronged daring thd' past winter, now present
somewhat the appearance of "banquet halls de
serted." A commendable degree of sociality and
good feeling characterized the closing hours of the
session in the House, and a genial mood pirvade'd
the entire assembly. The parting address of
Speaker Cessna was truly eloquent and patriotic.
That portion of it in which be alluded to the war
and expressed a hope of the ultimate restoration
of "the Union as it ton," excited the most intense
enthusiasm and elicited thunders of applause. A
novel and interesting feature of the closing cere
monies was the singing of the popular song, "When
this cruel war is over," by ?fears. Kerns and
Smith, of Philadelphia, which was followed by the
"Star Spangled Banner," thi entire audience,
members and spectators, joining in the chorus, and
uniting in three hearty cheers for "the flag of our
Union" when the song was concluded. With this
patriotic demonstration terminated the session of
tho House for 1863, and many of its members have
already reached their homes. •
A short time prior to the adjournment of the
Senate, the Speaker resigned his position and de
livered a brief address on the occasion, at the close
of which an election took place for Speaker with
the following result,: John P. Penney 19, Roister
I Clymer 13. The new Speaker was conducted to
the chair and returned thanks for the honor con
ferred aped him in a few appropriate remarks.—
After a vote of thanks to Mr; Lawrence, the body
was declared adjourned witheut day.
THE DARKIES BEING CANED FOR.—Some six or
seven able bodied negroes were sent to our county
poor house, one day this week, from Halifax town
ship. In view of the fact that we have so many
benevolent and kind-hearted Black Republicans,
is it not marvelous that the tax-payers should be
required to foot the bill for boarding and lodging
black vagrants ? There is "a good time coming."
Whenever these negroes will work there is plenty
to do at good wages. The same may be said to
the hundreds of idle wooly beads who can be seen
lolling about the city any pleasant morning, with
their hands in their pockets, and apparently scorn
ing labor as long as they can find enough to
hyberente upon without it. Vhen will it be com
prehended that Canaan is the inferior of Japhet,
and was intended for his servant? Not until
oceans of blood are shed, and public liberty de
stroyed in the wild attempt to raise him above the
level where he was placed by. the Creator? Can
the Ethiopian change his black skin, his foetid
smell, his blabber lips, his wooly head, his project
ing heels, his instinctive inferiority? Can the
instincts of the white race ever be educated to the
oat-stinks of the black, so that they will not be
revolting, but agreeable ? Answer this practically,
0, ye hypocritical Abolitionists, when choosing•
husbands for your daughters and sisters !
WEEKLY PATRIOT AND UNTON.—The present
week's issue of the PATRIOT AND UNION, new Our,
is au interesting and valuabldnumber: It con
tains over forty-seven col/age of reading matter;
embracing a full report of the committee of inves
tigation in the Cameron bribery case, the report
of the committee on the conduct of the war, a de
tailed and graphic account of the repulse of our
iron clad fleet at Charleston, an interesting sum
mary of general news of the week, with spicy edi-•
torials, k.e. It is a splendid number, and worthy
of preservation for future reference, as an import
ant link in the chain of passing events. In,addi
tion to the permanent circulation of the WEEKLY
PATRIOT AND UNION, which amounts to very nearly
eight thousand, we have printed, to order, an extra
edition of over one thousand of the present num.
ber. It is the largest weekly newspaper at the
Capital, and contains more reading for less money
than any other journal in the Commonwealth:
BMW t.t Latbe,—Ou Tuesday evening Mr.
James Davis, bar-keeper at, the Jones House, in
flicted severe personal chastisement upon William
Brobst for insulting his wife on the street. The
popular verdict will be, "served him right." Yes
terday morning Mrs. Davis made complaint against
Brobst before Alderman Kline, wrfo issued a war
rant for his arrest. According to the statement of
Mrs. Davie, this fellow Brobst followed her several
Byname, and his - conduct on the occasion *as most
infamous. He was arrested at Herr's hotel by of
ficer Campbell, and in default-of bail the Alderman
committed him to prison for Arial at the April
term. We learn that proceedings will be instituted
against Brobst for the same offence by other par
ties in this city. If convicted, of which there can
be no doubt, we have reason to believe that Judge
Pearson will do him full justice.
COMPLIMENT.—In the House yesterday a unani
mous vote of thanks was tendered to our towns
man, Mr. John Small, for his obliging and gentle
manly conduct towards the members individually
and collectively, and for the very able and accu
rate manner in which he discharged the arduous
and intricate duties of his position. In addition
to this, speeches, highly complimentary to Mr.
Smull, were made by members of both political
parties.

purpose of electing delegates to the County Con
