THE Rivas is now in fine rafting order, and a
few timber rafts—the advance fleet of a large num
ber yet to. come—have already floated past this
city on the broad bosom of the Susquehanna, en
route for the lower markets. P4bes for good tim
ber will rale unusually high this season.
Qum SA:sm.—This camp on the bank of the
river in the western section of the eity, for some
time past .ocenpied by two companies of drafted
soldiers, has been broken up and the men removed
to Camp Carlin. These companies are to consti
tute part of the new Pennsylvania regiment soon
to be organized.
TRANsran or REconne.—lt has been ordered
by the Supreme Court that the Prothonotary of
the western district transfer to the Prothonotary
of the eastern district the records of such 081108
from the counties of Erie and Crawford as have
not been heaid or decided, and send therewith a
certificate of the docket entries made in each case.
Dxscrazonn.—The soldier arrested on suspicion
of stealing forty-Ave dollars from Washington Al
berti, of Middletown, was discharged yesterday
morning, the complainant not appearing to prose
cute the case. The same man was accused of rob
bing a fellow-soldier in his own company, but.no
money was found upon him and the charge could
net be sustained.
Beitatosn lateszen.—Among the recent exten
sions of railroad facilities which the increase of
traffic and the consequent prosperity of the various
companies is developing, we learn from the New
York papers that the Pennsylvania central road
has leased the Williamsport and Elmira road, and
will, in connection with the Erie and the Buffalo,
- .lw York and Erie roads, make a direct passen
train between Buffalo and Washington.
Poirot Enema.—The members of the Paxton
company, to whom the City Council transferred
e old Friendship engine, have had it thoroughly
mired and fitted up in neat style. It is now
to of the finest looking "masheens" in the city,
'in first-rate working order. The Paxton boys

THE CASE or KAPP.—The insane man, William
Rapp, who has been confined in prison here sinco
last Sunday night, will probably leave this mor
ning for Baltimore, in charge of Wm. Bostick, Sr.,
who has consented to accompany him to that City
and hand him ever to his relatives. We learned
yesterday that the neice of Kapp, Miss Herbert,
who came with him from Vincennes, Indiana, had
a conversation with a lady at the depot, in which
she stated that - Kapp sold all hie property at the
west with a view of returning to his former home
in Maryland, and that she had, a large amount of
his money in her possession. Before their depar
ture from Vincennes he exhibited unmistakeable
symptoms of insanity, and on the way here she
had great trouble with him on account of his re
peated efforts to escape from the cars and remain
behind. After reaching this city he accomplished
his purpose. Instead of stopping here to look him
up, the girl pursued her journey south, with hie
money and baggage, (the latter consisting of four
large and well-filled trunks,) and for six days Kapp
Wandered about the city, day and night, tailing
neither food nor sleep. The girl stated that her
uncle had relatives in Baltimore city, and that she
resided at Woodbine station, on the Baltimore and
Ohio railroad, some distance from Baltimore. The
mystery of this affair . is that nothing has been
heard from the girl since, and no effort has been
made by his Baltimore relatives to ascertain hl
whereabouts. Miss Herbert knew that she left
him in this city, in an insane condition, and must
have communicated the fact to her father. We
do not wish to be thought uncharitable, but the
fact of her having possession of a large amount of
Kapp's money may account for the mysterious si
lence or herself and family and their apparent in
difference to the unfortunate man's fate. Mr.
Bostick's investigation will probably throw some
light upon the subject, and -we anxiously await
his return.
LIEUT. Wiz. R. Dam—This gallant young offi
cer, whose death we announced in a recent issue,
was born in Lower Paxton township, Dauphin
county. The Dauphin Journal says the deceased
graduated at the Franklin and Marshal college in
1859. He possessed more than ordinary talents,
being endowed with a strong - mind and a firm will,
afwaye ready to conquer any difficulty as a stu
dent, and acquitted himself with credit in whatever
position he was - placed. When a call 'was made
for more troops last summer, he was ready to an
swer it, and took, as it were, his life in his hand
and unsheathed his sword for his country. He
was one of the many heroes of the Fredericksburg
battle. His scabbard was hit by a deadly missile
and broken in two, as well as his sword, wounding
one of his limbs severely. This he bore with great
patience. He could have had his discharge at any
time, but would not accept it, preferring to serve
his country. On the 17th he was seized with
ocngestive fever, which caused his death in a short
time. His remains were brought home to Hum
melstown, and were interred in the Hummelstown
cemetery, along side of his father, who was a hero
of 1812. The funeral was attended by a very
large number of relatives and friends. Addresses
were delivered by Revs. Gans, of Harrisburg, Hu
ber and M. A. Smith, of Hummelstown. Few were
present who did not feel that they had sustained
a great loss. He was beloved by all who knew
him, and especially by his fellow patriots.
Anromumn.—The Lutheran Conference which
met in Middletown last Monday was in session
• three days, adjourning on Wednesday evening.
There was a large attendance. Reverends Charles
A. Hay, E. S. Johnson and Samuel. A. Holman
represented this city. Mach business pertaining
to the welfare of the church' within the bounds of
the conference was attended to. On Tuesday af
ternoon the members visited the Emaus Orphan
House, by special invitation, and were cordially
welcomed by the Tutor in charge and his lady.—
They spent an hour very pleasantly in the insti
tution, and all rejoiced at the bright prospects be
fore it.
THE "IRRSPESEISIELE Conmer" between whites
and blacks still goes on. Yesterday .a stalwart
"American of African descent," employed as por
ter at the White Hall hotel, was assaulted by a
white man who struck him on the head with a
solid "dornick," indicting an ugly gash from
which the blood flowed in such a profuse stream
as to completely saturate his clothing. The as
sault was provoked by alleged insolence on the
part of the negro, who "put on airs" and indulged
in language that the white man wouldn't submit
to. Scenes of this description, now of frequent
occurrence, will become still more numerous in
this and other northern cities.
ASSAULT ON a Woiraw.—A belligerent "Ameri
can of African descent," named John Preston, was
arrested by officer Campbell yesterday afternoon,
charged with assaulting and beating Maria Mur
ray, and threatening to "cut her heart out." For
some time past John and Maria have been living
together on very intimate terms, and John, mbi
trusting the fidelity of his sable paramour, yielded
to the prompting of the "green eyed monster" and
committed the offence for which she had him ar
rested. The Mayor committed him for trial.
SOCIAL SOIBEB.—We are indebteitto our German
friends of the "Leiderkrants" association for a
"free pass" to their social soiree, to coma off at
Frische's saloon next Monday evening. Like all
the parties given by this society it will be a gay
and pleasant affair, and lovers of Terpsichorean
amusements should• attend and participate in the
festivities. Weal and instrumental music, dancing
and waltzing, will constitute the principal features
of the exercises. Tickets fifty cents.

EVENING, 14th instant, at no'clock, for the pur.
pose of making nominations for city and ward
offices, and to elect a Ward Executive Committee,
consisting of three members, to servo far one year
from the first of April ensuing. Tbo meetings
will be held as follow, viz:

Third Ward—Franklin House, Walnut at.
Fourth Ward—Morgan House, Second at.

For the information of Democratic voters, the
following extracts from the rules and regulations
for the government of the Democratic party of the
city of Harrisburg are annexed:
Sac. 1. PAR. 2. It shall be the duty of the Ward
Executive Committees to appoint the Judge and
Inspectors of all Democratic Ward Elections.
Pan. 4 That hereafter all Ward and City nomi
nations and all elections of Ward delegates shall
be made by ballot.
PAR. b. That all Ward meetings shall be opened
precisely at half past 7 o'clock, P. r , and immedi
ately after the organization and reading of the
rules (as per Par. 3) to proceed to election. The
polls in all cases shall be kept open two hours, un
less after a lapse of fifteen minutes wherein no vote
has been cast, when they may be closed by a vote
of the meeting, and provided : that, at the expira
tion of the two hours aforesaid, the polls eball not
be closed, if there are voters on the ground for ac
ceptance.
PAL 6. No citizen shall be permitted to vote at
the Democratic Word meetings, unless suoh citizen
shall satisfy the Judge and Inspectors that be is a
Democrat and a resident of the Ward in which be
tenders his vote.
Pen. 11. The officers of the Ward nominating
meetings shall furnish their respective Ward Ex
ecutive Committees a certified copy of their pro
ceedings, setting forth the number of votes oast for
each candidate for City and Ward officers, which
proceedings shall be returned by the Ward Exec
utive Committee to the President of the City Execu
tive Committee.
PAR. 6. The Democratic City Executive Com.
mittee, being composed of the Democratic Ward
Executive Committees, will necessarily compose
the City Democratic Conference.
