The most the public heard of the Treasury
Department during the recent session of Con
gress was a list of replies of the Secretary to re
posted resolntions demanding explanations of
the extraordinary delays in the different
branches of his department. It appeared that
the soldiers could not be paid, unless at inter
vals of five or six months, because the Secre
tary could not make money fast enough ; and
the excuse Was that the Secretary had sent off
all the engraving apparatus of the Department
to Columbeefßouth Carolina, at the time the
Government was inicking up its traps to leave
Riectinmd to McClellan, (an impeachment

the - Second Auditor's offic e the number of
soldiers' claims on file for adjustment Is two
thousand nine hundred ; and the excuse for this
inattention to the public business is that the
Auditor was also delayed by the removal of the
muster and pay rolls out of Richmond, when
the authorities were preparing to evacuate in
June last. These historical developments,which
have been made through the Secretary of the
Treasury, of the intended evacuation of Rich
mond, are quite interesting, but we fear that
in some quarters we will not be thanked for

Gen. Earl Van Dorn has been superseded in
the command of the army recently engaged
with the enemy at Corinth, and Major General
J. C. Pemberton assigned to the command of
that portion of our forces. We are not advis
ed whether the loss of the battle at Corinth
had anything to do with the change of com
manders.
In view of the immense preparations of the
North for Southern subjugation, it is the evi
dent duty of the Government to avail itself of
all the means of resistance which Congrese has
placed.in its hands. The forces authorised by
the late extension of the conscript law, if nor
called into the field, ought at least to be thor
oughly organized and regularly drilled, , so as
to be fully prepared for the time when their
presence in the field will be required. The im
portance of this must have suggested itself al
ready to the Government, although we ehould
like to see some indications of the fact. The
war is assuming more formidable proportions
every day,and it behooves us to neglect nothing,
to look ahead and call Into requisition every
element of strength.—Dispgleh.
In the Hanle of Representatives, on the 2d
instant, Mr..B'ooteintroduced a set of resolu
tions, which were, on his motion ordered to be
printed and referred to the Committee on For
eign Affairs, the title of which were as. follows:
" Joint resolutions recognising the practical
neutrality of the Stat e s of California and Oregon
and of the Territories of Washington and Neva
da, suggesting the advantages which would re
sult to the people thereof upon an immediate
assertion on their part of their independence of
the United States, and proposing, upon their
so, doing, the formation of a league, offensive
and defensive,between the States and Territo
ries and the onfederate States of America "
According to the official , report laid before the
rebel Congress the rebel debt on the lst of Au
gust was $847,272,958, and the appropriations
required up to the let of January next are
$209,650,487—making a total of 066,828,445.
It is supposed that Congress will,be under the
necessity of providing another war tax.
