A fugitive, black just arrived from Ports
mouth, brings the Petersburg Express of yester
day, which contains the following diepatob:

The enemy passed Fort Jackson at four-o'clock:
yesterday morning. When the news 'reached
New Orleans the excitement was , boundless,
martial law was put in fall force and business
was completely suspended.. All the cotton and
stettinbosts, eicept such as were necessary to,
transport corn, ammunition &c., were destroy-
ed.
At one o'clock to-day the operators bade na
good bye, saying that the enemy had' appeared
before the city. This 11 the last we know re
garding the fall. Will send particulars as
Soon as they can be had.
The negro bringing the above reports that
the rebels have two iron-clad steamers nearly
completed, and that It is believed.that the Mer
riam° will be ont to-morrow.

For the past several" days we have beef cat
fering from incessant rains, which has had no
other-effeet Upon ourmen than to put them: to
the usual inconveniences of wet wtatber in
camp. The health of our regiment is excellent,
not more than half a docn patients in the hos
pital. A regularity for all camp &aloe; to
gether with a habit of cleanliness, is no doubt
the secret cause of this happy state of affairs,

facts are, we had only one man killed, and of

learned that the force of the enemy that at-

honor of Pennsylvania was .. fully sustained in

per end of the island, the enemy appeired to

their attack and retreat, .every resort was bad

lay under arms, awaltrrig.for the enemy's-ap

the men were nearly worried out. Since my
last letter,. the rebels have been driven off ..Te

on the main land: Movements of considerable
interest are going on here, which in due time
your readers will be informed.
Uncle Sam's government agents are as busy
as beerjust now. At least several thousand
contrabands are domiciled in these parts, and
the " agents," as they are called, have taken
them tinder their especial care and control.—
The ' 'Shovel and - hoe have been brought in re
quisition, and flambe put to planting cotton
and corn. Soh ols have been established and
,missiouaries placed in charge, 'who - devote their
rittendon td the spiritual' nd moral wants of
the contrabands. Everything appears to-work
very smooth between the blacks and their new
masters.,They appreciate the new condition
of life wich the come Of events have favored
them, • and oilmen the liveliest satisfaction
with their Yankee friends, who they regard as
their liberators from bondage. Some of the
" agents" are in very bad odor with the sol
diers. Invested with a little brief authority,
'they have taken from the soldiets every little
article-Which' helms secured from the deserted
plantations to make his tent comfortable. Old
cheirs and tables, which the soldiers would
have left behind them' when they moved; ha*,
been take& by the "agent," to be sent to New
York and sold nn account of eovernment.—
These. annoyances have been a source of exas
peration to, the Men, and the treatment re
turned to the "agents," on several occasions
when they visited our camp, was not

Contrabands are anriving' here every day
from the main land. They represent the state
of affairs in -these parte as very desperate.
The rebels of this State will , die hard- The
city of Charleston is being fortified by every
meatus in the enemy's power. A contraband
who - recently came from the vicinity- of that
city' , informs me that thousands of. slaves
are employed in throwing up earthworks and
buildingforte, but as yet few guns have been
mounted. "Seieral iron plated gueboats are in
wires - or constructieny - in Charleston, with
which the blockading fleet off that city Is to be
destroyed. The people are in constant fear of
attack which the recent victories have gone a
ireat ways to intensify with dread.'
