TUG LOVH-uP.—The city hotel turned out but
one lodger yesterday morning—a man named

Foos MARXET. —Every ihing plenty in market
yesterday morning, in the way of fish, flesh and
fowl, at about former quotations. The weather
was intensely cold, and the countrymen threshed
themselves considerably to keep the blood in cir
culation.

"fashion "announced from Europe, is that of dres
sing very p laiuly when going to church. Some of
the ladies of the first circle go up to worship in
plain calico. It is thus sought to encourage the
poor who have hitherto withheld their presence
for lack of " Sunday clothes."

A friend of ours erne, on account of the recent
change in the State administration, does not con
fider himself in the " line of safe precedents,"
requests us to state that ha will dispose of the situa
tion of Tonnage Agent on the Pennsylvania Rail
road, now held by him, for the sum of $37.50.
Boon - ft.—Benjamin F. French, the enterprising
bookseller has again arrived on his annual mis
sion of spreading light among the people. He has
located at No. 12 Market street with a splendid
seleetion of books of all kinds, which, in conse
quence of the crisis, he will dispose of at the lowest
cash prices. Mr. French does not agree to give a
breast-pin or shirt-etude with every book bought,
bat be gives more—he gives the worth of the
money, and satisfaction.
TEM By. LAWRENCZ COMMIS .—We are gratified
to learn that the concert for the benefit of the &t.
Lawronee Church, on Tuesday evening, was a
decided Success. The performances were of a high
charaiter, and the audience was one entirely able
to appreciate the 'efforts of the gentlemen who so
kindly volunteered their services. We have no
idea of the amount taken by the sale of tickets, but
it is hinted that a fesi inocessful concerts like the
above will enable the congregation to meet their
payments promptly.
COURT PROCERDIRGS.—The following cases were
disposed of on Tuesday and yesterday. Joseph
Scott and Robert Parker, tried on two indictments
for assault, and battery, were acquitted on the first
and comioted on the second. John A. Harris said
Joseph Scott, tried for the same offence, were con
victed. A woman named Margaret Brett was ar
raigned on two indictments for forgery, and con
victed. The same woman and her husband were
found guilty of larceny, in stealing goods from the
store of Urich & Cowperthwait, of this city. Henry
Snyder was tried for selling liquor to minors, and
found guilty.
DIJATR OF A NEWSPAPER PROPRIETOR.—Mr.
John B. Jackson, proprietor of the Sunday Tran
s&t:pi, died at his residenee, North Eight street,
above Brown, Philadelphia, at an early hour on
Monday morning. The deceased was well known
in newspaper circles some years since, as the pro
prietor of the Daily Times , a paper managed with
considerable ability during the " Know Nothing"
and Fremont campaigns. Mr. jackson,in connec
tion with other parties, established the Transcript
in 1857_ At earlier periods of his career, Mr.
Jackson was connected with various publications,
and he had amassed a handsome competence at the
time of his decease. Mr. Jackson was about
forty-five years of age.
CONDUCT.—A family named Boylen
bas been for some time past residing in the Sixth
ward. The mother is worthless 'and given to
drunkenness, and the husband "has left for parts
unknown, leaving the wife "and four children to
their fate. On Tuesday the oldest boy apPeared
before the Mayor with blood streaming from a
wound, and made complaint againetbia mother for
beating him with a poker. Chief Radabaugh
visited the house and found squalid misery reign
log supreme. The mother was still drank, and a
babe, about eight months old, was badly burned,
the having let it fall upon a hot stove. The wo
man gated that the reason why ehe beat the boy
with a poker was because he stole a watch, and
traded it off fora pair of skates. P.adabaugh re
covered the. Isaiah, and took the two oldest chil
dren to the lock-up, from which place they will
probably be sent . to the Poor Hou s e . Indeed it
n would be an act of charity to remove the entire
family to the 'tame institition.

DR. SELTZER ON THII RIGHT OF PETITION.-Some
days a_o one of the reporters telegraphed to Phil
adelphia that Dr. Seltzer refused to present peti
tions for the repeal• of the 95th laid 96th sections of
the Penal Code. The Doctor indignantly denied
the imputation upon the floor of the House, where
upon some gentleman touches up the member who
threatens to rot, as follows, through the columns
of the Philadelphia Ledger :
Upon the arrival of the committee at Harris
burg, they waited upon all the members of the
Senate and House of Representatives, requesting
them to present tjie petitions to their respective
Houses. To this reasonable request, a ready and
most cheerful assent was given by every member
save one, and that one was Dr. Selmer, the Repre
sentative of the Thirteenth ward of this city.
When one of the memorials was handed to him
by the committee, be in the most emphatic man
ner, expressed his determination not to present it,
giving as a reason for his refusal that a large ma
jority of his constituents wore opposed to it. One
of the committee (a merchant of the highest stand
ing) remarked to the Doctor that if the object of the
memorial did not meet hie views, die committe would
alit expect MM. to adv oca t e or support it; they
'merely desired hint to present it to the Rouse. Every
other member from the city had agreed to comply
with the request, and he thought Dr. Seltzer should
not be the only one to object. To this another
positive refusal was given by the distinguised re
presentative. He reiterated the assertion that a
majority of his constituents were opposed to it.
The same member of the committee informed Dr.
S. that his (the merchant's) name was on the pad.
Lion j, that be was a resident of the Thirteenth
ward; that he had voted for Dr. Seltzer; and that
for these reasons Dr. S. should not refuse compli*-
ance. To this Dr. Seltzer replied, in a tone of
voice loud enough to be beard in any part of the
large Hall, "tit be G—d d--d if I don't rot in my
seat before I present it!" Upon this the commit
tee retired, fully convinced that any further at
tempts to persuade this model representative to do
his duty wuuld prove futile.
These are the simple facts of the case. They are
not mere hearsay reports, but are vouched for by
the gentlemen of the committee. The writer of
this had them directly from the committee; and it
may be proper to remark at this point that these
gentlemen are merchants of the highest respecta
bility—gentlemen whose veracity, to say the least
that could be said of it, is at least equal to that of
Dr. Seltzer's.
It is for the people of the Thirteenth ward, there
fore, to pass judgment in the case. Dr. Seltzer,
fearing the justly indignant rebuke which awaits
him at their bands, may rise in the seat in which
he swore he would rot rather than present these
petitions, and deny the well-attested statements of
the committee; he may find reperters ready and
willing to offer notes of explanation in his behalf;
be may fortify himself behind a rampart of: terri
ble oaths ; but he may rest assurred that a deceived
and betrayed constituency will not be deceived and
betrayed a second time. When he next presents
himself as a candidate for the suffrage of the
people he has so miserably misrepresented, he will
find that the memory of his gross violation of one
of the first and plainest duties of a representative
will be cherished by the

TORTURES Or THE FRENCH PRISONERS IN
The fbuilfetort of the ifoniteur gives some frightful
details of the torture. to which Some of the prison
ers in China were exposed before their death. M.
d'Escayrao de Lauture, chief of the French scien
tific mission in China, escaped death by &miracle ;
three times he was threatened with execution, and
some red-buttoned mandarins gave orders for a
bed of straw to be laid in the middle of the court,
"in order that the blood of the barbarian might
not sully the soil." The approach of the allies
frightened the executioners. After having given
the prisoner blows with their fists, and the flat of
their sabres, he was tied with cords, his legs bent
up to his chest, the arms against his legs, and the
hands and feet bound together, and wooden wedges
driven between the flab and the ropes. All the
prisoners, treated in the same manner, were placed
in carts with points of nails sticking through them,
and driven over rutty roads. After traveling in
this way for twenty-four hours they arrived at
Pekin.. They were conveyed fur five hours in the
streets in the midst of an immense concourse of
people, whose sanguinary rage could with difficulty
be restrained; after which they were placed in the
prisons of the city, separated from each other, and
'chained in a room amidst thieves, incendiaries and
murderers. M. d'Escayrac remained in a cell
until the Chinese became terrified by the victories
of the allies. According to information which he
received, Col. Grandchamps, MM. Dubut and Ader,
were killed on the 18th while defending them
selves against those who endeavored to take them.
The Abbe Dalue and an English official are said
to have been beheaded in the Tartar camp on the
21st, at the affair of Paly-Sya-Ho. Mr. Bowiby,
the correspondent of the Times, and Mr. De Nor
man, secretary to Lord Elgin, appear to have suf
fered most.
IRON BRIDGES FOR THE PENNSYLVANIA RAIL
aoAD —The plan for the Pennsylvania Railroad
bridge which to cross the Sohayll4ll near the
United States arsenal, has been adopted, and the
contract awarded. The bridge is to be of irons
three spans; each 192 feet. The top chord of the ,
bridge will bid cast iron, and the lowbr chord of
Wrought iron eye bars. The verticals and main ,
diagonals will also be of wrought iron, and the
Counter diagonals will be adjusted by screws.
A bridge on the Murphy-Whipple plan, for the
Harrisburg and lotneaster Railroad Company, re
cently leased by the Pennsylvania Railroad, will
be shipped from Philadelphia in a few dm. It
will cross the stream at Middletown. It is 118
feet span, having three trusses proportioned to
carry 8,000 poundsper lineal foot, at a maximum
load. The bridge le to apply the place of a wooden
one put up in 1355.
VISITORS FROM THE Wnsr.—Delegations from the
Boards of Irrade of Chicago and Milwauk io are ex
pected to reach the a ity to-morrow morning, for the
purpose of paying our business people a visit, and
to inspect our Philadelphia institutions. The Hall
of Independence will, of course,, be visited, and next
in order among the lions of the city is the Brown
Stone Clothing Hall of Rockhill Wilion, Not.

a visit, and our Western friends may expect to be
astonished at the vastness and elegance of the

DUFF'S COLLEGE, Prruntono.—The following
letter speaks for itself:
