Resolved, That in the present condition of
the country, when the passions of the people
are influenced,- and their prejtolices are exci
ted, it is unwise and dangerous to attempt to
alter or amend the Constitution of the United
States; that ample power is contained within
- its limits as it now exists, to protect or defend
the national life, and the exercise of power not
warranted by its provisions would be to enter
the field of revolution, and dangerous to the
liberties of the people, tending to the estab
lishing of a military. despotism. and the final
overthrow of free government in America.
.Resolved, That any attempt by Ccingress to.
reduce States to the conch of territories
is as odious and as revolutiiillliy, inlits char
acter and tendency, as secession itself.
Resolved, That it is the duty of the Govern
ment to listen to and consider any. proposi
tion for reconciliation that may be ofterod by
the insurgents, which does not.inyolve the
question of separation.
_Resolved, That the thanks of the nation acre
due, and are hereby tendered to the officer's

EXPEDITION TO THE CHICKAHOMINY,
Bold Attempt to Destroy the Steam Ship
Minnesota.
GIFA'BOAT EXPEDIT/OX
FORTRESS lllossos, April 9.
A gunboat expedition to the Chickahomiuy
was sent up from Norfolk on Monday, the 4th
inst., by Brigadier General C. K. Graham,
commanding the Naval Brigade of this De
partment. The force consisted of the gun
boats -Samuel L. Brew ter, under Capt. .ar
nold Harris, and General Jessup, under Lieu
tenant Bladenhauser, 3d Pennsylvania Ar
tillery.
The two gunboats reactel the mouth of the
Chickahommy at daybreak on Tuesday morn
ing, and steamed fifteen. miles further, when
Lieutenant Bladenhauser '
in command of fifty
Men, landed end scoured the country. The
two gunboats; in the meantime, sailed around
a huge bend, a distance of twelve miles, when
the skirmishing party was again picked up.
Harrassed by, rebel cavalry.on the flanks,
the, officer in command of the troops on the
shore was compelled to adopt the greatest
caution, and watch the movements of the
rebels very strictly to avoid being ambusca
ded. Shots were exchanged freely, but no
damage was done to either side. Our troops,
however, eluded the vigilance of the enemy
and reached the gunboats safely. Not relish
ing the ugly appearance of the guns of the
Brewster and Jessup, the rebels wisely kept
out of range. .
The object of the expedition, which pene
trated to within abmit fifteen, miles of the
rebel capital, was for secret purposes of the
utmost importance, and was faithfully per
formed throughout Whatever it may have
been, the officers conceived in it—namely,
Captain Harris, Lieutenant Chambers and
Lieutenant 111adenhauser— deserve great
credit for the prompt and: fearless execution
of the General's orders,
Some forty negroes were brought back on
the Brewster and Jessup last evening, when
the, expedition returned, who were turned
Over to Captain Orlando Brown,, Assistant
Quartermaster and superintendent of negro
affairs of the First District, by whom they
have been distributed throughout the Govern
ment plantations.

[From, the :Norfolk Regime of Sunday.]
An officer from that vessel states that about
two o'clock on Tuesday, a small tug was dis
covered approaching the Flagship:- She was
hailed, and answered in reply to the question,
"What boat is that?" "The Roanoke." Still
approaching, she was warned to keep off or
she would be fired upon. Regardless of the
warning she came on drifting with the tide,
and when quite near steamed straight at the
port-quarter striking the Minnesota with a
torpedo or infernal machine, which exploded,
shaking the noble craft with a terrible con
cussion from stem to stern, and throwing the
tug several yards from the ship. Immedi
ately steam was gotten up on the tug and be
fore anything could be done by the people on
board the flagship the tug was safe off in the
darkness. •
The midnight - visitor is supposed to have
come from the Nansemond river or Chucks
tuck creek. Her infernal machine was rigged
on a long detached pole over the stern of the
ttig, and although it proved a failure, either
because of its own weakness or the strength
of the Minnesota's sides, yet, it exhibits a
daring and enterprise on the part of the rebel
pirates, its well as, a perfect knowledge of our
naval vessels if the moth . of the James, that
is as brilliant as it is vicious. •
The Government tug laying alongside the
Flagship that should have had steam up and
given chase as she was ordeed on the spot,
danced up and down on the 'disturbed waves
as powerless for harm to the unknown mid
night visitor as the chained dog of Gray
street.
Thank God this miniature attempt resulted
in nothing more than a shaking of the loose
ends of the sleeping powers of the Minnesota.
