ments to the Constitution of this Commonwealth, which
are as follows,. viz:

of the Constitution, to be designated as section four, as
follows:

"Sao. 4. Whenever any of the qualified elect*rBof this
Commonwealth shall he in any actual militarpsenicei
under a requisition from the President of the United
States, or by authority of this Commonwealth, such elec
tors may exercise the right of suffrage in all elections by
the citizens, under such regulations as are or shall be pre
scribed by law, as fully as if they were present at their
usual place of elections.
"There shall be two additional sections to the elevOnth
article of the Constitution, to be designated us sections
eight and nine, as follows:
"Sac. S. No bill shall be passed by the Legislature
containing more than one subject, which shall he . clearly
expressed in the title, except appropriation bat.
See. 9. No bill shall be passed by thd lAgislature,
granting any powers or privileges, in any case where the
Authority to grant- such powers, or privileges, has been,
or may hereafter be, conferred upon the courts of this
Commonwealth," has been agreed to by a majority of the
members elected to each House of the Legislature, at two
sucressive sessions of the same;
,_ And whereas, It is profiled in the tenth article of said
Constitution, that any amendments so agreed upon, shall
be submitted to the people in such manner, and at such
time, at least-three months after being so agreed to by the
two houses, as the Legislature shall prescribe; such sub
mission to be inAnch manner and form, that the people
may vote for or. - against each amendthent separate and
distinctly; •
And whereat, By an act of the General Assembly of this
Commonwealth, passed the twenty-third - day of April,

RAILWAY —During the pasftwii weeks a large
force of laborers have been engaged in exce
-1 vationg of the ground on the square bounded
I by North, Centre, Davis and Monument
streets, preparatory to the erection
buildings, &c., required for the new depot Of.
the Northern Central Railway Company. It
is designed tolave several buildings at this
depot; the principal one, three stories
height, to be erected on the North street front,
extending the entire length of the lot-2ZO;
feet—from Centre to Monument Streets, and'
having a depth of fifty feet, to be used as a
storage or ware house. It. will be of brick,
and provided.with a, capacious cellar. ~
The office building, about 70 by . 51) . feet,
three stories in height; is' to be at the corn-e - r .
of Centre and Davis streets, the foundation
walls all being up. A thick wall, with-mas
sive pillars at each end, will
. be constructed
lalong the centre of the grounds;'as Also on
`the Davis street side, affording the necessary
support for the arched-roof; which will con
nect with the other buildings, thus having
the entire depot.under cover. A number of
tracks will be laid, inside the grounds, with
platforms, &C., sufficient to answer the pur
poses designed.
Mr. Samuel Adams is., the contractor And
carpenter, and Messrs. Oliver & Fleming,.
stone and granite workers, while "the prgik.F ,
have been furnished by' Mr. Ciiittbraingy tff
Harrisburg, and Mr: Goodwin, of -
