The accounts which we publish to-day, ex
plain as fully as it is now possible to do the late
movements and present position of our army.
The facts are not, says the Baltimore American,
such as we had hoped to receive, but they must
be accepted with a patriotic hope and a stern
determination to right what has been wrong,
and to renew the Struggle with more of men,
of means, and of equipment than even the lav
ish patriotism of the country , has yet furnished-
Practically the position of affairs before Wash
ington is that which existed before the Army of
the Potomac commenced its movement on
Richmond, with, however, the additional bur
then of the loss of prestige and of men atten
dant upon the
,miscarriage of the campaign.
Oar whole army is now within and around the
fortifications of Washington, whilst the rebels
occupy their old position at and around Ma
-1311193118.
These are the whole facts of the case, and we
do not seek to diminish their importance. Bat
even to this unpleasant picture there is au as
pect in which it furnishes encouragement. The
Capital is not in danger. it is too strongly
fortified and guarded by too large an army to
permit the rebels the least hope of taking it by
assault. To take it by siege involves much
time and great labor, and invitee a contest
in which all the advantages of heavy ord
nance and abundant supplies would be over
whelmingly on our side. The rebels will,
therefore, be compelled- to a repetition of the
inaction which has characterised their for
mer lodgment at Manassas, or they must at
tempt the offensive by an invasion of Maryland.
The former course would give time for the
arming and drilling of our new levies, the latter
is so surmounted by difficulties and eangers
that it must, in the end, encounter defeat.
Curown experience has shown the difftculties
that surround an army operating far from its
base of supplies and in a country partially or
wholly hostile. The moment the rebels goes
the Potomac they / will become exposed to the
same disadvantages and perils. In the mean
time It is pertinent to reflect that our army
has neither been defeated nor annihilated. It
has been subjected to a trying ordeal, to tad
generalship and many disheartening influences,
but the damage done is not irreparable nor the
past irretrievable in the future.

The work of getting the army into a good
position in front of Washington has been ac
complished with entire success, many of _the
troops now occupy positions a short distance
from those of last fall and winter.
The Division of Maj. Gen. Fitz John Porter,
composed of Brigadier General Morrell, Martin
dale, Butterfield and Griffin, have their tents
pitched near the camp grounds of last year.
Lieutenant David B. Smith, of the New York.
State volunteers, Col. Murphey commanding,
against whom charges had bten preferred by
tho Colonel, has been honorably dismissed from
the service by order of the President in a Spe
cial Order No. 276.
The chain bridge, the timbers of which were,
it is reported, removed several days ago, was
to-day made use of for military purpaes—facil
tating Interconree between the Virginia and
Maryland shores.
(Jo!. Barden is not so badly wounded as was
first supposed. He was stunned and his left
shoulder blade badly bruised by a piece of shell,
but he Is still on duty with his regiment.
The city maintains its calmness.
ANOTHER PIRATE AFLOAT.
CAPTURE OF SEVERAL KERCURT VESSELS,
The bark Prattle, Capt. Hobbs, which arriv
ed from Kattnuies to-day, reports that an iron
clad war steamer .had arrived at Cardenas, on
the 19th, 'flying the rebel rag.
Qur consul at Havana, Gen. Shofeldt, placed
despatches aboard the bark to be delivered at
Key . West, but although she lay off Key West
lighthouse with a signal of distress dying, no
notice was taken of her, and the desputobes
were mailed today from this port. The pri
vateer has already captured several merchant
vesicle, although they were heavily armed. In
a cruise off the Bahamas her captain told the
authorities that she was a rebel war steamer
without a name. She is undoubtedly the
Ovieta.
