Report of the . committee appointed by the Court of -Quarter Sessions of Dauphin county, to make distribution of county fund to the familie4 of the volunteers residing in Harris burg and, the, immediate vicinity, At the. commencement of the Southern Be bellion ; fn a meeting of the citizens of Mestrialiertegrpromptly resolved- thatt the Wei, lies of those who volunteered in defence' of our liberties, should be provided for as far as possible, until such time ,as the conspiracy should be crushed out, or the war fully in augurated, and the National Government should make ample provision for them by law. The meeting named a committeeof gentlemen, who immediately entered upon their duties, and advanced the means nacessary t. nutil the Common Council of Marrisburg, rasp inding to the wishes of the people, passed an ordinance, and by an uniform tax levied and collected, reimbursed them. A full statement of their receipts and expenditures np to that period, was published at the time. Oa the 16th of May, 1861, the Governor approved the act of the Legislature, which required the Commis sioners of Dauphin county to raise ten thou sand-dollars for the purpose abovenamed. By this act the Judges of the Court of Quarter Sessions were empowered to devise and carry out the proper means of distribution. At their reqnest, the gentlemen who ha I been entrust ed with the distribution of the city fundat tended a meeting of the court, and made a full exhibit of. their system of payments while acting on behalf of the city. This system that the approval of the court, who expressed. the desire that the same persons would agree to act as their agents for the distribution of the county funds so far as concerned this city and immediate vicinity. This request was acceded to, and our labors have been continued from that period until the 10th of January, inhtent, when they were terminated by the fund being exhausted. At a special meeting of the committee held January 17th 1862, Messrs. W. H. Kepner; R. F. Kelker and A. J. Herr, were appointed a committee to audit the account of the Secreta ry. This duty haa been performed, the account found to be perfectly correct, and a detailed statement showing the amount paid each indi vidual, certified by the auditing committee, and this account with the books. of tbe committee submitted to the Court. Here it might (by some) be considered that our duties had ended; but being a matter in Which the public.at Urge are interested, we have deemed it proper that they should be made fully acquainted with All that bas.been done, and.therefore present ithe annexed statement of weekly expendit*es, igttlilt few principal tuts. During the Month of Jrine 1861, the allOw, once made by the Court, to the toile of a volnn teer was two dollars per week, and to each child litifdr fourteen &ears of age, fifty cents per week. It was found that this rate of allowance, might exhaust the fund before the winter would , set in, and the Court, very judiciously, ordered that from and after July Ist 1861, a wife should receive but one, dollar and thirty-three cents, and each child as aleresald, but thirty-three cents per Week. This change prolonged the period of relief. No allowances were made to the families of commissioned officers. The lowest number,, at one time, upon the pay list, was twenty eight; 'the highest, one hundred and twenty-four. The highest number of children at any one time, one hundred and seventy Whole number of families relieved, two hun dretrand forty. In conclution the Committee desire to state that the principal duties devolved upon and were performed by the Secretary. Immediately upon an applica tion for relief, he visited the h - ouse of the ap plicant,ascertained the true condition of affairs, the number of children under fourteen years, and all facts necessary to a proper decision of the case. Upm this report the Committee acted. His faithfulness may be inferred from, the fuck that of the - two hundred and forty filie3 Ce lieved, - not dirt was placed upon the pay list without his personal supervision. He prepared and paid out to the recipients more than thir teen hundred and fifty checks, and more than one thousand three hundred payments in cash besides. The amount allowed him by the court for his services to the county in this matter, which it will be perceived is very moderate, constitutes the only item of'expense attending the entire distribution. BY TRIG. k FURTHER PARTICULARS Brilliant Charge, of Union Regiments The Rebels led by Zollieoffer and The Somerset correspondent of the Iftnes says that at seven o'clock on Sunday morning the enemy drove in the pickets of the Tenth Indiana Regiment, stationed at the forks of the road, eight miles from Somerset. The Tenth were drawn up into line and moved into the woods, where they were met by the enemy, six thousand strong, who instantly opened upon, them: Gen. Thomas immediately ordered up the 9th Ohio, 2d Minnesota and 4th Kentucky to the support of the 10th Indiana, the latter holding he rebels in check nearly half an hour before being reinforced. The Ist' and 2d Tenneusee ans were. ordered upon the right wing for the purpose of, outflanking, the enemy, Standard's and Whitman's batteries in the meantime shelling the enemy in the woods. After being engaged nearly twb hours; the 9th Ohio, 2d Minnesota and 4th Kentucky regiments made a desperate bayonet charge upon the enemy and drove them from the woods, completely routing and pursuing them to their entrenchments at the heat of the engagement. • Capt. Kinney ordered:, one section of his battery within sixty yards of the enemy's lines and opened a deadly fire upon them, which added greatly to the success of the day. Our advance arrived within sight of the rebel entrenchments one hour before dark and opened upon them willt shot and ,shell— Night closing lb put a stop to further 'demon strations. • • • -.• -= • .At daylight the :next morning a steamboat was observed ,transporting troops across the Cumberhind. Whitmore's battry of parrot guns were brought to bear on the 'boat - which in a few minutes afterwards was flames. ' The::Tenth Obis? and the Fourteenth Ohio were ordered forward by Gen. Thomas,. to ad vance on the enemy's breastworks. Moving up in line of battle and scaling the entrench ments, they found the camp.entirely. deserted, and everything standing as when.occupied by the enemy. The houses, tents, horses, mules, wagons, baggage," cannon, ammunition and fire arms" were found.' in perfect preservation. ASSISTANT SECRETARIES OF WAR Was/maw; Jan. 23. After the payment of a few of the companies of the 10th New York legion Col. Van Wyck, discovering that some , camp sharks were selling composition and galvanized watches, bad them arrested, and compelled the sellers to take back their watches and refund about five hun dred dollars to the men. .- A new fax bill is in the hands of a sub-oom mittee of the Committee of Ways and Means. Several weeks will probably elapse before the bill will be reported. The recently-issued regulations of the War Department results in surprising facilities for the transaction of public business, which is taken up and disposed of in the order in which it is presented. All the branches of this De partment are benefitted by the systematio ar rangements. The Senate to-day in executive session con firmed the nominations of Brigadier Generah3 Schoepf and Ord, :for meritorious service in the field; the former at Mill Spring, and the latter at Drainsville. The President has nominated for Assistant Secretaries of War, John Tucker of Philadelphia, and B. H. He said thattreaaon was the greatest of crimes. It involves the whole nation in its consequences; yet the men who are now engaged iu treason boldly confront honest Lull. There has been too much leniency shown. These men ought to be abhorred as the, vilest of culprits. Was not Benedict Arnold a traitor. Suppose that the Senator from-In • diana had been a member of the Continental Congress, and suppose that 'after Arnold had been detcted in his treason, the Senator had written such a letter to Arnold as he has now written to Jefferson Davis. In that day of parity and patriotism would he not have been expelled from the Senate ? Is Jeff Davis less a traitor than Arnold was ? -Was not Aaron Burr ineffably less a traitor than Jeff Davis ? Yet the Senate expelled Mr. Smith, of South Carolina, for having too inti mate relation with Aaron Burr. The Senator from Indiana avows that he has not - changed hie opinions and will not. If the Senator holds opinions opposed to coer cive measures to subdue the rebels, and will not vote for any measures to support the Gov ernment, he ought to have resigned his posi tion here ; but as he has not done that, it mast be the daty of the Senate to expel such a member. Thelist shows a total of 856 ves sels building, preparing or in commission, of which 702 are steamers, and comprises "81 line-of-battle ships, each mounting from 74 to 131 guns ; 22 vessels, each with an armament of from 60 to 70 gone ; 44 51-gun frigates, the whole, with the exception of about 10 of that number, being screw steamers ; 57 shim each mounting from 22 to 50 guns, and the majority of which have a tonnage as large as ships of the line; 29 screw corvettes, or frigates, each mounting 22 guns ; 817 screw and paddle wheel. steamers, each carrying less than 22 guns ; and 185 screw gunboats, each provided with two Armstrong guns." The fleet in American waters comprises 14 line-of-battle steamers; ranging from 51 to 100 guns; '7 from 20 to 50, and 14 smaller vessels ordered to join the same command. It is a duty we owe to the "fair women of America," who have been sitting in doors so long, making havelocks, and sags, and mittens. Let them come out and skate. The country's safe ! The women of America, and especially that portion of them who reside in this patriotic section of the confederacy, want the very thing. that skating alone sup plies.
