INDIVIDUAL RISKSIT WAR.—There is per
haps at all times—certainly there seems
•to be now—too marked a disposition to ex
aggerate the dangers to the individual who
joins the army. The danger of death is
comparatively small. So is that of re
ceiving mortal or permanently disabling
wounds. The danger of sickness from
undue fatigue and exposure, is no doubt
the greatest of all. But young constitutions
survive attacks of disease, in - most cases,
under anything like judicious treatment,
and sometimes, when kindly left get well
of themselves. From all causes the per
centage of mortality or permanent hurts is
in the vulgar estimate, greatly overrated.
This fact was alluded to by a speaker, at
one of the recent enlistment meetings, in
'Boston. Mr. Northend spoke olthe casu
alties in battle, and said that out of 80',000
or 100,000 engaged in the recent battles,
'less than 2.000 were killed. In his own
town of Salem, about 1,000 men had been
sent to the war, and out of that number
only thirty haildied within a year from
any cause—killed in battle, or died of dis
ease or wounds. He doubted if a' thou ,
sand men who bad remained at home could
show a less number of deaths in a year.
The casualties had been greatly exagger
ated.
The evils of actual service are experien
ced chiefiy-by men of family, or those in
good positions, whose business and pros=
pects, perhaps, for life are sacrificed as a
consequence of the hard necessity which
sends them to the wars, and whose families,
wrhe they to have any, are made widows
and orphans. The necessity of sacrifices,
should, as far as possible, be averted.
Men, not the heads of families, should first
be required to go into service. If, there
fore, resort should be had to a draft, care
should be taken to have it fall first on the
class of idle single men who abound in all
our cities. And the inquisition should be
BO rigid and searching that no one of them
should be allowed to escape on a pretext of
belonging to some other class.
' 'A NOVEL AND BEAUTIFUL INVFATION.—On
Thursday morning last, in company with a
friend, we called at the residence of our .
fellow-citizen, S. J. Sprenger, Esq, (late
U. S. Consul at Venice,) in east Chesnut
street, and had the pleasure of examinng
a novel and beautiful invention, called the
aletoscope, designed for the magnifying of
photographs to the natural size of the ob
ject, and which •is a great improvement
over the stereoscope. The frame or box
is somewhat similar in its general construc
tion to the stereoscope box, but consists
of a single lens of large size, and the pic
ture is not required to be duplicated, as is
case with the stereoscope; and which often
prevents persons of defective eye-sight
from enjoying the scenes thus presented.
The aletosoope has not this objection, as
any person, whether near-sighted or cross
eyed, can see the picture with the same
distinctness as if looking at a scene through
'a window-pane. The aletescope is the in
vention of Signor Ponti, an Italian, and Mr.
Sprenger, who saw it Europe and became
acquainted with the inventor, was fully.
authorized by him to have it patented and
introduced into this country. He has ac
cordinglY had a model made and forwarded
to Washington, with a view to have it
tiatented. It cannot fail, when once intro-
Zinced to the public, to become a very

TuLNEW COMET.—The position of the
new comet, discovered at the. Cambridge
Observatory on the 18th nit., is nearly on
a late joining the bright and first magni
tude star Capella with the Northstar, and
two-thirds - ot the distance from Capella to
the North star. Capella can be seen at
11% P.M., in the northeast, near the hori-:
zou. The comet is rapidly approaching, is
increasing in brilliancy, and will soon be
readily seen by all. Its tail appeard to the
comet seeker qdite one and a half degree.°
in length, the comet itself four minutes of
a degree. Of course at this time the comet
does not set, either night or day, and by
the :revolution of. the earth it appears to
move around the North •&tar like the con-
stellation of tho Dipper,or, the Ursa Major,
the tail thus pointing at . differnt times of
evening to the different points of the com
pass—east, west, etc.

FROM FORTRESS MONROE.
The Monitor goes to the Potomac.
The steamer Spaulding left here this fore
noon for New York, having in tow the hospital
ship St. Marks, with about four hundred pa
tients from the hcepitals in this vicinity.
The flag of truce boat left for Aikin's Land
to-day to bring down a large number of Union
prisoners.
Some of the buildings in the rear of the
Hygera Hotel are being removed. It is to be
hoped the Government will see the necessity of
the main building of the hotel remainini. By
the removal of this house every civilian, what
ever his business may be at this place, as well
as many of the fumy officers stationed here,
will either be turned out of doors or deprived
of necessary comforts, which the fort does not
and cannot furnish.
A Spanish frigate came up the wade this
afternoon and anchored above the furt. She
has not yet communciated with the shore, so
her name is as yet unknown.
On Monday, the Monitor gunboat, which for
some weeks past had been lying off Newport
News, was taken in tow by a large steamer,
and after leaving the Roads, went np the Chesa
peake'
it is supposed for Washington. The
object of her removal is not known.
Among the arrivals in Hampden Roads, watt
the steamer North America. She was literally
Crowded with soldiers and laden with military
equipments and stores.
The soldiers consisted of the 158th New York
Volunteers, raised under the last call, and mus
tered into the service previous to their depart
ure. Their destination will probably be Suffolk,
which place was strengthened a few days ago
by another regiment from the same State.
On Monday, Colonel Woodruff, of the 99th
New York, (who has long been in the service,)
was presented by his command with a magni
ficent sword as a testiwonal of their regard and
este m. General Dix and Staff were present,
and participated in the ceremonies.
Tuesday .will long be remembered at Old
Point, in consequence of the intense heat which
prevailed, the thermometer in the shade rang
ing from 88 to 90 degrees.
Coming up the Bay the Adelaide spoke three
barks, two off New Point and the other off
Cedar Point.

It is said that General McClellan was in town
on Tuesday.
We understand that the President left here
yesterday for Harper's Ferry. Exciting news
may be expected from that quarter very soon.
Heavy firing was heard yesterday afternoon
at Upton's Hill, in the direction of Leesburg.
It was sharp and rapid. The cause is not known
as yet.
Military Affairs in New York•
The Governor has issued a general order au
thorizing the recruiting of nine month's men
until the order for drafting is issued. They are
to be formed into companies only to fill up the
old regiments.
The State has raised 20,000 three years' men
over the quoUt under'the first call.
:Beath of Brigadier General Rodman.
Brigadier General Rodman died on Monday
night, in a house not far from Hagerstown, of
the wound he received in the battle of Antie
tam.
