TER ARMY IN - FINE 'SPIRITS. 1=!=!I eififoroentents Cont3fa.ntly Arri Am. Slily 15 The -transport eteamer Hesse, Captain' Clift, has arrived from Harrison's Bar; the' hWiti quarters of Genial :McOlellan's _army. Her news is interesting. • • The Haze arrived at Harrison's Bar on the sth instant; and remained nearly a week. She took out a large cargo of war material, including ordnance and rifles, and sixty tone of fixed amunition. . • The federal fleet in James river comprises an immense number of yowls.. There are nearly six hundred transports and ‘var steamers be tween Newport News= and Harrison's Bar, be sides almost innumerable small crafts, among Which are one or two hundred canal boats.— Including' the' armed Vessels recently , arrived, the gunboat fleet numbers twenty to twenty five vessels.. - While the greatest number of the vessels of all classes at any one point are , et. Harrison's Bar, there are severl squads - thine to six miles apart, and the vessel's; composing them lie at anchor so closely together that it is diffieult to to pass through. This is , for the purpose of protection from the Rebels, who have field bat teries on the banks, and move them from point to point as our batteries shell them out. Gen. Burnside's fleet of transports and war ves gels were lying off Newport News, near his en campment on the 11th, when the Haze passed. The men were'all under tents ; but their situ• ation was-such that they could be embarked at a few hours' notice. It• was the prevailing *Mon that under .the orders of their gallant chief they would not long remain inactive. Just before the Haze sailed Com. Wilkes ar rived and assumed command. Hie flagship is the Wachusset. Com. Goldsborough, in his own flagship, the Minnesdta, is at Norfolk.— There is much gratification throughout the army as well as the navy at Com. Wilkes' ap pointment,.and high, expectations are enter-, aired .of the new commander. Already a better 'feeling exists. The prospect of more active service under a man of recognized'ability and energy stimulates the officers, and the navy will soon, be prepared to take an active part in the operations before Richmond. The Monitor and Galena are among the yes eels off Harrison's The movements of the Monitor are greatly' admired. The improve ments are quite obvious. The Galena was not so mach injured in the fight with Fort - Darling as was generally supposed. The marks of some of the shots, however, are plainly visible on her sides. One of the las sticks to her plat ing, in which it is partially embedded ; another went nearly thiough and broke, one-helf of it falling off ;. a third passed in the wood work but' not through the vessel. These marks of her fight remain. The damage to her upper deck thin plating has been repaired. Both the iron-clad vessels made a reamnoli ance up'the James about the' middle of last week, but its result was not reported. The Federal army occupies the bank of the river for several miles, ex.nding above as well as below Harrison's Bar, and the regular en campments reach one to two miles away; ac cording to the nature of fhe 'ground. The amount of land nearly covered with teats is estimated at fifteen to twenty aquae miles. There are no new buildings.. ,The old Harri-' son residence has been surmounted with two cupolas, and it i£l now used both as a hospital and as the headquarters of McClellan's signal corps. It is wall situated for the latter purl pose, as it is In view of nearly the whole of the army, as well as a large part of the fleet The officers and soldiers, in spite of the re cent reverses, are enfhiudastic, and believe they are to succeed at an early day. No demorali vattha whatever exists. %An 'order for an ad vance at any time henceforth would be obeyed with• the kutmost alacrity, but it is believed that theline of,the , JaMeseiver, so that the aid of the fiats =may be „obtained, wM.he the Ow line of march to Richmond. nearly all the war material of the army is on the vessels which lie in the river, and only such portions as are wanted for use are landed. The supplies are v e ry great. Reinforcements in men are constantly arriv ing. - On the sixth and seventh instants four or five thousand men arrived; on each day thereafter, while the Raze remained, transports were coming in loaded with. soldiers. CAVE CITY, A11y:41.- • This Ace, for the last twenty-four Ennis' has been full of rumors of a terrible reveniVand cutting up of a detail from Col.WilliomWPenn sylvania Lochiel Cavalry, at Tompkinsville Monroe county, b an overpowering band of guerrillas. Our a rprehensions were relieved by the arrival here this eveninglwenty prisoners taken by a rely* detachment under Morgan, Champ, Ferguson, Hamilton and Hunt, consist ing of fifteen hundred mounted men and three cannon. This force surrounded Major Jordan's command of two hundred and fifty men,. at daybreak day before .yesterday.and poure.d.in terrible fire upon them, having driven in their pickets. Lieut. Sullivan, of the Lochiel Cavalry, and three others were killed and twenty takbn prisoners with Maj. Jordon, but all were paroled except the Major. The rebels lost nine killed and several wounded, most of whom were taken off, but COI. Hunt Wllll3O badly wounded that he could not be moved; and therefore the rebels, in their precipitate retreat; left him at Tompkinsville.. The paroled prispners,...whii arrived here, are unable to say what. direction the flying rebels took. The telegraidirc fines are in working. order all - the way threogh 'to Nishville, and the reports of , the railroad hav ing been torn up or interrupted are false. The oars have been in governmental rule all day, and every arntngemeilf has been promptly made by General Boyle and by Col; Bruce at Bowling Green to prevent any further incursion by the , thieving . band in the direction, f . this great route of travel. Mr. Daiwa= (Wis.,) introduced a bill to establish a bureau of !migration. Mr. Garton (lowa,) called up-the bill in rela tion to letters of marque.., Mr. Tatra:sum (Ill.) opposed it on the ground that the rebels had no commerce at all, and it would' be a sort of recognition, as letters of marque were never granted. except _against re gular organized nations. , , After a further discussion the bill waa laid wide, and, the bill amendatory 'of the act of 1795, calling forth the militia, &c., taken up— the :question being on Mr.i Sherman's. amend-- ment limiting emancipation. of, those ,who enter to service of the United States to the slaves of rebels. Mr. Leas (Kansas,) said there were 6,400 slaves in Kansas, the majority of which belong ed to loyal masters, out of which it was pro posed to raise two regiments. The idea of put ting these men in the field to fight bravely and then when they had helped to save the coun try, to return toilavery is outrageous. The Government that would _do such a thing as that would deserve the vengeance of the Al mighty. He proposed an amendment to pay the loyal masters. • Mr. fininures thought= the question of ernan cipition was now, mixed sufficiently , with wan Measures. It was doubtful whether the country could bear the load of debt •Which 'the propoii tion to pay for all slaves 'that- were employed even fora single hour:would involve. He thought we had gone fat enough in this Matter. A scheme, such as that proposed by the 'Seriator from Kansas, would involve the country in financial ruin. • After further debate, •M. Sherman's amend ment was adopted—yeas 18 nays 17 • Mr. Bettrasus WOOD, (N. Y.,) rising to a question of privilege, said: Last week the testimony in the investigation of my case was closed and I was not rermitted doubt that a report would be made by the Committee on the Judiciary. Yesterday.l was informed that it had been determined to defer the report un-; til the next session. As soon as I learned this I sought the door, as you well know, Mr. Speaker; to offer' this resolution. I did not succeed.. I seize this my earliest,, opportunity to, do so. SENATE WASEMIGTON, July 16 HOUSE OF REPRESENTATIVES PRICE ONE CENT. Late from New Orleans 1 GEN. BUTLER SEIZES REBEL PROPERTY. 'PWIGGS PROPERTY CONFISCATED General Butler has sized the dwelling house of the traitor Gen.-D. B Twiggs, Trytania, st., end is having it prepared for his occupation as Is residence:- He - has ' • also confistiated 411,tlier other property of Gen.Twiggs, also that of Col. A. C. Myers, the son-bi-law of Twiggs. Myers was an officer in. the regular army of the United States, and is now Quartermaster General of , the rebel army. Gen. Butler says that for rebels upon whom the Government has had no special claims he has some cpmederation, but if he can catch one of those . men who have been edncated, fed and clothed the public expense—men the very meaton whose bones belongs to the country— h.e.wlli hang him as high as Haman. Those familiar , with the history of Gen. Twiggs will remember affet the war with Mexico he was presented with three elegant swords-one by Con gress,•one by the State of Georgia, and one by the catikens of Angusta, Georgia. The night of the 28d of April, just before the fleet passed the forts, Geo. Twiggs carried his swords and his silver plate to the house of one of the wealth iest and mast aristocratic families in this city, and, as the , Members of the family say, pre sented them to oneof their number. Mrs. Col. _Myers also sent her plate and jewelry to the same house. The next day she and General Twiggs tied from New Orleans. Gen. Butler; learning the whereabouts of the above pro perty, instructed Col. French,Trovost Marshal, to have the house searched. The Colonel de tailed Lkiati Thomas. Burt, one of his•rnost polite and efficient assistants, for this delicate duty. Lieut. Bart performed this service very carefully, last Wednesday evening, and the next morning the swords and all the silver were brought into Gen. Butler's headquarters. The swords are very beautiful, and of superb workmanship. They will be sent to Washing ton by the TJuited States army dispatch steamer MCCtellah. It seems to me tbat Congress could not;stiovi its appreciation of Gen. Butler's dis tinguished services since the very commence ment of this war ttuan by presenting him with one; of these swords. The annexed correspondence between Gen. TWiggi and Col. Myers furnishes conclusive evidence that at the very outset of this rebel lion, when Gen. Twiggs was ordered to the command - of the Department of Texas, both hs and Myers designed arraying themselves on the side of treason. IN=UtIMINCI COBREMNDENCII - .Naw Gamuts, Nov. 18, 1860.
