On motion of Mr. FISSENDII (Maine,) the
fortitination . bill was taken up.
Mr. FatiSINNDIN said he should (sill up the
Treasury' note bill to-morrow, and endeavor to
prole it to a speedy passage.
The amendment of the committee making
an appropriation of five hundred and fifty
thousand dollars for the haroors of Maine, in
Case of a.war being imminent with a mealtime
power, was cOubiuered.
Mr. 'lhxorr, (Cone.) was in favor of the
amendment but did not like its phraseology
as it suggested that there might be war
with any mailable power. He would strike
out the clause reading "imminent danger of
war with, any. maritime pourer, " so as to
leave the time of cunis.ructiog fortifica
tions to the judgment of the President. The
amendment was so modified and adopted:'
Mr. Nallllll, (Oregen,) offered an amend
ment to appropriate $lOO,OOO for the coustrno
don of a tort at, the mouth of the Columbia
river. He said there was not a fortification on
theiihole coast, and something of • the 'kind
was needed at the month of .the Columbia
river. We were finding new gold mines in
th region, and it was expected next year, to,
ship a iniltion dollars per week from the month
of that river: • • •
Mr. FACIENDZN, (Me.,) said this bill was en
tirelyfor repair of old fortifications and proposed
no new 'ones. If the amendment of the Sena
tor was modified, however, vs es to require the
fort to , be;censtructed if, in the judgment
of the ?redden; lit, was necessary, he would
not object.
The ataendatent waa ao modified and adopt
ed.
Mr. BHauteN (Ohio) - moved to strike out tip
whole, and insert instead thereof "tor repairs
to such fortifications as the public service may
roqiiiiie;•o'ne million dollars,. and fur the con
stttictioa of such new woks as the public ser
vice may require ; one million of dollars.";Re
jected._
. Mr. bnitastax (Ohio) moved, as a enlisdtute
forthe bill, to appropriate one million of dollars
for the repairs of the existing fortifications, and
two millions for works of defence on the north
ern frontier. In case of emergency he thought
that making large appropliations for fortifica
tions at' this time would only have a tendency
to provoke hostilities with lingland or France
when now we are at peace.
After a discussion a vote was taken on the
amendment, when it waa tound that no quertun
was present. Adjourned.
HOUSE OF REPRESENTATIVES.
The House resumed the consideration of the
the Seger election case. ' 4
Messrs. Idamman, Clurrawnsw, wIiALRt and
Maixday'spoke in favor of Mr. Seger.
'kr. Dawes (Mass.,) concluded the debate,.re
pljing to the remarks which were made in Mr.
Segar's behalf.
The vote was then taken, which resulted in
the House refusing to allow Mr. Seger to take
his seat.
The House agreed to the Senate's amendment
to the bill authorizing the construction of
twenty iron clad gunboats.
The Houle tout adjourned.
