It briefly details the start ling events which induced him to assemble the Legislature. He had labored earnestly to in duce the President to forego rhisv plirpOle of passing troops? through lylafrylantl,~ but the reply was, that military necessity rendered it unavoidable. He refused to Co]. Butler to give hisvconsent to the élanding of his troops at' Annapolis, and protested against his taking possession of' the Annapoli‘s' railroad. Notwithstanding our most learned and intel ligenteitizena admit the right of the Govern ment to transport its troops over the railroad, it is evident. that a. portion of the people; of Maryland are opposed to the exercise of that. right. His own convictions are opposed to the esewisle' of that right. Ilia lown convictions are that the only safety of Maryland lies in preserving a. neutral. position be tween our brethren of the North and South. Maryland has violated no right of either section, and we have done all that we can to arrest the impend ing war. , l He had hoped that Maryland might have acted as a mediator. He cannot counsel Ma.- rylend to take sides against the General Gov ernment, until it shall commit outrages upon it which would justify usin resisting its autho rity. Our geographical position alone forces us to this. This has been all" the while the ground-work of his policy. He is convinced that his policy has been maintained by a. large majority of the people. He appeals to. the Legislature not to be swayed by passion, but to not with prudence and Christian-like temper, The Senate has adopted an address to the people of‘ Maryland,- stating that the Legisla ture will not pass an act of secession: but if they believe the people desire it, they ‘will give them an opportunity of declaring for them selves their future destiny.
