The.. Governor being notified by the Secretary
of War, by telegraphic despatch, received this
afternoon, that the President will no longer
"require any other hoops from Pennsylvania
to be mustered into the United States service,
but those who volunteer for three years or during
the war," General Orders Nos. 23, 24 and 25
of these head quarters, dated on the 26th in
stant, calling for three month's volunteer militia, are
hereby countermanded and revoked.

issued their orders for the mustering into the
service of the United States of their respective
commands, under the said orders of the 26th
inst., are hereby ordered to countermand the

Southern Comments on Southern
News.
. Why the reporting of a battle by telegraph,
by letter, or by word of mouth, should deprive
a man of every peril* of common sense, or
every spark of principle, we know not ; but the
fact is so. A battle is no sooner begun than we
are notified by a "reliable" • despatch that the
"whole army of the enemy Will certainly be
killed or captured." This we heard in regard
to Donelson, Elkhorn, Shiloh, and nearly every
other battle which has been fought. It has
been claimed that the people of the North are
liars, and that we of the South are truthful.
This is a delusion. We are fast learning that
to tell as many lies, as big lies, as foolish and
self-evident lies as the Yankees. Every body
knows that "the whole army of the enemy
will certainly be killed or captured" means
that the Confederates will be defeated next
day. But why choose a preposterous falsehood
to convey disagreeable truth ? Why not say
"the advantage is so far on our side, but the
battle is not decided yet; the enemy's rein
forcements may 'come up ?" Or, when the
stories of passengers by the cars are given, why
not silt them, rejecting rightly all that savors
of the least doubt, and reporting only; hat is
well authenticated ? Why raise false hope, and
false joy in the people ?
Another piece of stupidity on the part of our
newspapers and telegraph men is the inordinate
puffing of this or that Qeneral. Endless ridi
cule has been heaped upon Mr. Davis by com
paring him to Washington; and we have been
pained to see Mr. Breckinridge victimised by
despatches from the battle-field of Shiloh.
Hindman had his leg shot off, but that Is a
small matter when we consider that Breckin
ridge "won Immortal honor" by having every
rag of "his clothes shot off," hie "horse rid
dled," and even "his hat swept down"—not
withetanding which (the frightftl deprivation
of his hat) he fought undisplayed. We mean
no disrespect to Breckinridge ; quite the con
trary. We are only angry that his friends
should permit the reporters to make him out a
jackassical figure in history.
Unless we can go back to the old habit of
telling the truth and using moderate language,
quit "shaking Savannah with an earthquake"
from a fort that surrendered after four men
were wounded, and cease to imitate the bom
bastical and mendacious liuga of the Mexicans
and the Chinese, we had better shut up the
telegraph offices and suppress the newspapers.
Let us show to the world that we are South
erners—lovers of truth, and of plain, honest
speech, or else let us go back to the Yankees
we so much resemble. The country is sick of
the ineffable nonsense of the knaves and fools
who pretend to report our battles.—Richmond

THE MORTAR FLIRT on the upper and rower
Mississippi, it is now ascertained, are costly
failures. Nine thousand bombs were hurled at
Fort Jackson and Bt. Philip, with scarcely any
rear appreciable effect, as was proven by a sub
sequent examination of the forts by General
Butler. Commodore Farragat could have
passed the rebel defences, with his sloops of
war and gunboats, as well 'on the first as on
the sixth day of the bombardment; indeed the
only real damage the forts sustained was from
his Parrott and Dahlgren guns. On the upper
, Mississippi they have been equally ineffective,
as witness Island No. 10 and Fort Wright.—
The official testimony of the engineers who
planned the attack on Fort Pulaski was to the
same effect ; the rifled cannon alone were ef
fective. This experience is that of all sieges in
former times ; bombs do very well to burn a
large city but are generally ineffective against
earthworks and small forts, owing to the fact
that they cannot be fired with a sufficient de
gree of accuracy, the slightest breeze baulking
the most skillful aim. This war is repeating
some old lessons in military operations as well
as teachisig tus many valuable new ones.

The Troops to be Used in View of Successful
Operations by the Grand Armies.
WASHINGTON, May 27
The President has sent a message to Congress
taking upon himself and the cabinet altogether
the responsibility of the measure for which
the House of 14presentatives lately censured
the late Secretary of War, Gen. Cameron. It
is hoped by him and by all the members of the
Cabinet that this measure will be underetuod
by the public as an evidence of"their determi
nation that no imaginary divieions shall be .
gotten up in the Administration.
The meal and the humanity of the Adminis
tration are equal to what have existed here at
any time. The public perhaps will soon
enough find out from the disposition made
here that there is not and has not been
any such alarm concerning this city or its
vicinity as has been elsewhere imagined, and
that the regiments called for, are to be used
properly in view of successful operations by the
grand armies in the field, and to give them
paled efficiency.

A. special meetintof the Select coun oils was
held to-day at the request of the committee on
the defence and protection of the city, to con
sider business arising oat of the call of the
Government of the United States and of the
State for services of additional troops from
Philadelphia.
Mr. WErastrum, Chairman of the Committee
on Defence, &c., offered a resolution, directing
the city controller to countersign all warrants
drawn by the Mayor, in pursuance of orders of
the Committee on •Defence. This was for the
purpose of properly equipping the Home Guards
for active service.
Objection was made to giving such wholesale
power to the committee and a warm debate
ensued.
Final, the resolution was postponed till
Thursday.
Mr. Wmrsium. thereupon presented his res
ignation.
