SOLDIERS' RIGHT TO .VOTE.
S•ARRISBIIRG, PA
TUESDAY EVENING, MAY 31, 1864
Reportior Surgeon General King;
We print to-day.the report of the Surgoow
General of . Pennsylvania; :in reference to.the
condition of the wonnded men, belonging to .
regiments from this State, now in the hospi
tale of Washington.; with, an account of-the
relief afforded:to such as these on the battle
field. In allthese matters Surgeon General
King has left nothing undone to secure the
relief and comfort of the wounded men of.
Pennsylvania, being assisted also by a corps
of able: volunteer surgeons. His report to
which - we referis a highly interesting paper, Asa
exhibiting the effectiveness of the arrang?
month of ; the State authorities to insure.e*eyy
pbEisible protecti*to-our volmiteer soldieai
For successfully carrying out his portion of
such arrangements, Surgeon General King de,
serves the thanks of the people, and particu
larly the thanks of=t) ose who have relatives
in the arniy:.
The' ReseiVe' Corps Resolved tb
with the Army Until Richniond Sll se
Utedneed. .
By our special dispatches this often:Lam,'
from Washington, it will be seen that the Sur
vivors of the Pennsylvania Reserve Corps,
have resolved to remain with the Army of-the
I"otomac until Richmond has been captured'
This action, while it will sorely test the per
dance of the friends of the Reserves at home,
preparing to give them' a glorious. welcome;
still reflects the highest credit on those gat:
lout heroes and crowns their services with - he
evidence of a devotion unparalleled in the
history of the American Union- All over- the
Commonwealth a grateful people will respond
to the gallantry of the Reserves in prayerehnd
supplications• to God for their protection!
The Position of the Army of the Potomac
In locating'the present position of our array
some attention must be paid to names. Han
overtown must .not be confoundedwith Han
over Court House, from which it is distant Ma
Southeast direction about ten miles. Homo-.
vertown is on the west side of the Pareun 7
key river, • above the White House, so well .
known in General McClellan's campaign; and
is by the country roads about fifteen miles
from Richinond.. It shonld also be obserVed
that General Grant is approaching Richmond,
not as General McClellan did from the south
east, but iihnost directly from the north, ttrua
bringing him above the Chickahominy swamps
which were sosreat an obstacle to the Penin
sula campaign.. The movement of our army
Will 'necessitate another change of base.—
WeStPoint 'mid White House are the•most ao
cessible points, , a nd, being directly in Grant's
rear, can be well guarded. There is also the
advantage of a. railroad from West Point to
Richmond, which was extensively used during
ll'Olellan'a campaign.
The E,pitseapal chzurch and &laVearj
It is the high prerogative of the Church -to,
denounce wrong, regardless of the source
whence it emanates or the shape in 'which it'
appears„ Most of the churches, not depend
ent upon the efforts of men for their success,
but relying on God for the fullness of - their
triumphs, have been exercising this preroga
tive in reference to the causes and the effects,
of this rebellion. The Methodist, Presbyte-'
rian, Lutheran, Baptist,Congregational, Men
nonites and other church denominations whose
representatives convene in conventions for the
transaction of business connected with thein
organizations, have emphatically avowed.,,a
firm confidence in the purity of 'our Governd ,
ment,'a-noble reliance in the justice of the
cause for which - freemen are now contending'',
and a holy . horror for the barbarities, atroni-:
ties and villainies of the institution of slatery.
As Christian men, believing in the equalities
and respecting the injunctions of the God
whom they serve, they could not do le* and ai
a faithful journalist, we have on all occasions
commended this loyal action on the part of
the churches of the free States. With a strict
desire, now, to continue impartial in this
faithfulness as a journalist, wean constrained
to refer to the fact that a convention of repre
sentatives of the clergy and laity of the Epis
copal phurch, recently assembled at Pitts
burg, deliberately and decidedly. ,refused : to
pass a series of resolutions condemning the
cause of the war as it is centered in slavery,
and approving the effort to crush it in
the . noble sacrifices of . the people. One
hundred and twenty-five of its - members,
or a majority *of the whole number, re
fused, Ist; to denounce the "authors and
actors of this rebellion;. 2d, to recognize the
hand of Providence in training the American
people "to do justice to a long oppressed and
outraged race;" 3d, to approve all "constitu
tional means for the '"speedy and total aboli
tion of slavery thioughont the hand." What
they were in favor of, and what they adopted,
was a doughface resolution which
_passes no
censure upon Southern rebels,which expresses'
no desire to see the rebellion weakened by
freeing the slaves of-rebels, and which impiies
that the North lies done as much as the Sen'th
to produce-this bloody. and wicked war
Such is the - deliberate, recorded expression
of opinion by the highest ecclesiastical coun- -
oil of the . Protestant Episcopal Church of
Pennsylvania. It has pro, duced in this core
mimity a feeling of flip most intense . indigua
lion, which, we rejoice-to say, is> shared -by_
many communicants in the Church whichhas.•
