Gen. Lander died this afternoon at Pawpaw,
Western Virginia, from the debilitating effects
of his wound, received at Edwards' Ferry. Hie
body is on the way to this oity, where his
widow resides.
It is said to be clearly understood between
the allied powers, that a monarchy in Mexico
will result from the invasion of that country,
notwithstanding the assurances given to the
United States that they should not seek any
political object there.
It is believed they disposed of those assu
rances by riving that the monarchy will , be
established by the free choice of the Mexican
people, just as the Empire was established in
France by the tree choice of the French na
tion.

for the time being his office as Assistant Adju
tant General and Provost Judge of Alexandria,
in order to join Eleintsleman's division as Pro
vost Marshal.
The War department refesoi to transmit any
otters to the southern States.
Numerous passes have been given to women,
children and persons in ill health to return to
their friends alad families. Passes for bast
nese purposes or to persons merely desiring
to visitthe South and West are invariably re
fused.
Reports from every military depot received
during the past week, represent the troops as
being in a good condition, and that there pre
vails among them a vigorous and patriotic
spirit for action in the field.
Numerous applications by regiments and °fet
ters have been made to be released from duty in
guarding posts, and placed where they will
have an opportunity of meeting the enemy in
battle.
Major-General Hitchcock declines hie ap
pointment to that position, on the ground that
the bad health with which he hue been
suffering for several years will -Dot-- -
mit him to perform the duties of the field.--
His letter of declination utters strong
Union sentiments. His fervent desire that the
rebellion may be speedily overthrown, and his
confident belief that, this will soon take place,
and the authority of the Federal Government
everywhere be established. He expreseed great
admiration bf the brilliant achievements re
cently in the West, and of the military genius
which they manifest.

Dispatches were received at the Navy De
partment to day from Commodore Foote, en-
closing a report from Lieut. Given, in which
he sass he returned, to Cairo on the 25d, after
having gone up the Tennessee river in the gun
boat as high as Eastport, Alabama.
He is happy to state that he has met with
an increased union sentiment. in South Tennes
see and North Altbama—he saw a few. Missis
sippians in Sardin, McNary, Wayne and Deca
tur, and a portion of Hardimen, all of which
border upon the river.
The Union sentiment is strong, and those
who do not express themselves openly loyal,
are only prevented by their fears of the mili
tary tyranny and coercion which is practiced
by marirauding bands of guerilla companies of
cavalry.
learning that a large quantity of wheat and
flour was stored in Clifton, Tennessee, intended
of course to be shipped to the South, a large
portion of it having been bought for a lb* in
Memphis, on his way down be blinded thereand
took on board a thousand sacks and one hun
dred barrels of flour, and some 6,000 bushels of
wheat.
He also considered it his duty to take posses
sion of the above in order to prevent i 4 being
seized by the retiels, or dispersed in the rebel
country.
The glorious successes of our armies at Forts
Henry and Donelson, he says have been most
beneficial to the Union cause throughout
south and west Tennessee and Alabama.
The Union men can now begin to express
their loyal sentiments, without fear of being
mobbed, especially along the banks of the
river. He brought down, under arrest, a man
named Wm. P. Poole, who has been active in
opposing the Union men in his community,
He has warned the inhabitants of the dif
ferent towns along the banks of the river, that
he would make seoassioniste and their property
responsible for any outrages committed on the
Unionists in their communities, and had en
listed seventeen men and brought down a por
tion of the refugees.

In the Rouse of Lords, Earl Russell, in reply
to Lord Stanhope, stated that the British Gov
ernment had protested against the permanent
destruction of any of the harbors on the
Southern coast of America by the stone block
ade, end the United States Government bad
answered its protest by denying any snoh in
tention.

Slidell affair is understood to tlo £364,000.
It is understood that the address from the
French-i3hambers in answer to the speech of
the Emperor, will contain a mild rebuke to the
people for not listening to the conciliatory
propositions of France for the settlement of

A dispatch from Commodore Goldsborough
to Secretary Welles, dated United States Steam
er Philadelphia, off Roanoke Island, February
23d, says :
The reconnoitering party sent up to Chow
an's river- has returned ; it did not go up be
yond Winton—there the enemy, in considerable
force, opened a heavy fire upon the vessel in
advance, the Delaware, with a battery of artil
lery and musketry, which induced our force to
attack it in return, both by landing the 9th
New York Zouaves and with the guns of the
vessels that could be brought to bear. The
enemy soon took flight, and the houses he
occupied as quarters were burned. Not a man
on our side of either arm was injured.
MILWAITSIIM, Wis., March 1.
A destructive fire occurred here this morning
and destroyed the entire block known as the
Albany building.
Tne first floor was occupied by the American
Empress office, Leahey's gas fixture establish
ment, Bell's liquor store, Wisconsin seed store
and saloone—stock mostly saved. The second
story was occupied by the law offices of Finch,
Lynd & Miller, Brown & Ogden, Carey & Platt,
and several others—books and.papers saved.—
The large concert and opera hall covered the
third floor, which was entirely destroyed, to
gether with the scenery and stage fixtures. The
bis's on the building is estimated at $75,000
insured for $50,000. The other louses are not
known.

lIBPLEASANT INTERRUPTION. —While Jeff. Davis
was reading his rnaugural Address at Richmond
on Saturday, a telegraphic despatch announ
cing the fall of Nashville, interrupted the har
mony of the proceedings. It is supposed that
Davis immediately thereafter added the little
statement that "we have met with serious dis
asters," and that " the tide was against" the
rebellion. Perhaps, also, the rebel President's
- unusual outbursts of piety at the conclusion
of his harangue ' was wrung from him by his
Consciousness of deserving do countenance in
his sin.
