The steamer Northern Light, from Aspin
wall, brings six hundred and fifteen thousand
dollars, California treasure.
Our recent victories were celebrated at Panama
on the 25th, by the reception of the friends of
the Union, by our Consul, Mr. Kek.
The U. S. steamer Saranac, Capt. Landman,
fired thirty-four guns.
Tae same day advices from Jamaica reported
the American schooner Gilftllan, from Philadel
phia, for Jamaica, burned on February 10th by
the pirate Nashville. •
The South American mail brings nothing im
portant.

CONCLUSION OF YESTERDAY'S PROCEEDENGSI
WASHINGTON, May 5
SENATE
Mr. WADE ' (Ohio,) introduced a bill donating
public lands to the several St +tes and. Territo
ries which may provide colleges for the benefit
oi the agricultural and public arts. Referred.
Mr. Wriscur, (Mass.,) offered a joint resolu
tion to suspend all business under the act, en
titled "An Act to secure the officers and men
employed in the Western Department and Mis
souri their pay, bounty, pensions, 84c. Re
ferred.
Also, a joint resolution in relation to the
exchange of prisoners, declaring "that humani
ty and a sound policy require that the officers
and men of the army and navy of the United
States who are held as prisoners by the forces
now in arms against the authority of the Gov
ernment, should be released from captivity by
such exchanges tiS may be needful," and assert
ing "that such exchanges as humanity and
military expediency would recognize solely
admit the fact that those forces in arms
against the authority of the United States
hold in captivity persons whom it is desirable
to release from captivity by the necessary prac
tical measures." Referred.
Mr. HA LEI moved to take up the resolution
offered by him some time since, in regard to
the rules of debate in the rienate. Not agreed
to—yeas 17, nays 22.
The Homestead bill was then taken up.
Mr. PDXtROY, (Kansas,) was opposed -to any
bill which at this time would tend to deplete
the Treasury and weaken the Government when
it was in need of all its resources. If this bill
was of such a character, he would be against it.
But he contended that the public lands had
produced no revenue for the last five years.—
Tliere were land warrants already issued which
it would require seventeen years to take. The
speedy settlement of the public lands would
produce a far greater revenue to the Govern
meat than any sale of them. He thought the
Government had no right to speculate in the
public lands. Thirty thousand land warrants
cover the whole of Great Britain, whicb, in
Ireland two and a half millions of people are
working on lands of which they do not own a
foot. He urged the passage of this bill because
the first of the public lands sold for more than
they ever cost, and the account can be closed
with the Government without a loss.
The confiscation bill was taken up.
Mr. STOWS, (Wis.) was in favor of the con
fiscation bill and the punishment of the rebels,
but he thought the bill before the Senate was
not worth the paper it was printed on. He
contended that we had no authority to pass
such a bill, and ought not to have such au
thority. There was no such power in the
Constitution as the bill assumes. It says
that certain persons have committed treason,
and if they commit any more they shall be
stripped of their property. Why not thus con
ventionally take a man's property for any other
crime. The penalty for a crime ought to be
visited on the individual only when convicted
of crime. Hwe could by legislative act, take
away a man's property for rebellion, we might
take away his property for going to camp
meeting, if we choose to declare that a crime.
He objected to tbo attempt to execute the
penalty by legislative act instead of by the
judgment of a judicial tribunal. The bill if
passed will punish a great many innocent per
sons, andlet the guilty escape.
He thought the guiltless persons were not
included in the bill at all. The government
owes it to itself, and to the people to punish
the leaders of this rebellion, and that is all
there is of it.
Mr. FOSTER, (Conn.,) said there were four
bills before the Senate, and substitutes and
amendments, making thirteen propositions,
only two of which have ever been examined by
the committee. He was in favor of the bill
which will do the: most to crush out the rebel
lion. He contended that under the bill of the
enator from Illinois, no property is to be seized
except in the opinion of the President it will be
best to do so. That certainly was not as
severe as has been claimed a4ainst the
bill of the Senator from Vermont, (Mr.
Collamer,) which authorizes the President to
seize and sequestrate the property of the rebels,
sell the perishable property and hold real estate
till judicial procedings are restored. He con
tended that the bill of the Senator from Ver
mont was decidedly the most stringent, for,
although like the othet bill, it was dependent
upon the wilt of the President ; yet it provides
for the taking of all of the property of the
rebels. As regards the slaves, the bill
of the Senator from Vermont frees all the
slavesot the persons covrcted of treason, and
provides that the punishment may free the
laves of persons who continue the rebellion
after a certain time,
but does not propose to
touch the slaves of the loyal men at alt. He
could not believe that under the circumstances
we had our power to confiscate the real estate
of a rebel longer than life, and did not believe
the President would undertake to sell real
estate under these circumstances, but would
hold it for the benefit of the Goverunent.
The Senate then went into executive session,
and subsequently .adjourned.

in favor of restoring the Union as it was or
against it.
- Mr. STEVME3 replied that he was for subduing
the rebels and inflicting all the consequences of
victorious warfare on the fallen foe in an unjust
war. He was for confiscating their property to
pay the exneuses incurred. He would recon
struct the Union but with freedom throughout
its entire borders.
Mr. Wicsaarrs. Then you are against the
Union as it was.
Mr. Srsvmvs. Before that can be restored you
must restore the ten thousand freemen who
have been sent to death by the murderous
hand. He could never shake hands with
bloody murderers.
The previous question was ordered on the
bill, which was ordered to be printed, so that
the House might examine into the character
of the amendments, and with the understand
ing that a vote shall be taken on its passage
to-morrow. At two o'clock the House then
adjourned.
