WASHLYCITON, Jan. 9.
Applicants for situations as Masters' Mates in
the navy, are required to accompany their
papers with recommendations from their last
employers. They must have seen three years
sea service, and not be over thirty years of age.
Acting Masters ale similarly appointed, with
the exception that they must not be over forty
years of age.
Treasury notes are 4 per cent. discount. Ex
change on New York per cent.
Tha depreciation of Treasury notes which
has been observed in Philadelphia and New
York, owing to the failure of Congress to ma
ture a financial plan for the country, is now felt
here in a corresponding degree.
Mrs. Greenhow, the violent secessionist and
spy, who has been in durance hero for some
time has been sent North.
Col. Pegram, the _Confederate commander,
who was taken prisoner is Western Virginia
last summer is here on parole. He is endeavor
ing to get himself exchanged tbr some Federal
prisoner of equal. rank now held by the rebels
at Richmond.
We have news from the lower Potomac that
there has been a fire among the rebels at Act
gala Creek. Tho depot and some adjacen
houses were burned. The rebels btill occupy
their batteries at this point.
The intelligence of the Federal victory near
Romney, in Western Virginia, is fully confirm
ed.
A. rebel lieutenant, who was just released
from prison here, boasts that he exchanged
$4OO in Confederate notes for $2OO of TJniced
States Treasury notes at a prominent banking
house. The fact'came out on his beingxobbed
of the United States money.
William T. Smithson, a well-known banker
in this city, has been arrested - on the charge
of holding illegal communication with the
rebels.

state that the rebel force under Jackson, had
been driven by the Union army, under General
Reynolds, from that vicinity to Bath, Morgan
county, where they attempted to make a stand.
but were finally repulsed and are now in full
retreat ou the road to Winchester.

FBISDBRICK, Jan. B.—There is no new move
ment here or up the river. It is believed that
Jackson has been joined by Generals Anderson
and Loring's brigades and gone to attack Gen.
Kelley. All eyes are now turned toward Rom
ney. Jackson's rebel force probably excoe&

Gen. Hamilton, of our Second Brigade, is re
covering from a severe billions attack.
Last uight was the coolest of the season here,
but the troops are all comfortable and make no
complaints of hardships.

tried at the late session of the Monroe county
court, which involved the value of two young
heifers worth about $2O. Two neighbors got
into a quarrel about the heifers, whieh ended
in one suing the other. Three days were con
sumed in hearing the case, about sixty witnesses
were examined,' and the court occupied one day
in summing up the case. The cost of the trial
amounted to about $6OO.
IT is reported that the British frigate Algiers
has been stationed off the Straits of Gibraltar to
prevent the passage of privateers.. The frigates
Liffey and Melpomene were to leave Gibraltar
on the 21st inst. for America.
THE English papers are still discussing the
Trent affair in a hopeful view—that the rebel
commissioners will be given up by the Cabinet
at Washington and a war thus averted.

to send from 6,000 to 7,000 men to - Mexico;
and 'that the Spanish squadron will sail' in

Bills were reported to promote the efficiency
of the dead letter office ; in 'favor of expelling
Senator Johnson, of PLE:ssouti ; to provide for a
Signal Department of the army ; for the organ
ization of staffs for divisions of the army ; to
increase the clerical force of the office of the
Adjutant General ; to regulate the compensa
tion of officers of the army.
Paitions were presentad tr at hoinceopathic
physicians and surgeons be employed in the
army, in relation to the appointment of chap
lains in the army, so as to allow Jewish chap
lain..
Mr. HALE, (N. H ,) presented the petition of
citizens of Pennsylvania, elating that whereas
great frauds have b en perpetrated on the
Treasury, by the appointment of Mr. Cum
wings, by Secretary Cameron, and the appoint
ment of Mr. Morgan, by Secretary Wells, we
therefore ask that a statute be enacted to pre
vent the appointment of persons without a
statute therefore.
Mr. HALE also introduced a bill to punish
frauds on the treasury.
The bill provides that any person obtaining
money fraudently, be punished by a floe to the
amouut ot money and imprisonment at hard
labor for not more than ten }ears ; if auy offi
cer of the government do it they shall be dis
charged and punished, and ever att,r be inel
ligilne to any office. Referred.

Mr. HALE, (N. 11.) moved to take up the bill

He asked Senators whether they approved of
the course of the Secretary of the Navy. The
latter was no doubt an limiest map, but he had

kind. If he attacked a small man then it was

and must not paralize public confidence. If

feuded. He said things of this kiud did more
to affect the credit ut the government than
anytbing else, and the Sboate tense( overlook
such things. Why should we entrust this of

amount of money when he had abused his
trust.
