HE Secretary of the Treasury gives notice
1 that subscriptions will be received for Cou
pon Treasury Notes, payable three years from
August 15th, 186.4., with semi-annual interest
at the rate of seven and three-tenths per cent.
per annum—principal and interest both to be
paid in lawful money.
These notes willbe.oonvertible at the option
of the holder at maturity into ,six,per• cent.
gold bearing bonds, payable not less than five
nor, more than twenty years from their date,
as, the Government may elegt.. They will be
issued in denominations of $5O, $lOO, t 500,
1,000 and $5,000, and all subscriptiolis must
be for fifty dollars or some multiple of fifty
dollars. •
The notes will be transmitted to the owners
free of , transportation charges as soon, after
the receipt of the original Certificates of, De
posit as they can be, prepared.
As the notes draw interest from August 15,
persons - making deposits subsequent, to that
date must pay the interest accrued from date
of note to date of deposit.
Parties depositing twenty-five thousand dol
lars and upwards tor these notes at any one
time will be allowed a commission of one
quarter of one per oent. which will be paid
by the Treasury Department upon the receipt
of a bill for the amount, certified to by the
officer with whom the deposit -was made. • No
deductions for commissions must be "hada
from the deposits..

But aside from all the advantages we have'
enumerated, special act of Congress exempts
allbonds and Treasury notes from I°db/taxation.
On the average, this exemption is worth about
troo=per cent. per annum, according to the;
rate of taxation in various parts of the country.:
It is' believed that no securities offer so
great inducements to lenders as those issued'
by the Goiernment. In all other forms of
indebtedness, the faith or ability of private
parties, or stock companies, or separate com
munities, only, i§ 'pledged for payment, while
the whole property of the country is held to
secure the discharge of all the obligations of

This is in all probabilty the 'finale of Gene

I have the honor to report that "'I have
achieved a most signal viotory over the army.
of Gen Early, at Fishers' Hill, to-day. I
found the rebel army, posted with its right,
resting on the north fork of the. Shenandoah,.
and extending across the Strasburg valley
westward to North Mountain, occupying a po
sition which appeared almost impregnable.
After a good deal of nianoeuvering during the,
day; Gen. Crook's 'command was transferred
to the extreme right of the line on the North
Mountain, and he furiously attacked the left
of the enemy's line, carrying everything be l
fore him. While Crook was driving the
enemy in the greatest confusion, and sweeping
and driving them behind their breastwcirksJ
the. 6th ' and 19th army paps attacked the
rebel works in front, and the whole rebel
army appeared to be broken' up. They fled
in the utmost confusion. Sixteen guns Were
captured, also a gf'eat many calmin; artillery
horses, etc., etc. . ,
Lain to-night pushing on down the valley.
T. 'cannot say how many - prisoners I have cap
tured, nor do I know either -my own or the
enemy's-casualties. only the - darkness saved
the whole of Early's.arnv from total destruc
lion.
The attack could not - be l inade until - four
o'clock in the evening, which. left but little
daylight to operate in.
The first and third cavalry divisions went,
down the Luray valley, to-day, and if they
push on vigorously to the main valley, the
result of this day's engagement will be still
more signal.
The victory was very complete. A more
detailed report will be made as soon as I can
obtain the necessary data.

i "We learn from a source so reliable that
lye believe the statement, that Mr. Jacob
?Thompson, En-Secretary of the Interior, now
kesiding at Niagara Falls, received a few days
since a proposition from Jefferson Davis, to
be submitted to our Government, for a peace
able settlement of the present difficulties.
' "Davis proposes that the rebel armies shall
lay down their arms, return to their allegi
ance to the United States, and that the Union
of the States shall be preserved as formerly.
.Slaves that have been made free during the
;rebellion to remain so, and slaves now in
slavery in the rebellious States to remain as
they are.
"This letter of Davis was handed on Mon
:day last to a responsible and wealth manufac
tnrer (a Democrat,) of New York State, who
left Niagara that day, on his way for this
city.
"If he has arrived he has not yet commu- .
nicated with the Government. That such a:
letter exists and is in the hands of a party
:authorized to 'present it to the Government
of the United States, we have not the slight
est doubt."
If there is any substantial foundation for
the above report, gentlenien sharing the con
fidence of the Government and'fliniiliar with
its views, have no faith in it, as:detailed, and
assert that it can best be seen through: jaun

It may not be improper to add there are
those here possessing peculiar opportunities
for forming correct judgments, who are con
fident that peace will be obtained before Jan
uary. They do not believe, however, that it
will be through intervention or by the agency
of defaulting Jacob Thompson; but that Un
conditional Surrender Grant will take an im
portant part in its consummation. ,
