The following are the names of the Senators
who appeared in their seats to-day: Messrs. An

Harris, King, Lane, of Indiana, Lane, of Kan

eroy, Powell, Rice, Saulsbury, Simmons, Sum
ner, Ten Eyck, Thompson, Trumbull, Wade,

The following are those who did not appear
in the Senate Chamber :—Messrs. Breckinridge,

It will be remembered that Senators Baker
and Bringham died during the recess.
Assurances have been received here from
Kentucky, that Hon. John J. Crittenden will
be elected to the 11. S. Senate, to fill the vacan
cy created by the resignation of the traitor
Breckinridge.
Lieut. Russell, of the navy, the hero of the
gallant affair at Pensacola when the Judith was
burned, is here. He expresses the opinion that
the recent fight at that place could not have
been a decisive one.
The following.posts are designated as head
quarters of the several regiments of artillery at
which the Colonels, Adjutants and Sergeant-
Majors of each will be stationed.
First Artillery, Col. Dimmick, at Fort War
ren, Boston Harbor.
Second Artillery, Col. Morris, Fort McHenry,
Baltimore.
Third Artillery, Col. Yates, Fort Trumbull,
New London.
Fourth Artillery, Col. Merchant, at Fort
Washington, Md.
Fifth Artillery, Col. Brown, at Fort Pickens,
Pensacola.
The following are the names of the new fast
screw sloops, of war now being built for the U.
S. Navy :—Shenandoah, Saramend Candiqua,
Lachawana, Monongahela and Ticonderoga.
The names of the new naval side wheel steam- .
ers now being constructed are the Tioga, Gen
ease, Paul Jones, Conemaugh, Port Royal, Son
ora, and Cameron.
The screw steamers are each to carry three of
Dahlgreens largest eleven-inch guns, one of
which is to be a one hundred and fifty pound'
rifled gun.
The side wheel steamers are to carry each:
eighty pound rifled guns and a pivot gun.
It is believed that en-Senator Gwin, Calhoun, ,
Benham, and J. L. Brent, of California, will ,
soon , be released on giving their parole not to :
do any act against the authority of the Gov
ernment.

ANOTHER EXPEDITION FITTING
The Port Royal advices state that old Tat.,
nail's attack on the 26th ult., was not worthy
the name of a battle. He came with three or
four vessels near enough to fire a few shots
which did no damage, and immediately retired.
Tybee Island had not yet been occupied by ,
our` troops, hut each night a party was sent
from our vessels to light a fire and keep the
national colors flying from the light house.
It was understood that ~Beaufort would be
occupied on the 29th, by five thousand Federal
troops to prevent the rebels from taking. pos
session.
The preparations continue for the expedition
south, supposed to be against-Fernandina.
5,000 troops were to go under the escort of the
steamers Wabash, Dale, Pawnee, Mohican,
Seminole and six or seven other gun-boats.

Accounts received here by a flag of truce from
the rebel army at Columbus, By., represent
that the firing had ceased at Penswola on Sun
day last, Nov. 24th, and that up to Thursday
last, the 28th, all was quiet there. This was
sixdays after hostilities opened, the first gun
having been fired on the 224. No particulars
were given of the results.

WASHINGTON, Dec. 2
SENATE.
The committee appointed to wait on the Presi
dent reported that he would communicate his
message to Congress at noon , to-morrow. Ad
' owned.
On motion of Mr. LOTEJOY, (Ill.,) a resolution
was adopted, tendering the thanks of Congress
to Capt. Wilkes for his arrest of the traitors
Mason and Slidell.
On motion it was
Roodued, That John W. Bled, member from
Missouri, having taken up arms against the
United States, is hereby expelled from the
House and that the Governor of Missouri be no
tified of the fact.
A resolution was,unanimously passed declar
ing that as Jokmel Cochran had been confined
as a convicted, felon by the rebels, that the Pre
sident be requested to similarly confine James
M. Mason, now in custody , in Fort Warren.
Mr. Elam, (Mass.,) offered the following
Re/robed by the House of Representatives of the
'United &aka of America. First. That in behalf of
the people of 'these States we do again solemnly
declare that the war in which we are now en
gaged against the insurgent;bodies now in arms
against the Government, has for its object the
suppression of such rebellion and the le-estab
lishment of the rightful authority of the Nation
al Constitution and Laws over the entire ex
tent of our common country.
Second. That while we disclaim all power
under the Constitution to interfere by ordinary
legislation with the institutions of the several
States, yet the war now existing must be con
ducted according ; to the usages and rights of
military service, and that during its continu
ance the recognized authority of the maxim
that the safety of the State is the laigliest law
sub Ordinates the right of prope.rtyand dominates
over civil relations.
Third. That, therefore, we do honestly de
dare that in our judgment the President of the
United States as the Commander-in-Chief of our
army, and the officers in command under him,
have the right to emancipate all persons held
as slaves in any military district in a state of
insurrection against the National Government,
and that we respectfully advise that such order
of emancipation be issued wherever the same
will avail to weaken the power of the rebels in
arms or toatrengthen the military power of the
loyal forces.

On motion of Mr. STEVENS, (Pa.,) the further
consideration of the resolution was postponed
until to-rnorrow`week, in order that it may be
discussed and antendMents submitted. He was
in favor of the proposition, but desired modifi
cation.
Mr. CAMPM:Lk (Pa.,) gave notice that he
would call up the following resolution next
Tuesday week :
Resolved, That in legislating to meet the exi
gencies of the presentrebellion, Congress should
confiscate the property, slaves included, of all
rebels, and protect the property and rights un
der the constitution and laws of all loyal citi
zens.
Mr. &mars, (Pa.,) submitted the following
for future consideration:
Waxes, slavery has caused the present re
bellion in the United States ; and whereas,
there can be no solid and permanent peace and
union in this Bcpubtie so long as that institu
tion exists within it ; and whereas, slaves are
now used by the rebels 813 an essential means of
supporting and protecting the war; and where
as, by the law of nations it is our might to lib
erate the slaves of an enemy to weaken his pow
ers ; therefore,
Be it enacted by the Senate and House of Bepresen-
Wives of the Untied Staos of America= Congress as
sembled, That the President be requested to de
clare free and direct all our generals and officers
in command to order freedom to all slaves who
shall leave their masters, or shall aid in quelling
the rebellion.
Becoigl. And be it, further resolved, That the
United States pledge the faith of the nation to
make full and fair compensation to all loyal ci
tizens who me and shall remain active in sup
porting the Iltdon, for, all the lobs they may sus
tain by virtue of the resolution.
Mr. Amon, (N. Y.,) ; from the joint com-
mitttee, reported that they had waited on the
President and that he had desired them to state
that he would send his message to the House
to-morrow at 12 o'clock.
Mr. STKVENN (Pik.,) gave notice of his intention
to introduce a bill to repeal certain laws creat
ing Ports of entry.
Mr. ilicPmutsox, (Pa.,) offered a resolution,
which lies over, setting forth the want of a
more complete railroad, and instructing the
Committee on Military affairs to inquire in
to,the expediency of constructing an Air Line
Railroad from Gettysburg to Harrisburg, Pa.

Resolved, That the Secretary of War be re
quested, if not incompatible with the public
interest, to report to this House whether any;
and if any what measures haVe been taken to
ascertain who is responsible' for the disasterous
movement of our troops at Ball's Bluff.
Mr. OsaL, (N. Y.) submitted the following,
which was adopted:
Wnianss, Col. Alfred M. Wood, of the Four
teenth Regiment, New York State Militia, who
was wounded and taken prisoaer at the battle
of Bull Run, has now, by the rebel 'authorities,
been ordered to confukement in a felon's prison,
and by the same order is to be treated as prison
ers, convicts of : infamous crimes ; therefore,
Resolved, That the President of the 'United
States be respectfully requested to order John
.Slidell to the same character of prison and to the
same treatment until Col. Wood shall be treated
as the United States have used all prisoners
taken in battle.

Mr. BEnatousst, presented the constitution
which was formed by a convention of delegates
assembled in Grand Salt Lake City, Utah, in
March last, accompanied by a memorial asking
Congress to admit that territory into the Union
as a State on an , equal footing with the original

MOVEMENT OF TROOPS.
The steamship Relief has arrived here from
Hampton Roads. She landed five prisoners at
Fort Warren.
Company C of the corps of sappers and miners
number 130 men left via the Norwich route
this afternoon.
The 24th Pennsylvania regiment is Ordered to
leave on Wednesday. The transport Illinois is
shortly expected to embark the Maine 12th
regiment, and sail southward.
The Indians are again committing depreda
tions in Humboldt county. Several whites have
been murdered and shockingly mutilated.
Sandwich Islands dates have been received
to the 9th of November. Fifty-three whalers
had arrived at Honolulu. Their reports are
more favorable than last year. The average oil
for each ship being 778 barrels.
The steamer Orizibi, from Panama, has ar
rived.

COL. KERRIGAN OF NEW YORK, FOUND
GUILTY OF TREASON AND SENTENCED
TO BE SHOT.
It is reported that Colonel Kerrigan, late of
the Twenty-fifth New York regiment, has been
tried by court martial for treasun and sentenced
to be shot, and that his death warrant has been
signed by the President. Kerrigan is a member
of Congress from this city.
