WASHINGTON, Feb. 2
Notwithstanding the alarms and croakings
of some of the. foreign journals and letter
writers about the stone blockades, and other
sinister reports, the despatches received at the
State Department, are regarded as conclusive
of a complete restoration of the entiente cordiale
between ,the United States and Great. Britain,
and one of the best possible understanding of
the governments of France, Italy and . other
Continental States. Yesterday Secretary Sew
ard and Lord Lyons. exchanged congratula
lions on the adjustment of the Trent affair, in
a spirit similar to that which, in the same case,
animated Earl Russell and Minister Adams.
The Secretary of State on Friday directed the
release, from Fort Lafayette, of all the persons
taken from on , bowl of, rebel armed:vessels,
which order has been undoubtedly 'executed.
It is true, as hag been stated, that General
Wool, under instructions, asked General Huger
whether,if Smite, the pirate, were delivered to
him at. Norfolk, Celoriel Corcoran woald. be
restored to liberty and sent north. The answer,
in the negative, was on the ground of a differ
ence in rank auto the two persons. -
-Toe re-union at Secretary Seward's residence
on Friday embraced the largest. attendance of
members of the- diplomatic corps and their
families that has been witnessed at any similar
assemblage for a year past.` '
Washington society is cheerfully waiting only.
for Congress to establish a financial system for
the government, and for sunshine to dry up
the roads for military purposes.
Hon. Allred Ely, member of Congress from
New York, and late prisoner at Richmond, had
an interview with the President and Secretary
Seward yesterday, •and it. :has been determined
to place the rebel privateers, now in New
York and Philadelphia, upon a footing of pri
soners of war. An order has been issued re
moving them to military prisons, with a
view to their exchange for citizens of the
United States incarcetatedin the South. This
important Mid 'humane Militia on the part of
government, may result in the return of Cols.
Corcoran, Lee, Coggewell, Woodruff, - Wilcox,
Hodges, and the other officers now held as
hostages for these privateers.
A general exchange of all the ptisoners will
it is believed, speedily follow. The interview
of Mr. Ely in conjunction with several of hie
associatemembeis of the Housreef Representa
tives, was not only interesting but is described
as affecting. "
• Lieut. Edward Connelly -of :the 69th New
-York regiment and a prisoner .of war, - has. -ar
rived from Columbia, South Caroline and was
present at the interview with the President and
Secretary of State. He repot ts that the health,
of Col Corcoran and the other prisoners there
was geed.,
It is understood that the tax bill is now being
perfected in its details by the Committee on
Ways lend' Means. It proposes a moderate
rate of taxation :upon most of the articles of
necessity and- consumption; with higher rates
on distilled liquors and other ,articles of
luxury; on legaciea and 'probates; on pas
sengers by railroadd • and other conveyance;
on newspapers and telegraphic messages.—
From these sourpes taken. in connection with
the tariff on the imports, it is confidently ex
pected. after the most careful iniestigation,
that the , government will derive an annual
revenue,ot. at least one: lumdred and fifty mil
lion dollars. This. tax ;bill giye the United
States bouds a sure specie paying security.
The have also considered the gab
ject of a National banking law, -which will re
quire,the deposits of United States stock as
security, for the bank notes that are circulated
as currency. . • ;
The President in' conversation yesterday with
Representative Conway,- of Kamm, stated that
he appointed James H. Lane Brigadier General
with the exprms understanding that he was to
serve under General Hunter, and tbat General
lane had frequently declared his 'willingness to
-do so; that he,thePreeident, had, and has now,
the, trongest desire to:,oblige Gen. Lane, and
consequently he appointed a large , staff to
suit and gratify him ; that while he hoped
and expected an expedition somewhat to his
liking. would be sent forward under him, he
expected it to be dope by. an amicable ar
rangement with Gen. Hunter.
,He never in
tended and does not 'now intend that
it should be independent of Genetal Run
ter; `or` in any way whetever offensive
or dishonoring to him that Gen. Lane Must re
ceive his orders, from Gen. Huuter, , and the
President will be glad if Gen. Hunter, acting
within the range of his orders, and his sane pf
duty to the public, can give such orders as will
be satisfactory to Gen. Lane.

The National Zotlave Lodge of Free Masons,
celebrated St. John's day by a brilliant festival
last evening, inside the Fortress. A bountiful
suffer was partaken of, and the dancing and
music continued until a very late hour. In
consequence of the foggy and stormy weather,
no flag of truce was sent to Craney island to
day.
The Colonel of the Espennel Z inaves denies
positively the etatemente of the commander of
the Erricson, that the captain of the John
Trucks was sent forward by that officer, and
that he, the colonel, took command of the
vessel. • The John Trucks•and the Erriceon are
expected to leave for Annapolis to-morrow
morning.
Contrabands who • have recently come on
board the Young Rover, Rtatioued off York
river report that about fifteen hundred ti oops
are al Gloucester Point, and six or seven thou
sand at Yorktown.
An attack is constantly exppoted from Gen
eral Wool, in the rear of Yorktown.
The Constitution is to-day taking coal. Col.
Shepley who returned from W ishingron yes
terday morning, brought orders to snit as soon
as possible for Ship Island, her original desti
nation.
NOVEL MODE OF CARRYING THE Merl.—The
rebels, in the lower counties of Maryland, are
so closely watched by the Union troops, that
they find it difficult to communicate with their
friends in Virginia. Their last dodge is the
most novel which has yet been put into ope
ration:
A large kite is made, covered with silk, so
as to render it impervious to water. The tail
is formed by folding letters or newspapers to
gether, and tying them with a loop knot—
each letter, or perhaps two letters together,
forming a big. When the tail is as heavy as
the kite can conveniently bear up under, a
cord long enough to reach about two-thirds
of the way across the river is attached, and
the kite raised in the air. After the kite has
exhausted the string, or has reached a suffi
cient height, the cord is cat, and the concern,
gradually descending, is borne by the breezi to
the Virginia shore, where the b )bs are taken off
by those in waiting, and new ones for their
sympathizing friends in Maryland tied on in
their stead. With the first favorable wind,
back cornea the kite to the Maryland shore; and
vice versa. . .
Although mishaps- sometimes occur to the
mails by a sudden change of the wind wafting
it into the river, as a general thing the dodge
is successful. By this means, large numbers of
letters and northern newspapers find their way
into Vissinia.

incessant and heavy rains had prevailed . for fif
ty hours previously, and Sacramento City, for
the third time this winter, was in danger of be
ing completely inundated. The area of land
submerged is estimated at three million acres,
mostly arable, and a considerable p ortion fenced
and under cultivation. Nearly five thomand
cattle and sheep have, it is believed, been
sirowned during the minter. As a compensa
tion for these disasters, however, the unexam
pled storms and floods have washed the mining
regions where the earth was upinrned, Produc
ing great changeis, and rendering a large in
crease in the gold yield of the [riserr diggings
for the ensuing season highly. probable.
