ADMITTED TO PRACTICE.—On motion of C. C.
Rawl), Esq., B. F. Etter, Esq., was yesterday
admitted to practice as au attorney-at law in the
Supreme Court of Pennsylvania.

COMPLAINT has been made to us by several
ladies of the bad conduct of a crowd of boys,
who make a practice of loafing at the north
corner of Third and Market streets until late
hours at night, and disturbing peaceable people
with their doings and conversation. We com
mend them to the attention of the police.

THE OWNER of the street sprinkler requosts us
to inform tie public that unless be meets with
better patronage he will be compelled to with
draw that machine from service. The "sprink
ler" is an excellent institution, and we would
very much regret to see it laid aside just as we
are approaching the season when its services are
so much needed. Viva le sprinkler, say we.

A NOVEL mode of giving the rebels news was
recently practised by some of the soldiers of
the Sixty-second Pennsylvania regiment, before
Yorktown. They caught a secesh dog outside
of the enemy's lines, and, fastening a news
paper with an account of the taking of Fort
Pulaski around his neck, they tied a tin kettle
to his tail, and started him back to his breth
ren, whither he went at an Eclipse pace.

PICAYUNE BUTLER.-A correspondent, writing
from New Orleans, inform us that the rebel
melody, beginning
"Picayune Butler has come to town,"
has almost ceased to be sung by the secession
ists of New Orleans. Our men, howeNer, have
caught it up ; the camps of the federal army
are alive with it, aul it can be heard of a
moonlight evening on the vessels ascending the
Mississippi.
Tllll REMAINS OF GEN. KEIM will be removed
from the Brady House in this city at 7 o'clock
to-morrow morning to the Lebanon Valley rail
road depot. The State authorities having no
troops at their disposal at this point to consti
tute the funeral escort, prescribed for a briga
dier ueueral, t he corpse of the distinguished dead,
will be followed to the depot by the First City
Zouaves, Capt. F. Asbury Awl, and from thence
will be accompanied to the place of interment
at Reading by the family of the deceased, and
the Adjutant General, Quartermaster General,
and Commissary General of the State.

AMUSEMENTS NEXT WEEK.-Our citizens are
promised a fend of amusement next and
the following week, a hich will come all the
better after the tong interval. The first on the
carpet will he 111 T. and Mrs. Peabody's enter
tainments at Sanford's Opera House, which
commence next Monday evening. The elegant
refinement, wit, humor, and sparkling vivacity
which pervades their entortaiments, have ren
dered them at once deservedly popular, whilst
the extraordinary changes of personal identity
are perfect') bewildering. Mr. anti Mrs. Pea
body will receive the thanks of the community
for introducing a new parlor pastime of a moral
and amusing character, free from all theatrical
objections, capable of re-production in any
drawing room among friends, and which will
serve to while away many a weary hour, and
provoke boundless merriment.
Closely following the Peabodys will come the
renowned ventriloquist and magician, Wyman,
who opens in the same hall, ou next Monday
week. Wyman is so well known hereabouts,
that it would seem to be almost work of supero
gation for us to say anything in his praise ; and,
we, therefore, need only add that he is the same
old Wyman—full of fun and mystery, and as
lively as a bag of flees.

SERIOUS RENCONTRE ON THE CANAL.—A des
perate rencoutre occurred yesterday on t)ie
Pennsylvania Canal, between two boatmen,
which came very near terminating fatally to
one of the parties.
It seems that an elderly man named Fred
erick Moss and his son had charge of a raft of
timber consigned to Messrs. Wilt & Bigler of
this city. As the raft was approaching this
point on the canal,from the west, a canal boat,
whose progress was much more rapid,attempted
to pass it, which movement, however, was ob
jected to by the occupants of the raft, one of
whom, Moss' SOII, declaring with an oath that
the boat should not pass upon any conditions,
and then commenced abusing an old man, who
seemed to be the owner of the boat. These
proceedings continued for some time, and the
parties were getting considerably excited, when
sullenly old Moss sprang to the canal boat and
caught hold of the old man, its owner, and
commenced beating him, when a eon of the
latter hastened to his father's assistance, and
attempted to push Moss away. Mosslat length
finding himself likely to be Overpowered, seized
hold of an axe and with it struck the canal
boat owner's son a violent blow on the head,
which felled him to the deck of the boat,
where he lay for several moments apparently
lifeless. This act seems to have frightened
Moss, and hostilities were at once suspended,
the Moss's returning to the timber raft, while
the canal boat owner devoted his attention to
the recovery of his sou. A physician was sent
for, when, upon examination, it Was found that
the young luau had sustained a severe fracture
of the skull, which rendered his condition very
critical, and required the utmost care and cau
tion to prevent a fatal effect. Tue wounded
man was taken to lodgings in this city, where
he is receiving good medical 'attendance; but
we could not learn his condition to-day.
Moss and his son were arrested by Officer
Fleck and taken before Alderman Peffer, who
committed them to prison, having refused bail
until it could be ascertained that the wounded
man would recover from the effects of his
Wound.
A SPECIAL MEETING of the City Zonaves will
be held in the armory this (Tuesday) evening
at 7 o'clock, to make arrangements to esccrt
the remains of the late Gen. Keim to the cars
on Wedne , day morning. Let every member
give his punctual attendance. By order of the
Captain.

THS TRIBULATIONS OF PICKPOOKSTS —hrFORMA.-
TION FOR NIAOISTRATES.—The last Legislature
pissed an act, applicable only to Philadelphia
city, authorizing the arrest of suspicious persons
found in crowds, and who, when arrested, were
unable to give any satisfactory account of them
selves. Magistrates wer authorized to commit
such persons for ninety days. The act caused
quite a flutter among the pickpockets, and in
dignant protests of its unconstitutionality were
uttered by the few of that class who laid claim
to legal knowledge. Two of this number,
Byers and Davis, were arrested, and under its
provisions committed for the term just men
tioned. They employed counsel, and took the
case to the Supreme Court, where the constitu
tionality was argued. It was insisted that the
act was repugnant to that clause in the Decla
ration of Rights in the Constitution which guar
antees " that trial by jury shall be as hereto
fore, and the rights thereof remain inviolate."
The case was heard in this city last week,
and the opinion of the Court, as delivered by
Justice Strong, has been published.
In it the Judge stated the objection tc the
act, and then refers to the condition of the law
prior to the adoption of the Constitution, and
takes the ground that the clause quoted is to
be interpreted by a knowledge of the usage and
practice prior to the use of that language. The
Judge eoncludes: But never in England was
there any usage, and, consequently, never was
there any right in the subject, that every liti
gated question of fact should be submitted to a
jury. Summary convictions for petty offences
aeainst statutes were always stutained, and
they were never supposed to be in conflict with
the common law right to a trial by jury. Va
grants, incluiing rogues and vagabonds, and
those who frequent public places for unlawful
purposes, are liable to summary conviction and
punishment, notwithstanding anything in the
Constitution, for they were before the Constitu
tion was adopted. The conviction was affirm
ed and the petitioners remanded.

"RELIABLE INFORMATION. " -- The notice In
reference to the meeting of the stockholders of
the Northern Central Railroad last Friday,
published in yesterday evening's Telegraph,
was taken by us bodily from the Baltimore
American, generally considered to be one of
the most "reliable" papers in that city. The
announcement, however, contained in the
notice, that "George Small, Esq., was elected
to fill the office of President, made vacant by
the resignation of the Hon. Simon Cameron,"
is manifestly a mistake, as that position has
been for some time, and is at present very
creditably filled by A. B. Warford, Esq., of this
city. We presume our Baltimore cotemporar
les, (for the Sun and Clipper made an almost
precisely similar notice,) confounded the office
of "president," with that of "director," and
was thus inadvertently led into making the
error. In regard to that portion of the para
graph announcing the removal of the different
offices of the company, at present located in
this city, back to Baltimore, we have only to
say in reply to the innendo in this morning's
Patriot and Union, that it is more than probably
the Baltimore papers were led into the error
by the following announcement which appear
ed in the local columns of our morning cotem
porary on the 13th inst., just seven days pre
vious to the meeting of the Board, at which
the local reporter of that journal this morning,
states positively no action relative to the re
lative to the removal of the offices was enter:

tamed, "the resolution to that effect having
passed some months ago !"
"THE Board of Directors of the Northern
Central Railway will meet in Baltimore on Fri
day evening next, when it will be decided
whether the several offices will be permanenlly
iocated in that city or Harrisburg. It will be
remembered that shortly after the attack by
the mob on the Eighth Massachusetts regiment
in the streets of Baltimore, the office was re
moved to this city, where the business has
been teansacted ever since. It is to be hoped
that the Board will decide in favor of Harris
burg."
Thus it will be seen, that in the at
tempt of the local reporter of the Patriot
and Union to misrepresent and mistake ac
tual information presented through our col
umns to the people of Harrisburg, he only stul
tifies himself and provokes us to point out the
many silly blunders appearing daily in the col
umns of that journal to elicit the ridicule and
contempt of its baker's dozen of readers. But
perhaps, we should exercise charity, and over
look the blunders of our morning local cotem
porary on the subject of motive power and
machine shops, as all his thoughts and associa
tions just now tend to horse flesh and horse
stables.

selection of a person properly qualified to re
present this congressional district in our nation
al legislature is at all times no ordinary task,
and especially so now through the disorganized
condition of our country. While his watchful
care will be taxed in securing the immediate
interests of the district, more enlarged views of
national rights must ere long count and his
priident action, in the adjustment of the affairs
k,f our unhappy country. Our choice must
then be influenced for the general good, and in
this connection, we mention the name of Theo
dore Adams, who is favorably known and eati
tied to the confidence of his fellow-citizens; but
in thinking of a congressman, do not forget
the cheap dry goods house of Urich and Bow

the State Printing for one year from July 1,
1862, viz:

Each to measure at least twenty-six by forty
inches.
And double-sized Foolscap, to weigh twenty
eight pounds per ream and measure at least
twenty-six by seventeen inches. Samples must
accompany bids.
Those making proposals must be prepared to
give satisfactory security for the faithful per
formance of the contract ; and the right is re
served to reject all bids not satisfactory in price
and samples.
The paper must be furnished in such quanti
ties and at such times as required by the Su
