The young lady who was assisting the father of Welty to discover his son, found him this morn ing, and has requested us to pad this notice, that it may lead also to the information of the parent. Welty is very dangerously wounded, and it is thought that it will be necessary to amputate one of his limbs. A Mammon Prtoacrnos.—Captain Frank A. Davis, in the 16th Regular Infantry, formerly of this city, has, in consideration of his person al worth, been detailed to an assistant profes sorship of French in the Military Academy. In the battle of Bull Run he acted efficiently as aid to Col. Cameron, of the New York 79th (lighlanders,),and has on several occasions dis tinguished himself. For his bravery at Bull Run he was promoted to a captaincy by Mr. Cameron, then Secretary of War. His last promotion was as just and merited as his first, and he will doubtless fill his new position with credit to himself and satisfaction to the Gov ernment. Tus SANITARY CostsussioN.—The Sanitary Commission, at the request of General Halleek, Commander-in-Chief of the armies of the United States, earnestly advises against the practice of sending presents to soldiers of articles which it is supposed will add to the convenience of their camp life. The field officers, chaplain, and regimental sialff--commissioned and non-commissioned— will not be mustered or received into service without special authority from the War Depart ment. As a general rule, artillery will be call ed for and received by batteries, thus rendering the field and staff unnecessary. 11. Chaplains must meet the requirements of section 8 of the Act of July 17, 1862, as fol lows : " No person shall be appointed a chaplain in the 'United States army who is not a regularly ordained minister of wane religious denomina tion, and wno does not present testimonials of his present good standing as such minister, with a recommendation for his appointment as an army chaplain from some ecclesiastical body, or not less than five accredited ministers belonging to said religious denomination." After chaplains are appointed, under section 9 of the Act of July 22, 1861, they must be mustered into service by an officer of the regu lar army, and thereafter borne on the field and etaft roll of the regiment. Mustering officers, before mustering chaplains into service, will require from them a copy of the proceedings on which the appointment is based. The said copy, if found conformable to the requirements of the law, will be endorsed by the mustering officer, and by him forwarded to the adjutant-general's office, for file with the muster-in-roll. 111. The foregoing organization must be strictly adhered to by all concerned. Com manding officers of departments, armies, and army corps will, without delay, direct an in spection to be made of their commands, to as certain if their regiments, and units thereof, conform to this organilation, and all deviation from it will be promptly corrected. Supernu merary officers, if any, will be mustered out of service from the date of receipt of this order. Reports will be forwarded to the adj ntant-gene ral of the army. No commissioned officer or enlisted man, of any grade, in excess of the legal organization, will be recognized. And any commander who may acknowledge or receive as in service any such officer or enlisted man, will be brought to trial for neglect of duty and disobedience of or ders. No person acting in the capacity of a supernumerary will, under any circumstances, be permitted to receive pay and allowances from the government; and paymasters, making pay ment to such supernumeraries, will be held in dividually accountable for such amounts paid. SHAMEFUL WASTa IN THE ham!. —An army correspondent makes the following record of waste in the army of theakotomac : There is food for reflection in the enormous waste of pro visions by an army, exceeding by far the con sumption of the same number of men at home. A contemplation of the various camping grounds vacated by Burruride's army corps during the present week would present a fair illustration. In all the camps the waste was more or less great ; but within my limited view, that of the Ninth New Hampshire regiment was the great est. There, in one spot, I saw fresh meat enough to compose a good sized calf which was not in the least spoiled; several barrels of salt beef and pork, and boxes of crackers which I had not time to count. Many of these were open, and had but a small portion of their con tents abstracted. Others were in piles, and had not been opened at all. Thus, while thousands in the army are often hungry, other thousands are wasting the food provided for them in the most disgraceful man ner. Where are the Quartermasters T Ansa Dauas.—Three men by the names of C. W. Baldwin, J. H. Austin and A. W. Pat terson arrived in Chicago a few days ago, and commenced buying up opium and quinine. They were supposed to be agents of the Con federate government and a detective got upon their trail, it being well known that these claw were sadly needed in the South They succeeded in purchasing about one thousand dollars worth of the articles and started for St. Louis, followed by officer Elliott. In St. Louis the Provost Marshall had hie attentien called to the case and the individuals were arrested. It may appear improbable that three agents should be wanted to buy one thousand dollars worth of opium and quinine, especially when one could t fleet the purcluise with less risk' of exciting suspicion. Oro3sland A Monet EerAmastuurr.—Among the many improvements lately made in our city, to which we can point with pride as an evidence of pros perity and as a determination on the part of our business men, no longer to remain behind the " light house," is the completion of Eby & Kunkle's large brick building at the corner of Market and Fifth streets, which is alike creditable to the owners and ornamental to that part of our city. The building is not only one of the largest, devoted to the grocery business, outside of New York, but the stock chillenges competion.— Without going into detail, we may safely say that the firm keep on hand everything usually kept in a grocery store, (liquors excepted,) and that they sell at very small profits.
