Trim—The committee appointed by the Le
gislature to proceed to Washington and confer
with the Finance Committee of Congress as to
the probable quota of tax to be imposed upon
this State, the payment of which could be as
sumed by the Legislature, failed, as was antici
pated, to gain any satisfactory information.
Consequently the Legislature can do nothing
until after Congress has passed a tax bill.
joint resolution was introduced into the Senate
on Wednesday providing for the adjournment
of the Legislature from the 21st of March to
the 17th of June. As there is really nothing
for this Legislature to do, after passing the
General Appropriation bill, but to enaot tax
laws, it is not improbable that this proposed
a djournment will take place.

MN DAY AND rrs ONBIRVANDE —(hand Mili
tary Parade.—Throughout the entire city to day
a bright blaze of pine patriotic sentiment was
discernable on the countenances of all who
reverence the memory of the immortal Wash •
ington, and who love justice, honor, and the
purity of our country's flag.
Tal MORNING
In accordance with the suggestion in last
evening's TIMEGRAPH, the day was ushered in
by the simultaneous ringing of the city bells,
including that at the Pennsylvania railroad
depot, and a number of those belonging to
manufacturing establishments, all, together,
producing a clangor that was cheerful to hear,
and whi:h awakened a lively spirit of patriot
ism among our citizens.
TRII DECORATIONS
That which could not fail to attract the eye
of the observer, was the great number of
American flags that decorated the streets of
the city. These were visible everywhere.
They waved from lofty flag-stafs—from ropes
suspended across streets, and from the windows
of private residences. Juveniles too, of both
sexes, went in strong on the bunting, and nearly
every one we met on the sideway waved a
" star spangled" piece of silk or cotton from
the end of a lath or piece of shingle, and felt
as proud of the minature national emblem, as
if she was the Goddess of Liberty, or he the Na
tion's Defender. It was emphatically a festival
of flags ; and as we gazed upon their bright
colors we involuntary recalled to our memory
the following beautiful poem of Bodmann
Drake, which no American citizen can read
without feeling inspired with a deeper love for
his country, and veneration of the memory of
its immortal founder, the great and good Wash
ington.
When Freedom from her mountain height
Unfurled her standard to the air,
She tore the azure robe of night,
And set the Stars of glory there
She mingled with its gorgeous dies
The milky baldric of the skies,
And strip d its pure eel- stint white,
With streakings from the morning light,
Then, from her mansion in the sun,
She called her eagle-bearer down,
And gave into his mighty hand
The symbol of her chosen land l
Majestic monarch of the cloud 1
Who rearest aloft thy regal form,
To hear the tempest trumping loud,
And see the lightning lances driven,
When strides the warrior of the storm,
And rolls the thunder-drum of heaven 1
Child of the sun 1 to thee 'tie given
To guard the banner of the free—
To hover in the sulphur smoke,
To ward away the battle-stroke,
And bid its blendiogs shine afar, •
Like rainbows on the cloud of war,
The harbinger of victory 1
Flag of the brave ! thy folds shall fly,
The sign of hope and triumph high
When speaks the signal trumpet's tone,
And the long line comes gleaming on,
Ere yet the life-blood, warm and wet,
Has dimmed the glistening bayonet—
Each soldier's eye shall brightly turn,
To where thy meteor glories burn,
And as his springing steps advance,
Catch war and vengeance from the glance,
And when the cannon's mouthing& loud
Heave in wild wreaths the battle shroud,
And gory sabres rise and fall.
Like shoots of flame on midnight pall!
Thereal I thy victor glances glow,
Vb
And wering foes shall fall beneath
Each gallant arm that strikes below
That lovely messenger of death
Flag of the seas! on ocean's wave,
Thy stars shall glitter o'er the brave.
When death, careering on the gale,
Sweeps darkly round the bellied sail,
And frighted waves rush wildly back
Before the broadside's reeling rack,
The dying wanderer of the sea
Shall look at once to heaven and thee,
And smile to see thy splendours fly,
In triumph o'er the closing eye.
Flag of the free heart's only home,
By angel hands to valour given!
Tby stars have 3the welkin dome,
And all thy.hues were born in heaven.
Forever float that standard sheet I
Where breathes the foe but falls before us,
With freedom's soil beneath our feet,
And freedom's banner streaming o'er us!
TEI lITIMITB
Throughout the day the sky was overcast
with clouds, threatening snow, yet the tempera
ture df the weather was pleasant, and a large
portion of our population were abroad in the
principal thoroughfares. Tte public offices,
banks, the principal stores, and some of the large
manutactoring establishments were closed ; and
the post office only remained open from 7
to 9 o'clock a. at. and from 1 to 4 r. x.
THS MILITARY PARADE
The most attractive feature of the day was
the grand military parade of all the troops at
Camp Curtin, numbering altogether abcint
twenty•seven hundred, the whole under the
command of Col. B. A. Meredith, acting Briga
dier General. They were nearly all uniformed
and armed and equipped, and accompanied by
several excellent bands of music.
The brigade formed at Camp Curtin at nine
o'clock, A. w., and after being reviewed by
Adjutant General Russell and other high mili
tary officials, entered North street by Ridge
Toad, and proceeded out North street to Front,
dos") Front to Washington avenue, out the
Avenue, to Second, up Second to Walnut, out
Walnut Fifth, down Fifth to Market, up
Market to :Third, up Third to Locust, out Lo
cust t o s econ , A l . , up Second to State and from
thence returned 1:1/ Camp. The troops presented
a remarkably fine ,opearance, and some of the
com p an i es marc h e d a , ( th the precision of regu
lars.
Altogether it was the °neat mili ta r y die '
play we have witnessed for si number of years.
Throughout the parade the bYlgstde was fol
lowed by a dense multitude of Wide on the
side-walks ; and in e very street through
which it paned the door-ways and windows
of the dwellings were Mod with the fair sex,
7 / ,' a nnoy smiles and waving handkerchiefs
betokened their patriotic feelings.
BORN BILL ILINCILNG.
Precisely as the Capital clock struck the hour
of twelve x. , and while the Brigade was still
moving, according to a p revises arrangement,
the bells of the city again rang out their loud
peals, making the streeta resound with their
cheerful chime, and borer wing the enthusiasm
of the occasion.
AB the Brigade passed the corner of Third
and Walnut street, it was i minted by.a tremen
dous report iiom one of ti re cannons captured
Pennsylvania Waite it elegrqh, Saturbap Afternoon, lebruary 22, 18 62
during the Mexican war, stationed on the pub
lic, ground in front of the State Arsenal, and
fired by some of the attaches of that establish
ment.
When the military arrived in State street,
Capt. Seymore's company of the bth U. S. Ar
tillery, detached itself from the right of the
brigade, and proceeded to the corner of Front
and State, where the guns of the company were
unlimbered and placed in regular battery post
tion for the purpose of firing a national salute,
which duty was performed with a regularity
and celerity that spoke volumes for the pro
ficiency of the firing squads. Indeed. the
fine appearance of this company was the sub
ject of general remark and admiration.
The salute terminated the military oesemo
nies of the day.
THE GAT Di THE GERMAN =DRY= CHIIRING
The members of the German Reformed con
gregation assembled in their church at 10
o'clock A. is., for the purpose of hearing their
pastor, Rev. Mr. Gene, read Washington's Fare
well Address: The pulpit was decorat.- d with a
handsome American flag, and the national an
them was played on the organ with fine effect.
After an impressive prayer by Rev. Mr. (kitten,
of the Old School Presbyterian church, the
choir sang the " Star Spangled Banner," io
which many of the congregation heartily Joined.
The Address was then read by Mr. Gans, and
was listened to with great interest by the large
and intelligent at,dience. The exercises con
cluded with prayer, the doxology and bene
diction.
A lad, eight or ten years
,of age, narrowly
esoaped being run over by one of the artillery
horses at the corner of Market street, as the bri
gade was passing along Front street.
We did not witness a solitary case of drunk.
enness on the street during the day, nor have
we heard of any arrests by the police for viola
tions of the peace—a result chiefly due to the
precautionary measures adopted by the Mayor
which prevented the indiscriminate sale of
liquors.
During the afternoon several of the volun
teer companies favored our citisens with inde
pendent parades through the city, and some of
them attracted much attention, for the soldierly
appearance of the men, and their proficiently in
the drill movement.
There will be no general illumination to
night, which we deeply regret, as it would
have been a fitting wind-up to the festivities of
the day. The only building to be 'laminated,
besides a few private residences, that we know
of at the time of writing, is the Truck House of
the Mount Vernon Hook and Ladder Company
in Locust street. The members of this com
pany deserve 'great credit for the patriotic
spirit manifested by them in this matter.
Altogether the observance of the day in our
was of the most gratifying character. It not
only bore unmistakable evidence of the love
and devotion of our citizens to the Union, and
their veneration of the memory of the Hine
trim's Washington, but it gave evidenee also
of their unfeigned gratitude to Divine Provi•
dance for faVorlng them 'With so great and
glorious a character to imitate, and that the
victory so lately achieved by our armies give
promise of perpetuity to that flag and country
tor which it may be said he devoted all the
energies of his tile.
