Tna OttSovaniana.—The recent snows and
heavy rains have considerably swollen the river
and it is feared we will have a considerable flood.
Yesterday morning the river indicated about 12
feet above low water mark and rapidly rising- We
learn that all the upper branches of the river have
risen and indicate a heavy freshet.
kaimatan.—Ann Locker and Irish Mary, two of
the most "incorrigible bummers" of this city, were
arrested yesterday by officer Wickert and sent to
prison for thirty days by Justice Baader. These
two unfortunate females pass most of their time
in prison, and only yesterday morning came out
after thirty days' confinement.
NOTICE.—A meeting of the Keystone Democratic
club of the Sixth ward will be held at the house of
James WClellan, on the railroad, oposite the rol
ling mill, to-morrow evening at 7.1 o'clock. The
Democrats of the ward are invited to attend.

r was CONRMOIG—Mr. Jacob Elder, the engineer
of the express train which met with the accident
recently at Slip Rock, near Perryville, on the
Pennsylvania railroad, and who was so severely
scalded, is still lying at Patterson unable to be
moved. His scalds were of a very serious nature,
and although not dangerous, will confine him for
some time. He is getting along very well, and
expects to be removed to his residence in this city
as soon as his wounds will permit.
,Taz Christian Commission and the Young Men's
Christian Association of this city will hold a joint
meeting at the Presbyterian church in Market
square to-morrow evening. The object of the
meeting is to devise means for conjoint action on
the part of both societies to minister to the spirit
ual wants of the soldiers. A number of distin
guished speakers have been invited and a very
interesting meeting is anticipated. The Harmonic
society will discourse some of their most excellent
music.

NEW CommenvErr.—We were shown yesterday
an altered bill of the Commonwealth Bank of Phil
adelphia, which no doubt the "shovers" in this
part of the State are actively putting in circula
tion. It is a one dollar bill altered to a five and
wall calculated to deceive. The vignette repro
meats shipping, the figure five in each upper corner
c anal boat, locomotive and cars' on lower right
hand and canal lock, men and horses on lower left
terser. The genuine Attu are entirely different.
Our readers should keep a sharp look out for them,
as they are gotten up in a style well calculated to
deceive.
finntmaaviens.—The nuisance of shinplasters
has become almost intolerable in this city, and our
eommunity appears sorely perplexed how to rem
edy. Corporations and private individuals, under
the plea of necessity, and in gross violation of the
law, have subjected us to the inconveniences under
which we now labor. The recent issues of govern
ment stamps has been so extensive as to obviate
the necessity of these private issues, and nothwith
standing the Complaints of our business men and
others, refuse to call in their rags. There is but
one way to compel these persons to withdraw their
promises to pay from circulation, and that is for
the public to refuse to take them. Now that there
is no necessity for the circulation of these private
issues we recommend the adoption of our plan—to
retitle all corporation and private ahinplaeters.—
In a few weeks we could get rid of them and save
ourselves the annoyance and expense which they
are daily imposing upon us. It only requires
soma of our business men to make a move In the
matter and it can easily be accomplished. Who
Will be the first to make the move ?
How A COWARD SHIRKED HIS DUTY.—Ever since
the battle of Fredericksburg we have had in this
city a young man belonging to the 127th regiment
P. V., representing himself as severely wounded
in the foot at that battle. From some of the offi
cers of the regiment who have recently been in
this city, we learn that the individual in question
deliberately shot himself in the foot prior to going
into the engagement, thereby saving the cowardly
whelp from facing the enemy. Such cowardly
scoundrels should be spurned from every commu
nity, and we take this occasion to show up the
craven spirit of an individual who for some time
past has been splurging around this city, enlisting
the sympathy of his friends by representing that
he was honorably wounded. The individual allu
ded to is a member of Capt. Hummel's company,
and we learn measures are being taken to have
him properly punished for his cowardly conduct.
TEE ARREST OF DEPOT TeamEs.—lfeeers Ed
itors:—ln your notice yesterday of the robbery
at the Pennsylvania railroad depot it was intimated
that the police officer in charge there might have
arrested the perpetrator of the outrage before the
occurrence of the robbery. Now the fact of the
matter is, the police officer in question only sus
pected certain parties there to be thieves, and
never having seen them before could do no more
than watch their movements. He did so effectu
ally and is convinced that they did not rob the
discharged soldier. The great number of persons
traveling through this city offers the best induce
melite for accomplished thieves to operate here,
and since the appointment of the present policeman
at the depot fewer robberies have occurred and
more arrests been made than heretofore. In jus
tice to Mr. Deeters I request the publication of
this notice. B.
MLvon's Comm—The cases before the Mayor
yesterday morning were very few in comparison
with those the day before.. Not a single arrest
was made daring Sunday, and consequently the
only cases heard were those remanded for a further
hearing. James Kelly, Patrick Donahoe and
James M'Cullough, alias Posey, were discharged
upon the payment each of one dollar fine. The
two ebony-colored females, arrested for being out
late at night, were remanded to the lock-up for a
further hearing. His Honor takes t this mode of
punishing refractory persons who have no com
punctions against going to prison. In prison the
accommodations are comparatively good ne re
gards lodging and food, but the lock-up has all the
horrors of a bastile, and these who are confined in
it for a few days on its sparse fare and poor ac
commodations are loth to again enter it,
NEW TRADT.—The Pennsylvania railroad com
pany has placed an additional train on their road
between this city and Lancaster, which leaves
hoot at 5.30 in the evening. .It goes by the way
of Elizabethtown and Mt. Joy, and is intended to
accommodate persons on that route Thit return
train connects with the Lancaster accommodation
line from Philadelphia and arrives here at ten
o'clock in the evening. •
THE NEW LOCIL—Over a hundred workmen are
engaged upon the construction of the new lock on
the Pennsylvania canal below this oity, pushing
it forward to completion as fast as possible. As
soon as this work is completed the water will be
let into the canal, which it is thought will be in a
few weeks:

from the first of April ensuing. The meetings

For the information of Democratic voters, the
following extracts from the rules and regulations
far the government of the Democratic party of the
city of Harrisburg are amassed;
Sac. 1. PAIL 2. It shall be the duty of the Ward
Executive Committees to appoint the Judge and
Inspectors of all Democratic Ward Elections.
PAR. 4 That hereafter all Ward and City nomi
nations and all elections of Ward delegates shall
be made by ballot.
PAR. 5. That all Ward meetings shall be opened
precisely at half past 7 o'clock, P. M and immedi
ately after the organisation and reading of the
rules (as per Par. 3) to proceed to election. The
polls in all eases shall be kept open two lowa, un
less after a lapse of fifteen minutes wherein no vote
has been cast, when they may be closed by a vote
of the meeting, and provided : that, at the expira
tion of the two hours aforesaid, the polls shall not
be closed, if there are voters on the ground for ac
ceptance.
PAR. 6. No citizen shall be permitted to vote at
the Democratic Ward meetings, unless such citizen
shall satisfy the Judge and Inspectors that he is a
Democrat and a resident of the Ward in which he
tenders his vote.
Eta. 11. The officers of the Ward nominating
meetings shall furnish their respective Ward Ex
ecutive Committees a cert(fied copy of their pro
ceedings, setting forth the number of votes cast for
each candidate for City and Ward officers, which
proceedings shall be returned by the Ward Exec
utive Committee to the President of the City Execu
tive Committee.
PAR. 6. The Democratic City Executive Com
mittee, being composed of the Democratic Ward
Executive Committees, will necessarily compose
the City Democratic Conference.

John R. Swift, of Croton, Westchester County, who was
