Ectslax, from committee, was read: . ..
Resolved,
_Resolved, That Simon Cameron, late Secretary
of War, by investing Alexander Cummings
with the control of large sums of the public
money, and the authority to purchase military
supplies without restriction, without rep:tiling
from him any guarantee for the faithful per
formance of bis duties, whfn the services of
competent public officers were available, and by
involving the government in a vast number of
oontracts with persons not legitimately engsged
in the business pertaining to the subject matter
of such contracts, especially in the purchase of
arias for future delivery, has adopted a policy
highly injurious to public service, and deserves
the censure of this House.
The resolution was adopted by a vote of 75
against 45.
Mr. Humeri's second resolution was read as
follows:
Resolved, That the Secretary of the Navy, in
the employment of Geo. D. Morgan, without
requiriug from him anyguarantee tor the laith
ful performance of his duties in the purchase of
a large number of vessels for the public use,
with'a corn pensa ion dependent on the prices
pail for such vessels, and receiva , ,le from the
seller, instead of employing reapmisible officers
of the government, has adopted a policy tin
authmized by law, destructive of public econ
omy and public confidence, and deserves the
censure of the House.

The Rebel Outrages at Manassas.
WASHINGTON, April 30
The committee on the conduct of the war,
made a report to-day, on the subject of the bar
barities committed by the rebels at Manassas,
on the bodies of the federal soldiers, who fell at
that battle.
The committee give ample evidence to sus
tain all the previous allegations. The report
shows that the most inhuman acts were perpe
trated by the rebels. The committee say:
"The outrages on the bodies of our dead will
revive recollections of the cruelties to which
savages subject their prisoners. Our soldiers
were buried in many cases naked, face down
wards "
In other cases, the testimony shows that the
bodies were left to decay in the open sir.—
Their bones were dug up and carried off as
trophies. Drinking cups were made of their
skulls, &c.
The testimony of Governor Sprague is ex
tremely interesting.
One of our men, who was taken prisoner,
testifies that five of his comrades were shot by
sentinels. The murders were prompted by
other rebels.
Dr. Honiston, Surgeon of the New York
Fourteenth regiment, testifies that the rebels
brutally refused him.permission to aid the
wounded who were under his charge on the
field. He avers that he saw reb..l Surgeons
unnecessarily and inhumanly operate on our
soldiers. Some of our wounded were left
lying on the field at Bull Bun, through one
rainy and ono sultry day, and when they were
at last brought in, their wounds were com
pletely alive with larva; deposited by flies.
Gen. Ricketts testifies that the rebels threat
ened to knock his brains oat as he lay on the
ground, wounded : that they 'stripped hie first
lieutenant and left him naked on the field.
Also, that our soldiers who died at Richmond
were buried naked along with, negro corpses.

SENATE.
After debate on Mr. Powiu's resolution, the
confiscation bill was taken up.
Mr. Wmfor_made a speech in favor of the
bill, and was followed by Mr. Waiour, who was
also in favor of some confiscation measure.
Mr. Cowan spoke at some length in favor O
his motion to refer the bill to a special com
mittee.
Mr. Swann, (Mich.,) offered an amend
ment to Mr. Cowan's motion of reference, with
instructions to the committee to bring in a
6W for the confiscation of the property of all
the leading insurgents, and the emancipation
of the slaves of all persons who have taken up
arms against the Government of the United
States. ..
Mr. Dens moved to amend Mr. Moward's
amendment by striking out all that relates to
emancipation. Rejected.
Mi. HOIVARD then withdrew his amendment.
Mr. Doourna's amendment to Mr. Cowan's
resolution, that the committee report on next
Monday or Tuesday was adopted.
After further discussion on the motion to
refer, it was rejected. •

The resolutions, reported by the Committee
on Government contracts was taken, up.
Mr. STEVENS' motion to lay them on the table
was rejected. '
The following resolution of the session was
read:
Re,solved, That the Secretary of the Treasury
be requested to adjust the claim against the
government,.for the five thousand Hall carbines
purchased through -Simon Stevens, Esq., by
Gen. John C. Fremont, on the 4th of August,
1861, and afterwards delivered at the U.S. arse
nal, at the city of St. Louis, on the basis of a
sale ofsuch arms to the government for $l2 50
each; rejecting all-other demands. against the
government on the account,of, the purchase of
the said arras.
Au unsuccessful effort was made to amend the
resolution by making it read "purchased irom
Simon Stevens." .
Mr. FENTuN, (N. Y.,) moved to' amend the
resolution by adding: Provided, That nothing
herein contained shall be so construed as to ex
°nerdy the Government from the payment of
any claims arising from advances made in good
faith on certificate, made by authorizedofficers
of the Government.
This was rejected—yeas 63, nays 71.
The resolution, as originally reported,' was
adopted—yeas 120, nays 28. • •
Mr. Cormax's resolutions was. adopted—yeas
90, nays 41. It appears as follows:
Resolved, That the course adopted by the
naval investigating committee of 1859, of com
municating to officers of the Government,
copies of evidence apparently adverse to them,
and giving them the opportunity to: cross.
examine the witnesses against them or to refute
or explain their testimony is, in the opinion of
this House,
worthy of in:illation wherCiver
practicable by investigating - 'committees, ap
pointed by order of the House of lk-presenta
elves, e'pecially where the said committees
receive and collect such testimony in secret
session, and that it is contrary to' the plainest
principles of justice to' condemn any citizen
upon ex parte evidence-taken- against him by
a committee in.secret and the purport of which
has not, If practicable, been laid before him by
said committee with an opporbanity to explain
or refute before their report the following reso
lution reported by the committee. Adopted.
Resolved, That the practice of employing ir
responsible parties, having no official. connec
tion with the government. in the performance
of public duties which may be properly per
formed by regular officers of the government,
and 'of purchasing by private contract supplies
for the different departments, where open and
fair competition might be properly invited by
reasonable advertisements for proper proposals,
is injurious to the public Service, and meets the,
=val u e d di sa pprobation of gtOUllO.
