ICE ON THE SUSQUEHENNA. —The river for the
past few days has been covered with ground ice,
and will doubtless be frozen over in the course
of a few days, should the present cold weather
continue.. • .
SANFOR.DANIA. —The "Three Legged Monster"
will flourish in the pantomime again to-night
at Sanford's Opera, 'Brant's Hall, and we advise
everybody fond of laughing to be on hand and
take a peep at the animal.

SOARLET FEVER. —This dreaded and fatal di
sease is prevailing to a eionsiderable extent in
some parts of the county. It not only attacks
children, but grown persons, and seems to in
crease in virulence with the increase of the cold
of winter.

THE LECTURE TO - NIGHT.—Prof. M'Coy will
positively deliver his celebrated lecture entitled
"an Historical Vindication of Temperance So
cieties," in the Fourth Street Bethel this (Mon
day) evening. Doors open at 6i o'clock,—
Tickets 15 cents—to be had at the principal
book stores, and at the door.
Men DOG Suor.—A dog belonging to a gen
tleman in Lower Paxton township became mad
one day last week, and was about to make his
escape from his owner's home. Fortunately his
movements were noticed by the family, and he
was immediately killed to prevent his doing
mischief. Did all owners of dogs act as promptly
under similar circumstances how much loss and
inconvenience might be avoided.
THE ATTENTION of teachers throughout the
county is directed to the following resolution,
passed at the recent session of the County In
stitute :
Resolved, That each teacher in the county be
quested to prepare himself or herself for an
active participation in the proceedings of the
next County Institute, by the preparation of
lectures, to be delivered, or original composi
tions or essays, to be read, and also the mode of
teaching the different branches in the school,
BENEFIT OF THE FRIENDSHIP FIRE COMPANY.-
Our citizens should not forget the benefit of the
"Friendship Fire Company," which comes oft
at Sanford's Opera, Brant's Hall, to-morrow
evening. A highly attractive, programme of
entertainment is up for the occasion ; including
the irresistably funny pantomine of the "three
legged monster, or the fighting tailor and shoe
maker," which alone is worth the price of ad
mission. The "Friendship" is a very desery
ing fire company, and we expect to see a rous
ing full house at the Hall to-morrow:nighti

HONOR TO WHOM HONOR IS DllE.—Early on
Saturday morning, LIEUT. DOCIDEAN arrived in
this city from Lancaster, with nine recruits en
route for Kentucky. He Was compelled to re
main in Harrisburg until Saturday evening, and
during the time stopped with his men at the
Farmer's Hotel, B. G. Peters, proprietor. Mr.
Peters refused to receive a cent for the enter
tainment of the soldiers, laaving, lodged, break
fasted and dined the entire number of recruits
gratuitously. . Such an act of hospitality is
worthy of being known, and therefore we pass
the name of Mr. Peters around.

SZATING.—The skating season in this vicinity
has now commenced in earnest, and the ponds
about the city are daily thronged with men and
boys indulging in this healthful and exhilerat
ing pastime. We spent a -few moments at
Dowding's pond at the lower end of the city
this morning, and found everybody enjoying
themselves at the topmost notch. The juve
niles; especially were in their glee, and many
of them "struck out" with the boldness of old
professionals, "or any other mau." We
witnessed some ludicrous falls, but "nobody was
hurt" seriously, and the fallen hopped to their
feet and went in more energetically than ever.
By the way, what has become of our "skating
club," formed under such favorable auspices
last winter? Have the male members all gone
to war, or is it possible that the ladies have
grown tired of indulging in this species of in
nocent sport and exercise ?

Pomas—Before the Mayor.—Two soldiers of
the 110th Pennsylvania Regiment, from Camp
Curtin, and a German from Berks county, were
arraigned yesterday morning charged with
drunkeness and disorderly conduct. The sol
diers were sent to Camp and the German direc
ted to leave the city forthwith.
Mary Locher—One of the frail eisterhoed;—
was up charged with stealing a pair of shoes
from a colored woman. The shoes were found
on Mary's feet, which was certainly good evi
dence of her guilt. She was sent to prison to
answer.
The city Lock-up was tenantless last night.
By the Consolidated Police—A party who res
ponded respectively to the names of John Mur
rel, Geo. Sweigart, Jacob Nor and James E.
Lint; were arrested charged with drunkeness
and disorderly conduct. Justice Beader cour
ted them all to prison.

FIREMAN'S Bsus,--The fireman are actively
engaged making preparations for their regular
annual balls which take place about these
days. Our jolly friends of the "Good Will"
enjoyed their "hop" a few weeks ago, and so well
did they dance into public favor on the occasion
that we shouldn't be at all surprised to see them
hang out their "card" for another Terpischore
an festival shortly. The "Washy" boys will
do the aimiable on the "light fantastic toe"
on the 22d of Fedruary—thy birth day of the
good and great man whose name the company
so honorably bears. The "Friendship," "Citi
zen" and "Blount Vernon" companies, we pre
sume, will also shortly send out "invites," for
their soiree dansante, whose annual recurrence
are hailed with so much satisfaction by our de
votees of- pleasure. The "hop" of our friends
of the "Hope" company comes off on the even
ing of the Bth of January, and from what we
can learn, the affair promises to excell in every
particular all the previous efforts of the corn-.

The following preamble and 4 resol utions were
adopted at the close of the Dauphin County
Teacher's Institute :
WHEREAS, This Institute has heard that death
has called from our midst our late friend and
fe:-
[ow-laborez-, Henry J. Hartman, of Lykens
township, yet we hope that the precious seed
sown by him in the harvest field of time may
produce rich fruit, which will be gathered and
garnered in eternity :
Resolved, That we deeply sympathize with
the relatives of our late brother, and hope that
He who promised to comfort those who mourn
may be near to them.
Resolved, That the thanks of this Institute be
tendered to Messrs. Bates and Row, of the School
Department, Professors Wickersham and Brooks
of the State Normal School, for their valuable
services ; to Messrs Bates, Brooks, Hay, Colder,
Robinson, Burns, Denlinger, Whitcom, for lec
tures, and to all the clergy of the city for aid
and interestmanifested in our proceedings.
Resolved, That we tender our thanks to Rev.
Mr. Colder for use of melodeon.
Resolved, That we tender our thanks to Misses
Woodward and Alexander, and the pupils of
the North Ward Female High School for favor
ing us with music on the night of the 24th
inst, and to Misses Lawrence and Vanhorn for
music cn the melodeon.
Resolved, That the Pennsylvania School Jour
nal is worthy of, and should receive the support
of every teacher.
Resolved. That County Institutes are among
the best means of improving teachers, and ad
vancing the cause of education.
Resolved. That District Institutes are indis
pensible, and no District should be without one.
Resolved. That the thanks of this Institute be
tendered our worthy President S.D. Ingram, for
his kindness and courtesy to the teachers in at
tendance. Also to the other officers for the
faithful discharge of their duties.
Resolved. That we tender our thanks to the
County Commissioners for the use of the Court
House in the evenings, and to the Directors of
the North Ward School District of this city for
the use of the Lancasterian building in which
to hold the sessions of the Institute.

An adjourned meeting of the Dauphin County
Teachers'. Association was held in the Court
House on Friday evening, Dec. 27. There was
a reasonable attendance of teachers, and the
proceedings were fraught with much interest.
Mr. Wm. J. Lawrence was called to the chair,
and Jno. F. Houston, Esq., and J. Fisher were
appointed vice presidents, and J. B. Ewing,
secretary.
The following resolutions and questions were
discussed.
Mr. Ingram—let. Should the teachers hold
ing the county certificate, granted before the
standarl was raised, be re-examined?
Mr. Ewing-2d. Resolved, That it is necessary
to awaken in the patrons of our schools,
by
every possible means, an increased interest
in teachers' associations.
Mr. Rockafellow-3d. That pupils should not
be required to study out of school hours.
Prof. Brooks-4. Should pupils be induced to
study by prizes ?
Mr. A. Hoffman-5. Should there be corpo
real punishment in the school-room?
Mx. Zimmerman-6. Resolved, That the teach
er exerts more influence over the child than the
parent.
Messrs. Laverty, Laross, Ingram, Prof. Brooks,
Beane, D. W. Miller, Engle, Ewing, and A. Hoff
man, took part in the various discussions.
The meeting was a pleasant one, and all who
participated in the discussions exhibited a very
fair degree of ability.
BEING Pox rx ORDER.—Owing to some defici
ency in the ventilating arrangements of the
newcity lock-up beneath the Court House it has
only been' used in a few instances by the po
lice authorities. The attention of the Common
Council was directed to this deficiency, which
body, after viewing the premises, appointed a
committee to confer with the County Commis
sioners on the subject, and the result has been,
that within the last few weeks several very im
portant alterations have been made in the in
terior arrangements of the lock-up, rendering
the establishment not only completely healthy,
so far as ventilation is concerned, but a warm
and comfortable abode for the unfortunate class
of the community who will become its transient
occupants.
DR. LUDWIG 31.BORINGER, one of the most
celebrated Opticians in this or any other country,
is now at the Jones' House, prepared either to
operate on the eye, or furnish glasses to those
whose sight is in a condition to need such opti
cal assistance. The spectacles which Dr. Hech
inger offers to the public are all manufactured
from the purest Brazilian crystal, and are su
perior, to any article in the spectacle line offered
by any other optician in the country. We
cheerfully recommend the public to Dr. Hech
inger. He can be found in his room at the
Jones' House at all hours of the day.
WE ARE PASSING AWAY.—The wick in the
lamp of time for 1861 is almost burned out, and
instead of peace and prosperity, rebellion rules
the day. A little while, and a true man steer
ing the ship of State will silence the rebellion
and arrive safe at the not distant harbor, and
then will arise from twenty millions of glad
hearts the exultant shout safe ! safe ! at last,
and if they do not purchase dry goods at Urich
