Es.r.Losiorl—Karrato Escape. --Early yester
ay morning au explosion, or rather bursting
f the large fly-wheel in Eaily's rolling mill
scarred, while the engine was running at a
inderAtc speed. The result was a. general
estruction of the engines, boilers, Re., and
ltliong,h workmen were close by none of them
rere injured. Pieces of the immense wheel
ew in all directions, and the escape of the
amates of the building seems almost a mys
cry. The bursting of the wheel was caused
,y a flaw in the material composing it. The
)ss to the proprietors is considerable, as
here was a complete smash-up of everything
hat was struck by the flying fragments of the
vheel.

SERVED THEM RIGEPS.--Two of our butchers
,'ere before the Mayor, to-day, to answer the
barge of violating the market ordinance by
,sing spring balances. The usual fine and
osts were imposed upon them. :We hope
hat every person guilty of using these illegal
vales, may be made to pay the full penalty
rescribed by law. Our citizens have too long
een imposed upon by them. Section 11 of
he " Ordinance concerning the markets, "
assed March 2, 1861, says: " No person shall
se steelyards within the market limits during
carket hours, nor shall sales be made by any
other weights or measures than such as shall
tice been legally REGULATED AND STAMPED by

A. VALUABLE LOAF.—Several gentlemen oin
ending to have, as they say, "a little fun,"
!ollected a few dollars for the purpose of car,
ying out their designs. However, upon due;
'onsideration, they concluded to make better
Ise of the cash, by using it for the benefit of
he Sanitary Commission. They purchased
loaf of bread as a contribution to the great,
air, to be held in Philadelphia next month,
Ind also. collected money to accompany the
(oaf. Dimes and quarters have been "gath
ered in," until the handsome sum of $9O 45
has been reached. The loaf of bread will be
on exhibition at the fair, and all moneys re
ceived by the committee having charge of the
matter will be forwarded. Further contribu
tions are solicited. Photographs of the bread
are offered for sale, at 25 cents each. The
committee is composed of CoI. T. G. Bogle,
Adjutant A. F. Clapp, and Messrs. G. W.
Ramsey and C: Peiffer.
Messrs. Burnite & Weldon have kindly
offered to furnish the committee with one
hundred photographs of the loaf of bread,
without charge.
THE WAY THE SOLDIERS ARE ROBBED -.And
the Promptness with which they are Reimbursed
—A Bounty Broker mode to Disgorge..—We
have spared no pains to expose and denounce
the shameful tricks resorted to by bounty bro
kers and corrupt military officers, to rob the
raw recruit as well as the battle-worn veteran
of his bounty. In doing this, we have fre
quently incurred the displeasure of the rascals
thus engaged in robbing the soldiers, but car
ing little for the resentment of bad men,
we are determined to expose every villain
who thus engages in the work of defrauding
those who are willing to peril their lives in de
fence of the Government. We have a case
now in point. A few days since, one Captain
Hammer procured a recruit for Lebanon
county, the commissioners thereof paying a
bounty of $3OO. In paying the recruit his
bounty, Hammer only gave him $150; but as
the soldier demurred, an additional $5 was
added; and thus it will be seen that the
bounty agent was making $145 in a transac
tion in which his services were not worth five
cents. By some means, the facts of this trans
action came to the ears of Governor Curtin,
who, with his accustomed promptness and re
gard for the interests of the soldier, instituted
a thorough investigation of the whole affair,
and finding that Hammer had been guilty of
a gross vio!ation of duty, if not of an actual
crime, compelled him to disgorge the $ll5 out
of which he had calculated to cheat the sol
dier. We are sorry that the punishment
stopped here. Men who . thus plot to cheat
the brave defenders of the Union should be
held to a sterner account; an account which
imposes a penalty such as is visited on com
mon thieves and pickpockets. Indeed, it is
time that the strong arm of the law was in-:
Yoked to prevent just such frauds as the one
to, which we allude; and the penitentiary will
not have its own until every thieving bounty
agent in the State is convoyed to its narrow

evil prognostications of many. It is true that
in some fields (mostly low, wet ground) bar
renness is apparent, but taken as an average,
the crops look well.
CONFERENCE. —The "Philadelphia Annual
Conference of the African Methodist Zion
Connection," met in the Wesleyan church,
South street, to-day, and will continue in ses
sion a week or ten days. Right Rev. Wm. H.
Bishop is the Presiding officer. Public ser
vices will be held - iiivery evening—preaching
by members of the Conference.

CHURCH CoNsccunziox.—The lecture and
Sabbath school rooms of the Second English
Lutheran church will be dedicated to-morrow
morning. There will be preaching three
times during the !clay. o'clock, the
Rev. M. - Valentine. of Reading, willpreach the
dedicatory sermon. The Rev. E. l3elfour, of
N. Y., will preach in the afternoon at three
o'clock, and. Rev; L. A. -Golwald, in the even
ing at seven 'and a half o'clock. As many of
oar citizens as possible, should avail them
selves of this opportunity of hearing these
'distinguished divines of the Lutheran church.
ONE Nicarr Mom.- -Our citizens - will be
gratified to learn that by special request, Har
ris & Clifton's - Minstrels and Brass Band will
remain in. this city one night more, and will
give2their third and. lad contort in Brant's
Hall this evening. Go to-night if you want
to hear the above t,rorape. It is positively their
last appearance here, as the hall will be occu
pied by Rouse's Star Combination Company
nest week. Harris and. Clifton's entertain
ments are very attractive, and will fill the
hall. Therefore, go early.
CA-MAIli G. G.. lima, of the 4th United
States cavalry, - who has been on duty at this
post as Musteri lag and• Disbursing officer, for
the last four months, has been ordered to the
field for active d uty. The Captain won many
friends at this most by the , promptness and
courtesy with. which he discharged his official
duties. He,has already seen hard service in
the field, under Generals Buell and Wright,
in the armies of :the Potomac and Cumberland,
and will win additional honor in the field of
operation where he goes to assume a cora

variety of butter--white butter, striped butter
spotted butter, gr ass butter, yellow butter, and
highly colored, but tter—all of which was gobbled
np before six o'clock, at from 45 to 50:cents a
pound. The supply was no£ equal to the de
mand. Eggs sold at 20 cents a dozen.--
Fresh fish were 'offered in large quantities at
moderate prices. A variety of early vegeta
bles graced the market stands, and were readily
disposed of.

songs and plays, has been prepared by San
ford for this evening's entertainment at the
Opera House. verybi 3dy knows that Sanford
is the prince of minstrals, and is a "head and
shoulders" taller in the . profession than any of
his numerous competitors. He is ever on the
alert for something new to please his patrons,
and always employs the best performere in the
country—consequently he presents the very
best programme. Sanford is now numbered
with the institutions. of Harrisburg, and is
considered a necessity. ProbablY this is the
cause of the Opera House being filled to• ex
cess every evening.

POLICE AFFAIRS- -Before the .3fayor.—Adana
Bitler, a soldier, we ts arrested for attempting
to pass an altered note. He was handed over
to the military, author ities.
'Frederick Speilmaa and Lewis Mendell,
soldiers, for drunkeunt Ss and disorderly con
duct, were handed ova r to the provost mar
shal.
Michael Ege, drunk, - was sent to prison for
48 hours.
John Smith (a member .of the great family
of that name) and Ann E. Fry, both colored,
were found in one of the alit 33 , s at a late hour.
As their intentions were no t supposed to be
good, the loving pair were sent to Fort Sim
mins for 5 days.
Two white girls, named 'Louisa Houseman
and Sophia Palm, supposed: to be "nymphs,"
were found at the water, I souse at 11 o'clock
last night. The Mayor fa rnishod them with
a pass to the county boar ding house for so
days.

lege of the undersigned, in the course of their
lives, to attend the public examination of
youth at a number of primary schools, Acad
emies and Colleges.
Yesterday we were present at the examina
tion of the pupils at the Harrisburg Academy,
taught by J. F. Seiler, Esq., and we feel it a
duty to the public to say that we have, in our
immediate neighborhood, a school that will
compare favorably in the thoroughness, of the
instruction imparted; and all the studies neces
sary to prepare youth for college, or the active
duties of life, with that of any other in the
State.
-We were gratified with the confidence that
evidently existed between the teacher and
scholar. The demeanor of the boys, while at
their seats and at the black-board, WNS unex
ceptionable, and the proniptness with which
they quoted rules, and the clearness with
which they answered questions, satisfied us
that the instruction was thorough, and that
parents need seek no further for a school pos
sessing all the qualifieutions usually sought.

amendments to the Constitution.
Be it resolved by the Senate and Douse of Representatives
of the Commonwealth qf il'ennsytviznia in General Assem
bly ?net, That the ftillowlng amendments be proposed to
the Constitution of the Commonwealth, ih accordance
with the provisions of the tenth article thereof:
There shall be an addttional section to the third article
of the Constitution, to be designated as section four, as
follows:
"SECTION 4. 'Whenever any of the qualified electors of
this Commonwealth shall be in any actual military ser
vice, under a inquisition from the President of the United
States, or by the authority of this Commonwealth, such
electors may exercise too right of sailing° in all elections
by the citizens, under such regulations as are, or shad be
prescribed by lair, as fully as if they were present at
their usual place of election "
Be:cries 2. There shall be two additional sections to the
eleventh article of the Constitution, to be designated as
sections eight and nine, as follows:
