XXXVilth Congress—Finn Sessionh gier a discussion the bill was postponed, and the confiscation bill taken (Mu.,) considered the till as of_ the rangt. important presented to the Sdnate, not only from the lona= :eel likely to follow, but from the precedeot established by it. There have never been more complete victims than in the border Stites since this re bdlliun commenced. The people of both sec ions met in the border States. They knew each other better, and stood t eady to mediate, and try to stop the progress of •the insurrection ; but the attempt was of no avail, and the bor der states have thus far suffered most of any.— this bill assumed to take property and pass the title to the Government wi hoot sny proceedings. 'this he thought contrary to the express provision of the Constitution.— lie was willing to admit that property, found among us, belonging to the public enemy, might be condemned, but all agree that the seceded States are yet States in the Union. Therefore, citizens are entitiel to all the safe guards of the Constitution, and the loyal cid z,n must be protected in all their rights. It is 'testes to devise scenes to destroy slavery. Its doom is written in shots against Fort Sumter, and if the rebels are deter wined to effect its ruin, it is best to let them work out their own destruction. If the whole South condemned confiscation, and the word slave made a test of loyalty of the master, he would make no promises 'or the loyalty of the South. Let the war be prosecuted tilt the re uelliun is crushed, and it slavery is swept away in the struggle he would not care for the loss. Tae Senate then went into executive session, and adjourned.
