of Claims, is in this city, and has rooms at
Herr's Hotel. Judge Casey looks well, and
will sojourn with his friends for a few days.

and balmy. Such an atmosphere cannot long
continue, and its advantages for all kinds of
out door labor and pleasure should not be lost
MILITARY INSTRUCTION has been introduced
with great succers In some of the male schools
of Philadelphia. It would be well if this health
ful and interesting exercise could be introdu
ced into all the public schools of the common
wealth.
Tux 'benison) DPPATCH doe's not like the
Yankee. It describes him thus : "The Yankee
is but a degenerated Puritan—the lineal de
scendant of the Mayflower Pilgrims, with all
their traits of avarice, hypocrisy and cunning,
intensified by transmission."
Row IN CHESTNUT SrasaT.—Quite an excite
ment was created in Third Street last evening,
by the allegations of a soldier, who noisily in
sisted that while another soldier and himself
were enjoying the beauty of the evening by
strolling quietly along that retired thorough
fare, they were attacked by some unknown
person, and one of them badly injured. For a
time quite a crowd was attracted to the street,
and after a great deal of talk, the soldiers were
induced to seek their headquarters. If these
men were really assailed as was declared, the
outrage was certainly high-handed, but from
the appearance of the parties, it is very certain
that Capt. Whisky took a large share in what
ever difficulty the parties were engaged.
TERBIBLIt Accrnswr.— On Tuesday afternoon
last, in Lewistown, as John Brower and another
man were driving a one-horse wagon through
that town, a hog got under the horse, causing
him to become unmanageable, and run at a
most furious rate The animal was powerful,
and young Brower held on to the lines for some
time, when be unfortunately jumped out and
his leg becoming entangled in the lines he was
dragged at full speed across the square, his head
striking the stones with great force. His skull
is badly broken, and he sustained other injuries
which render his recovery extremely doubtful.
He was removed to his father's residence, who
lately lost a daughter, is himself sick at this
time, and has now added another severe afflic
tion.
ARREST OE THE SUPPOSED MURDERER or Meal
ELIZABETH (Ensue.—Laat night, officer Fleck
arrested a man who answers the description of
the murderer of the German girl. The person
arrested was in Spade's restaurant, Market St.,
and Dewberry alley, when officer Fleck was
attracted by his personal appearance and con
duct, and after questioning him in regard to
his having been in Middletown on Saturday
last, he concluded that it would be in order at
least to arrest and detain the person until he
could have an examination.
The person is now In the county jail, and
will have a hearing in a day or two. We deem
the fact of his arrest sufficient to make public
at this time, and shall await the examination
for the fact of his liability to.stand a trial.
ACKNOWL&DOMENT. —The ladies connected with
the Chestnut Street Hospital (German Reformed
church) acknowledge the receipt of the follow
ing articles for the use of the sick and wounded
soldiers :
From Mr. Charles Muench, $5 ; Daniel Shees
ley, a basket of tomatoes ; from Mrs. McAllen,
a basket of grapes ; Mrs. Shripp, a small crock
of peach•butter ; from Mrs. Smith of the Ladies'
Relief Society, a basket of sundry articles ; from
ladies of Wiconisco, three boxes, containing liut,
bandages, linen, apples, tomatoes, jelly, and a
small roll of linen ninety years old, which had
been worn as an apron by the grand-mother of
the lady who sent it when she attended com
munion service ; one box from Manch Chunk ;
one from Norristown, through Rev. Wirt ; also
$6 from Mrs. Grace Alberich, for the Ladies'
Relief Association.
A MOM ForrAtuunnuarr.—Among the many
improvements lately made in our city, to which
we can point with pride as an evidence of pros
perity and as a determination on the part of
our business men, no longer to remain behind
the " light house," is the completion of Eby
E.unkle's large brick building at the corner
of Market and Fifth streets, which is alike
creditable to the owners and ornamental to that
part of our city.
The building is not only one of the largest,
devoted to the grocery business, outaide of New
York, but the stock ch►llenges competion.---
Without going into detail, we may safely say
that the firm keep on hand everything usually
kept In a grocery store, (liquors excepted,) and
that they sell at very small profits. Their
clerks are civil and accommodating, and have
strict instructions under no circumstances what
ever to misrepresent or take advantage of any
customer. A general invitation is extended to
the public to visit the new building and exam
ine the extensive stock, whether they purchase
it not.

THE Potmcs or =a Sownes.—We often
hear a great deal of Democratic boasting over
a claim that the Democrats have filled the army
and are fighting our battles for us. We never
believed this, and have contended that the Be
publicaus outnumber the Democrats in the
ranks three or four to one. Still the same old
boast is repeated day after day. Fortunately
we have now the official figures to prove what

A PROCLAMATION
WHKREAS, I have been authentically inform
ed that a certain
MARY ELIZABETH GERMAN,
a child about five years of age, daughter of
Emanuel S. German and wife, of the city of
Harrisburg, in this Commonwealth, was enticed
away from her home and atrociously murdered
in the suburbs of said city, near the Cemetery,
on the afternoon or evening of Friday, the
Third day of October, A. D. 1862, and all efforts
for the arrest of the guilty party or parties,
whose names are unknown, have up to this
time proved ineffectual ;
Aim WHEREAB, The reputation of the Gov
ernment—the peace and security of its citizens
and the obligations of justice and humanity,
require that the perpetrator or perpetrators of
this infamous crime should be brought to spee
dy and condign punishment :
Now, therefore, I, ANDREW G. Guam, Gov
ernor of the said Commonwealth, feel it in
upon me to issue this, my proclama
tion, hereby offering a reward of
ONE THOUSAND DOLLARS!
to any person or persons who shall apprehend
and secure for trial the murderer or murderers
of the said child, MARY ELIZABETH GERMAN, to
be paid upon the conviction of the criminal or
criminals ; and I call upon all officers of jus
tice and good citizens everywhere, to be vigi
lant and unremitting in their efforts for the ap
prehension of the said murderer or murderers,
so that they may be brought to punishment
under the laws: •
Given under my hand, and the Great Seal of
the State, at Harrisburg, this sixth day of
October, in the year of our Lord one thou
sand eight hundred and sixty-two, and of the
Common% ealth the eighty-seventh.

A PROCLAMATION.
WHERE AS, By the third section of
the act of the General Assembly of this
Commonwealth, passed the twenty-second day
of April, A. D., one thousand eight hundred
and fifty-eight, entitled "Ad Act to establish a
Sinking Fund for the payment of the public
debt," it is made the duty of the Secretary of
e Comnionwealth, the Auditor General and
State Treasurer, Commissioners of the Sink
ing Fund, created by the said act of Assem
bly, on the first Monday of September, A. D.
one thousand eight hundred and fifty-nine, and
on the same day annually thereafter, to report
and certify to the Governor, the amount re
ceived under the said act, the amount of inter
est paid and the amount of the debt of the
Commonwealth redeemed and held by them
Whereupon the Governor shall direct the certi
ficates representing the same to be cancelled,
and on such,cancellation issue his Proclamation
stating the fact' and' the extinguishment, and
final 'discharge of so much of the principal of
said debt. • •
AND Wasases, By the ninety-eighth section
of the act of the General Assembly, passed the
nineteenth day of April, A. D. one thousand
eight hundred and fifty-three, entitled "An
Act to provide for the ordinary expenses of the
government," etc., it is provided that there
after the receipts to the Sinking Fund to the
amount that may be necessary to cancel the re
lief issues now in circulation under the provis
ions of the act of the fourth of May, A. D. one
thousand eight hundred and forty-one, and the
re-issues under the act of the tenth of April,
A. D. one thousand eight hundred and forty
nine, shall be applied toward the cancellation
of said issues.
AND WHEREAB, Eli Slifer, Thomas E. Cochran
and Henry D. Moore, ex-officio Commissioners
of the Sinking Fund, in obedience to the re
quirments of law, report and certify to me, that
the debt of the Commonwealth of Pennsylva
nia, redeemed and held by them from the first
day of September, A. D. one thousand eight
hundred and sixty-one, to the first day of Sep
tember, A. D. one thousand eight hundred and
sixty-two, amounts to the sum of Ank hundred
and ,Sixty-two Thousand Eight Hundred and One
Dollars and Sixlskseven Cents—made up as follows:

as authorized by the ninety-eighth section of
the act of the nineteenth day of April, D. A.
