Williams, of this city, has been appointed messenger in the United States Senate to Vice President Hamlin, with a salary of twelve hundred dollars. Tin CITY COMMON COUNCIL held its regular monthly meetiug at the Council Chamber in the Court House last Saturday evening. No businesk of general public interest was transact ed, the session being principally devoted.to the passage of a large number of money orders. Loss To A HARILISBIIRGER.—Mr. Geo. Kunkle, a former resident of this city, and well known throughout the country as the manager of the famous " Kunkle's Serenaders," is a heavy loser by the burning of the Richmond theatre. An estimate of the loss, by his agent, places it at $10,200, distributed as follows: A handsome wardrobe $5,000 ; expensive furniture $1,700 ; new scenery, $1,500 ; a number of valuable oil paintings, containing, among others, life-size portraits of Misses C. Cushman and Maggie Mitchell, and Messrs. Forest, Booth, Jefferson, Conner, and several others, $4OO ; stage pro perties, $5OO ; private papers and copy righted plays, $7OO ; and a drop curtain painted by S. C. Getz, cost $4OO. Mr. Kunkel left Richmond in July of last year, leaving an unexpired lease of four years on the house. His insurance for $lO,OOO expired in September last. MILITARY THEATRE. —ln General Auger's brigade the soldiers have erected a theatre forty by eighty feet. They have formed a stock company out of the members of their own bri gade, and, as they have two excellent bands in the brigade, the opening night will present a grand scene. It is thought that Susan Denin will assist at the opening. CO= THE STATE LEGISLATURE will meet here to morrow. The members axe pretty near all here, and the few still absent, will arrive by the evening trains. The Republican and Demo cratic members of the two Houses will meet in caucus this evening for the purpose of selecting candidates for speakers, clerks, and officers, to be elected to-morrow. =EI=I To Darner EXPLOSIVE COAL On.—Many dis asters being already occasioned from the use of explosive coal oil, the following receipt for as certaining whether or not the article is explo sive, may not be out of place : Pour a suAll quantity into a saucer, and bring a lighted match slowly down to it. If explosive, the oil will blaze and flash up almost like powder ; if not explosive, it will not burn at all. The lat ter only is safe for we. DROWNDED IN TIIE CANAL. — A few days ago the body of an unknown man was found in the canal at the Hog-pen locks, near Marietta. He was apparently twenty-five or thirty years of age, and was dressed in the uniform of a cavalry soldier, and had a sword attached to his side. On him was found a railroad pass and a furlough from - Col. Williams, to whose regi ment he no doubt belonged. From the appear ance of the body, it had been several weeks in the water. I=l ANOTHER. COUNTERFEIT.—Another new coun terfeit has been put in circulation. It purports to be the three dollar issue of the Central Bank of Troy, N. Y. The note is described as follows: Figure "3" on the upper left and right hand corner, Kriss Kingle in centre in a sleigh, on the top of a house ; State arms on the lower left corner ; plain medallion on the lower right corner, very poorly executed. These notes are entirely different from the genuine threes of this bank. TLIF BILL OF FAL - lE.-At the dinner of the Pennsylvania Eighty-third regiment, at Hall's Hill, on New Year's eve, the bill of fare con sisted of boned turkeys, roast turkeys, boiled hams, boil tongues, partridges, stewed oysters, chicken salads, putte bess, Charlotte Russe, sandwiches, ice creams, jellies, assorted cakes, oranges, alrnons, raisins, French kisses, bon bons, plenty of cigars, a few punches, a taste of Champagne, and, according to a German's re mark, "some oder little dings." THE DEBATING SOCIETY OF THE POTOMAC.-It is reported that several regiments on the Potomac are putting up commodious cabins for hold ing meetings for intellectual improvement during the winter evenings. We don't remember that history records any specta cle exactly like that—a huge army coolly resolving itself into a debating society in front of the enemy. Nothing, however, could be more cha , acteristic of the versatile Yankee na ture ; and we don't know but that, if the army be really going into winter quarters, tt is the best thing our boys could do with their even ings. THE CANALS.—The water was let out the Pennsylvania canal several days ago, and of course navigation has also ceased in its tribu taries, the Union and Tide water. The boatmen have had a long season, and in spite of its un propitious opening, altogether a very busy and remunerative one. The carrying trade through the Tide Water canal has been exceedingly bask during the autumn, and very heavy freights of coal came through the Pennsylvania canal to this place. The prospects for next season are promising. The spring business will probably open with unusual energy. 1=:1=1 TBE Riess,—The frost of the past few days has made desperate efforts to close the river, and has pretty nigh succeeded. The channel between the island and the Cumberland shore opposite Pine street is thoroughly closed, and with the continuance of the present " co ld term" it will not be long until the same may be said of the channel between the island and the shore on this side. We shall not be averse to a hard freeze for the coming week or two.— It is time to be looking after our ice crop—an important item to this city. We want one lux ury plenty and cheap, since the exigencies of war lay so heavy a duty upon coffee and tea. Snow.—The first snow of any consequence with which we have been visited this season fell last night, and this morning there was quite enough on the ground to admit of good sleighing. There were several sleighs out dur ing the day, and the "jingle" " jingle" of the merry bells had quite a pleasing } effect. CA_PT. P. BirsNne. WILSON has orders to march with his cavalry company to Camp Patterson, near Philadelphia, to-morrow. He will leave accordingly, and take with him as fine a body of men as ever enlisted in a just cause. The com pany will be attached is the regiment now re cruiting by Col. Butler Price. POLlCE.—Before the Mayor . —The only tenant, of the city Lock-up last night were the four soldiers of the 110th regiment, arrested a few days ago for drunkenness and disorderly con duct, and awaiting the requisition of their of ficers. Before the Consolidated Police.—James Brown was arrested for drunkenness and abusing his family. Sent to prison by Justice Beader. Wm. Frazier, said to be a soldier, but wear ing citizens dress, was found in the streets last Saturday night laboring under an attack of mania a potu. He was arrested, and sent to prison by Justice Beader. THE Ei6HTH OF JANCARY.—The anniversary of the battle of New Orleans will be duly cele brated next Wednesday evening by the Hope Fire Company of our city, who give their annual citizens dress ball on the occasion, in Brant's City Hall. The character of the previous an nual Terpischorean entertainments given under the auspices of the company, as well as the names of the managers who make the arrange ments on this occasion is a sure guarantee that the "Hop" of 1862 will be no discredit to the brilliant ones which have preceeded it. Long life, good music, nimble feet and unimpaired digestion to all partakers in the hospitality of the boys! Rtrmoann DEATH or LIEUT. COL. SITES. —A rumor prevailed in the city this morning that Lieut. Col. Wm. B. Sipes, of the 7th Pennsyl vania cavalry, (Col. Wynkoop,) died in Phila delphia yesterday, of typhoid fever. Lieut. Col. Sipes was, for several years, connected with the press of this city, and was publisher of the State Sentinel at the commencement of the re bellion, when he disposed of that establishment, and was elected Captain of the " State Capital Guards " of this city, with whom he sorved faithfully in the three month's campaign.- - Immediately upon his return to this city, he commenced recruiting for the cavalry regiment, of which he was Lieut. Colonel at the time o his rumored death. REDUCTION OF RENTS.—We understand that several of our landlords, in consequence of the "pressure of the times"' have consented to a reduction of their rents. This is highly credit able. We think it is the duty of land lords to do the best they can under the circum stances, during the present year and when this now distracted country is again in a prosperous condition, they can raise them again. Many of the families of our brave volunteers, who are lighting for our country's good, find themselves unable to pay very high rents, and as the prices of the common necessaries of life are high and opromises to be yet still higher, it is incumbent n all to do something towards aiding in crush ing down this rebellion—and landlords can do much in this way. Who else will follow in this good movement ? Goon SUGGESTIONS.—We deem it important at this time to publish a number of suggestions in regard to the prevention of fires, which we commend to the attention of housekeepers, tradesmen, manufacturers and others. They are as follows : Keep matches in metal boxes, and out of the reach of children. Wax matches are particularly dangerous, and should be kept out of the way of rats or mice. Be careful in making fires with shavings and other light kindling. Do not deposit coal or wood ashes in a wooden vessel, and be sure burning cinders are extinguished before they are deposited. Never put fire-wood upon the stove to dry. Never place ashes or a light under a stair-case. Fill fluid or camphene lamps only by daylight, and never near a fire or light. Do not leave a can dle burning upon the steps of a stairway. Never leave a candle burning on a bureau on a chest. Always be cautious in extinguishing matches and other lighters before throwing them away. Never throw a cigar stump upon the floor or into a spit-box containing saw-dust or trash, without being certain that it retains no fire. After blowing out a candle, never put it away on a shelf or anywhere else, until sure that the snuff has gone entirely out. A lighted candle ought not to be stuck up against a frame wall, or placed upon any portion of the wood work in a stable, manufactory, shop, or other place. Never enter a barn or a stable at night, with an uncovered light. Ostlers should never smoke pipes about stables. Never take an open light to examine a gas meter. Do not put gas or other lights, near curtains. Never take a light into a closet. Do not read in bed either by candle or lamp light. Place glass shades over gess lights in show windows, and do not crowd goods too close to them. No smoking should ever be permitted in ware-houses, especially where goods are packed or cotten is stored. The prin cipal register of a furnace should alway be fast ened open. Stovepipes should be at least four inches from wood-work, and well guarded by tin. Rags ought never to be stuffed into stove pipe holes. Opening in chimney-flues for stove pipes which are not used, ought always to be securely protected by metallic coverings. Never close up a place of business in the evening with out looking well to the extinguishment of lights and the proper security of the fires. When re tiring to bed at night, always see that there is no danger from your fires, and be sure that the lights are safe. This is the season of the year when fires are indispensable everywhere, and when the short days and long nights render it necessary to burn lights for many hours.tThe above suggestions if carefully followed, may be the means of preventing numerous fires, and thereby saving thousands of dollars' worth of property, as well as preserving many valuable , lives.
