Tuesday Afternoon, November 26, 166 MEETING OF CONGRESS On Monday next, the first regular session of the Thirty-seventh Congress will berconvened inVashington city. The organization of this body was effected at the extra session in July last,:sit . that the business of the country will not impeded by any of the delays incident to an organization, and if the House contains a qucirnin on Monday next, legislation will at once commence. All the states will be repre sented except seven, as follows :—South Caro lina, Georgia, Florida, Alabama, Mississippi, Louisiana and Arkansas. Of the southern states, Missouri, Kentucky and Maryland have elected full delegations. Frud Tennessee has elected her Congressmen, so has western Vir ginia,. and so will North Carolina. The ap proaching session of Congress is already invested with an interest far exceeding that of any of the former sessions of the same body, and we trust that as its deliberations progress, the coun try will not be disappointed in any of its anticipa tions of union and harmony so faras its proceed ings are concerned. We have but one cause, and that is,our country—but onehope, and that is its redemption from rebellion. If this cause and this hope receive their attention and ani mate their deliberations, the result of the ses sion of the coming Congress cannot be other wise than propitious for the country. Ttm Ss a-Trierrosons PRESS in the loyal states, that clung to the fortunes and attitudes of John Ci Breckinridge until they were forced from their friendship by the fear of a halter, are now tuning their lungs in the denunciation of the President for having appointed Hinton Rowan Helper Con Sta 44 t. , TfelperWrill, in the estimation of these dough faces, is the fact of his having compiled a book froth official sources, to show that slavery was a burden and a disgrace to the country—figures from the same source to prove that slavery was an expense and an exhaustion to those who per sist4d"in its maintenance. Because he done these things the ultra Breckinridge press of the north, forgetting that Helper was born in a slave State, forgetting that he lived where a true knoWledge of the attrocities of slavery could be attained, now denounce his appointment. The fact is that the same press which denounce the President for appointing men of the ability of Helper to positions of honor and trust, only wait for the propitious moment which they so fondly anticipate, of denouncing the President for attempting to suppress rebellion and refusing to recognize the southern rebel confederacy. THERE SEEMS TO BE A FATALITY about the of fice of Vice President of the United States.— Aaron Burr, the third Vice President, was a rank traitor and conspirator; John C. Calhoun, the sixth Vice President, was another virulent conspirator against our national life ; John Ty ler, ninth Vice President, and by an accident President, is now a zealous rebel ; and John C. Breckinridge, thirteenth 'Vice President, dares not show himself in Washington, for fear of the halter he so richly deserves as the most sneak ing traitor of them all. Will not some ingeni ous.speculator devote a little consideration to the cause of this singular circumstance, and ex plain why so many Presidents of the United States Senate . should be found in the black list of conspirators against the nation which has honored and trusted them ? O.4.PrAIN Wmass, who has become famous as the capturer of the two notorious and aristo cratic rebels, Mason and Slidell, is thus describ ed : He looks the pictureof a fine, grand old plucky naval officer. Six feet high, not too slender, not too old, his clothes neat, but not too trim in their fit, he walks and looks as an admiral, not so young and dashing as we picture Nelson, not so gray and one-legged as the old Ben How sort of retired English sea-captains, but half way between the two, just as an .American admiral and a gentleman should look. SASE ACT OE SECESSION was worthy of the cause. It was designed to revolve a Union State out of the Union, and was perpetrated at Cassville, Missouri. A portion of the deposed Legislature • assembled under the protection o: Price's army, but lacked a large number of having a quorum. The novel expedient was resorted to of allowing absent members to vote by proxy. In this way less than a quorum of a deposed Legislature seceded Missouri! In this Magnificent manner the rebels are now endeav oring to secure their rights. AMMUNITION FOR IND LA_NA.-All the powder and lead owned by the city of Louisville, con aisting of seven hundred and fifty kegs of the 'former and eight tons of the latter, have been transferred to the state of Indiana. It will be manufactured at the arsenal in Indianapolis in to cartridges, and sent back to the Indiana troops in Kentucky'. CONSERVATISM AND CONCILIATION There has always been a class of men in the world who are opposed to action, whether it be the action which looks to the achievement of great victories or that which aims at the pro motion of good by the dispensation of benefits to mankind. This class of men support their po sitions by claiming to be conservative, which, as they construe the term, implies a negative support of every cause, until such causes Kaye become successful by the efforts and actions of others, when the conservative is willing to yield, to share in the general honor and glory of such a triumph. The idea of approaching a wrong and attacking it as such, in the estimation of a conservative, is to create another wrong, so that on the maxim that two wrongs do not constitute a right, nothing, literally nothing is ever achieved by the practice of such a princi ple. But when the world is being startled with great events, and practical men are moving its masses with practical ideas and achievements, little dependance can be placed on those who allow themselves to be goVerned by a conserve *m which implies the fear of a conflict with wrdhg. And such are the implications of the conservatism of the present day. In the times we are gravely informed that it is impolite to demonstrate any wrong as such, and that in the settlement of a question which involves a right, it is better to compromise that right by concili ating the wrpng, than allow the twe opposites to come into open, fair and vigotous contest. If such a policy is to guide the destinies of this Republic, its end is easily forseen. If we are to give up our comprehension of the right that wrong may prevail, a contest of arms becomes a useless waste of life, the result of which either in vic tory or defeat must be the same on the energies and progress of the people. Therefore, in this contest, we do candidly think that the talk of conservatism, conciliation and of compromise, which is so profusely indulged in by a certain class of politicians in the loyal states, constitutes the most dangerous attacks which could possi bly be made upon the Union. The conserve• tistri which would attempt to, guide men about to engage in a great battle for a great principle, is the same groveling knaveishneSs which con trols cowards in all climes, and is as easily dis tinguishable in this contest as is the manly bravery which is supporting our cause. When it seeks, too, to stay a blow at the cane of all our embarrassments and heartburnings, it be comes as guilty of treason as are those who are criminally engaged in the subversion of the authority of the government—and those who could practice its dogmas are paracidei coequal with those who would destroy the hope of hu man progress throughout the world. The masses of the . people in the loyal states, are not unmindful of the rights which belong to the loyal men of the rebel states. They are not unwilling to vouchsafe to all such the pro tection of their lives and property guaranteed in the Constitution, bat a Constitution which has beem trampled into the dust in the south, and laws which are denied, cannot be i made to operate at once in such localities. If this were possible, the end of the rebellion would be reached. But as it is not, the suffering of our lovaLmen..must not.cloier• tine govcrnmentlrOrn using all and every means within its power for its own vindication and maintenance. If by such a policy any peculiar or local institution should perish, noi man who hilly loves hie country dare complain, as the cause thus to be achieved and promoted far exceeds in value'and sacredness all other interests involved and all other institutions at stake. This makes our contest an open question for the right or the wrong. If this government is to be sustained, all the elements which are conspiring for its overthrow must be entirely and absolutely ex tinguished. No other process will preserve it in power. A compromise at the expense of the right, will only re-assure and hereafter invigo rate the wrong, while the battle we are now figkting will be renewed as soon as that wrong . has gathered sufficient strength to raise its arm for another blow at the life and the liberty of the Federal Government. GENZE.Aff PArrsason's speech is going the; rounds of the same pet tory press which started in this struggle with the effort to embarrass the' government, and which was only arrested in its career of crime by the threats of indignant mobs, the fear of vigilant officials, or the pros: pect of a losstf public patronage. Our readers 'understand that this speech was made before a military company of Philadelphia a week or two since, and that the renowned head-shaver of loyal men and protector of the property of rebels, designed it to be a vindication of his deriliction by which the battle of Bull run was lost. We only allude to this speech now, to remind our readers that Patterson had ample time to fulminate its falsehoods, but that he waited until Gen. Scott was beyond his hearing —waited as the suspicion is now fair, until he imagined that the veteran Scott would be unable to answer him, and then amid the revel ry of a sumptuous repast, and after the fumes of wine had weakened the comprehension of his hearers, Gen. Patterson attempted the vindica tion of his character from high and serious char ges of military dereliction, based on prominent and notorious facts, sustained then and now by the voice of every man under his command who was not politically prejudiced in his favor. But the vindication and the false statements come too late. The infatf►y that has overtaken Patterson cannot be deepened by an after din ner speech. If Gen. Scott lives to read this bold effort at falsification, Gen. Patterson will die regretting that he ever gave it utter ance. IN HIS LAST PROCLAMATION, Harris, the rebel Governor of Tennessee, speaks of the foot of the invader polluting his State. That tern' is pret ty nearly worn ant by the official traitors of the South. It is their tread that pollutes the con secrated soil of the Republic, and there can be no peace and prosperity so long as they are tol erated. &camera , CAMERON has determined to con struct a new bridge over the Potomac river in the vicinity of Washington. He has also de termined to erect this new bridge so as to ac commodate a railroad track, by which the gov ernment and the people will be greatly bole fitted. Further Particulars of their Journey to Boston Scenes Attending their Committal to Furl Warren [From the New York Evening Po tof last night j A letter from our Boston correspondent, in the first edition of the Evening Post, announced the committal of Mason and Slidell to Fort Warren. We have since received full particu lars of the journey of the rebel commissioners and the scenes which attended their imprison ment. United States Marshal Murray boarded the steamer San Jacinto last Monday night off Highland light, with dispatches for Commodore Wilkes, ordering him to proceed at once to Fort Warren with the rebel commissioners Slidell and Mason, Who were on board the vessel. As soon as the dispatches were delivered, the Marshal was introduced to the prisoners, and the San Jacinto immediately headed for Boston. The passage was more prolonged than pleas ant. Old sailors say that there has not been such a gale for twenty years as has been blow ing off Cape Cod coast for the past ten days ; all night Monday and all day Tuesday the San Jacinto had a gale ahead, with a very rough sea, and made little, almost no progress; On Wednesday the vessel was found to be short of coal, and she was headed for Newport. She ar-• rived at midnight, and all the next day in tak ing in eighty tons of coal which was brought to her in lighters. On Thursday night at 12 o'clock, the San Ja cinto made sail and passed into Martha's Vine yard Sound. At 6a. m. Friday she was off Nantucket Shoals, the wind still blowing a ter rible gale, the sea very rough and a dense fog. The vessel put back to Holme's Hole, whrre she lay till 4 a. m. Saturday. Then she started again, made Cape Cod light at 5 p. in., and an chored abreast of Boston revolving light at 10 p. m. The sea broke over the vessel with al most every wave. On Sunday morning at 8 o'clock the San Jacinto anchored off Fort War- . ren. The rebel commissioners and their secretaries occupied the captain's cabin, and messed with him at table. When they first came on board the San Jacinto, Captain Wilkes made the fol lowing: "GENTLIMEN: I shall endeavor to make you as comfortable on board as my means will per mit. I wish to have it distinctly understood, however, that this is a vessel belonging to the government of the Unitei States. There must be no political talk on board." Acting upon this gentle hint, the commission ers refrained from political talk, and indeed said little or nothing. They responded to the in troduction of the Marshal with a simple nod, and had no conversation with him during the voyage from this city. :Slidell kept his room during most of the time. Occasionally he and Mason played a game of backgammon in the cabin. Eustace and McFarlane were frequently in the ward room,, and conversed freely with officers on general subjects. They behaved very well, but none of the persons on heard enjoyed the long and rough passage of one week between New York and Boston. At nine o'clock yesterday morning Commo dore Wilkes and Marshal Murray went from the vessel to Fort Warren, and arranged with the commandant, Colonel Dimmick, for the trans fer of the prisoners. A small steamer was sent out for their bagggae, which was brought to shore. At eleven oTtock the debarkation took place. Mason and Slidell came out of the cabin, and walked to the gangway, as a person who was on board says, the "most dilapidated lookino - roos ters", he ever saw. When Mason saw the fort his chin dropped . ; the legs of both commissiorbe, er&were decid.dly &laity as-they walked the . gangway. They bowed to the officers, and got on the tug with Lieutenant Fairfax and the Marshal, and steamed towards shore: The dock is a quarter of a mile from the fort, and when the party landed several officers were in waiting to receive the prisoners. After their "traps" were on shore the commissioners were escorted to the fort in the following Marshal Murray and Ambassador Slidell. Lieutenant Fairfax and Ambassador Mason. Police from thd Fort, in charge of the following "traps" belonging to the commissioners, which were con veyed in two carts: Six or eight trunks, six valises, several cases of brandies, wines and liquors, a dozen or more boxes of cigars, two casks (pints and quarts) of bot tled Scotch ale. The imposing procession wended its way to Fort Warren, and on arriving at the entrance the prisoners were introduced to Colonel Dim mick, who made the following "Gentlemen : I ani most happy to receive you in Fort Warren." The Marshall then informed the prisoners that it would be his duty to examine their bag gage, and requested them to give up their keys. A thorough search of their effects was made in their presence ' and no papers or dispatches of any sort were. found. Their keys and baggage were then delivered to the prisoners, who were shown to their quarters. Commodore Wilkes has not yet made his offi cial report of the capture of the rebel commis sioners. We shall not be surprised if the report should state that he authorized Lieutenant Fair fax not only to take the commissioners but also to seize the steamer Trent. It is certain that he sent engineers with Lieutenant Fairfax to I the Trent, for the purpose of taking charge of her. When the Lieutenant returned to the San Jacinto with his prisoners, he reported that there were many passengers on the Trent who were, undoubtedly anxious to proceed at once to England, and the Commodore concluded to let her go. It is not at all strange that no despatches or papers were found in the baggage of the rebel commissioners, If they took credentials with them, they were either in the Trent's mails, or on the persons of the ladies of the party. After committing the prisoners to the care of the commandant of the fort, the United States Marshal returned to this city by the Shore Line Railroad, and arrived at five o'clock this morning, Condition of East Tennessee THE 'UNION NEN HOPEFUL---THE PRESIDENTIAL om the Ciacionati Commercial, November 22.] We have very late and perfectly trustworthy information directirom East Tennessee, and in directly from other portions of the South. We shall not particularize the claims through which this information is received, but give our word that we know them to be worthy of the most absolute confidence. The Union men of East Tennessee were never more loyal and hopeful than now. They stand dauntless and incorruptible, and if there is any change they are becoming more ardent and con fideut in the good and great cause of national unity and free government which they regard as one and inseparable, now and forever. The secessionists whisper that their attempted revo lotiOn must end in a failure. In the late bridge burning three impor tant bridges in Tennessee and two in Georgia were entirely destroyed, and two others greatly damaged. The roads were in bad order before the bridges were burned, and the rolling stock is in bad condition. Is will be impossible for the road to be so far repaired as to permit the passage of trains in less than a tacmih.• The loyal East Ten nesseeans were hourly expecting a federal army to force its way through Cumberland Gap, and if a vigorous advance had been made there, the capture of Zollicoffer's army would have been absolutely certain. Not a man could have es caped. Zollicoffer's effective force in Kentucky has not at any time exceeded seven thousand men, and he cannot now muster six thousand. The number of rebel troops guarding the East Tennessee Railroad when the bridges were burn ed was less than eight hundred. If, after the battle of Wildcat, our troops bad pushed vigorously forkard, the loyal East Ten nesseeans would have taken possession of the railroad and held it for their own use instead of destroying it ; and they-would have taken a large amount of provisions and military stores collected at Knoxville and other points for the use of the rebel army. :The falling back of the Cumberland Gap expedition will have a most distressing effect. The sturdy loyalty of the East Tennesseeans appears in the returns of the recent Confederate election for. President and Vice President and members of Congress. In Roane county, where two thousand votes are usually given, less than three hundred and fifty were polled, John Bax ter, a submission Union man, (that is, one who is in favor of the Union, but looks upon the re bellion as an accomplished fact,) run for the Confederate Congress in Maynard's district, thinking the Unionists would support and elect him, rather than permit the election of an ultra secessionist. The Union men had about eight thousand, majority in the district, but refused to vote, and the secessionists had a very small, but nearly unanimous vote. In Knox county, where the Union men had three thousand two hundred votes, Baxter, the submissionist, re ceived but eighty. votes. The Union men would have nothing to do with the election, but treated it with contempt. In many places the polls were not opened, and in some whole counties not a vote was cast. The lines between the Union men and the secessionists are very sharply drawn. Every man knows whom he may trust and whom he must distrust. The devotion of the Union peo ple to the government is unalterable, and many touching woofs of it are given, We are told of men more than seventy years of age, acting as guides on the mountains in the night for those whom they knew to be the friends of the gov ernment. The women will not take money for any assistance they may render the Union men. Cases are mentioned in which poor women whose husbands are exiles, have with tears in their eyes +refused to touch gold offered and urged upon them for provisions furnished those who were laboring in the cause of the Union. BY TELEGIAPiI. Engagement at Pensacola NEWS FROM REBEL SOURCES Fort Pickens Opens on the Navy Yards The Niagara and Colorado Reported to be Damaged. BALTIMORE, Nov. 26. The Old Point boat has arrived. Passengers say that the Norfolk Day Book has a dispatch from Richmond to the effect that an engage ment is going on at Pensacola. Parties who read the paper say the Niagara and Colorado engaged fort Mcßea. It briskly returned and that the vessels were damaged and had to haul off. 'I hat Pickens was firing on the navy yard. This is the substance of the report. • One version of the affair at Pensacola says that on Friday Fort Pickens opened on the navy yard and Samna's, and that the Colorado and Niagara participated and had to be hauled off, being very much damaged. All comes through secession sources and must be received with due allowance. ANOTHER ACCOUNT, THE REBEL MUGU TAKING THE BON BABBNENT COOLY. —.— The Rebels lm to have Breached the Wails of Fort Pickens. TM TO WN OF WARRINGTON BURNED FORTRESS MONROE, NOV. 25. Fort Pickins opened fire on Bragg's forces on Saturday. The particulars are meagre and come in only through rebel sources. Gen. Bragg telegraphs than he is taking the bombardment coolly. The rebels claim to have breached the walls of Fort Pickins. The navy yard_was on fire three times but the flames were each time extinguished. The village of War rington. was burned by Colonel Brown's fire on the first day. BA:mamas, Nov. 26.—The secession reports say that the affair at Fort Pickens took place on the 19th. IMPORTANT FROM THE REBEL ARMY. STATEMENT OF A DESERTER Proclamation from the President de sired by the Rebels. WASHINGTON, Nov. 26. On Sunday night Gen. Elsey's Orderly, a young man named West, who had enlisted in Winchester, after the countersign had been giv en out, mounted the General's horse, and rode out of camp towards Fairfax. Giving the Reb el pickets the password nothing wrong was sus pected. He rode directly along the Little River turnpike through Fairfax until he came to Anandale. Here he found our pickets and was brought in to head-quarters, when, after telling his story, he was released and went home to his fa ther, who lives here. He thinks that the rebel strength does not exceed sixty thousand at Ma nassas and that they have but about one half their army on the Potomac. They lie west of Centreville towards Brentsville and Leesburg and over the Bull Run battle field. They have fifteen batteries of artillery, but no heavy Beige guns and four or five cavalry re giments. They have no entrenchments except trifling dirt works, all of which are in the rear of and at Centreville, and are really nothing but breastworks for riflemen. Beauregard is not there, but went, South, as was previously re ported. Gen. Johnston is in command. A large proportion of the troops are Virgin ians, and are armed with all kinds of guns, and hundreds are without any uniforms. But few of the cavalry haveunitorma orfull equipments Most of the men are well clothed in common homespun, which is very thin and weak, kilt they ha, e not sutlered yet from the cold. Their tents are so thin that they will not turn the rain, and so when it rains heavily it rams through. They have plenty of corn meal, flour and meat, but no coffee, sugar or salt. He says that many of the Virginia and Maryland troops would generally desert if they thought we would receive theta, and that a proclamation from President Lincoln that all would be received who left, would thim out their ranks. He says there walsome dissatisfaction in the South Carolina and Georgia troops after the taking of Beaufort, who wanted to go home, but now they are willing to stay, being assured that it is of no account and that the federals will soon be driven off. He says they offer our men when taken prisoners, the choice of enlisting with them or going to Richmond, and two of the New York men taken a few days ago from the foraging party enlisted. LATER FROM EUROPE. Arrival of the Steamer Bohemia& I= The steamer Bohemian, from Liverpool, has arrived, with dates to the 14th inst , and by" telegraph vut Londonderry to the 15th. LIVERPOOL, Nov. 14.---The sales of cotton for the week were 106,000 bales. The market closed quiet and unchanged for American de scriptions, but others have advanced The sales on Friday were 12,000 bales, closing firm. Breadstuffs were quiet and unchanged, excepting corn, which tending downward; Mixed 325®328 6d. Provisions dull. LONDON, Nov. 14.—Console for money 934 Q, 94. The steamer City of Baltimore was signalled off Liverpool on the 15th inst. SECOND DISPATCH Faaxos.—the Paris ifoniteur of the 14th con tains decrees nominating M. Fould as minister of finance, and M. DeLaroquelle, late minister of finance, to the post of Senator. The Afoniteur also publishes a letter from the Emperor to the minister, approving Id. Fould's financial programme and acknowledging that the budget should be confined within invariable limits. The Emperor says that the only efficacious means to attain this end is to resolutely abandon the faculty which appertains to me of opening fresh credits in the ab sence of the Chambers. lam determined to introduce changes and the Senators consul tees which will be presented to the Senate on the 2d of December nest, will contain this re solution and determine your budget and those of the different ministers by large sections. In re nouncing a right that equally appertained to the sovereigns over constitutional ones who nave preceeded me, may I do a useful thing towkrds insuring the right administration of the finan ces, faithful to my origin. I neither regard my prerogatives as a sacred deposit which cannot be touched nor as a heritage from my ancestors which must be transmitted intact to my son. Elected by my people and representing these interests, I:shall always abandon without regret every prerogative for the good of the public and I shall likewise preserve, unshaken,-in my hands, all the power which is indispensable fcr the tranquility and prosperity of the country. The Moniteur also publishes a letter from the the Emperor to K. Fould approving his pro gramme, and charging him with carrying out the same. The Aloniteur also publishes Mr. Fould's pro giamme which demonstrates the necessity for the suppression of extraordinary credits,— and examines the financial situation.— It shows that recourse has been had to credit under all its forms, and calculates that the deficit has reached-one thousand mil lion francs, and concludes by showing that the abandonment by the Emperor of his perogatives and the curtailment oPthearmarnents of France will calm the uneasiness of Europe and remove all pretext for hostile measures. Sram.—General Pam has been appointed military and political chief of the Spanish ex pedition to Mexico. Ausrarx.—The Imperial Rescript in reply to the address of the Crotian diet has been corn municated to theßeicharath. It expresses a regret that Crotia should have forgotten that when the Euperor granted her those constitutional institutions which circumstances rendered nec essary it was with the reservation that the uni ty of the monarchy might be maintained, far this reason continues the rescript, the Crotian Diet must now be dissolved. It will be re-assem bled hereafter on the basis of the diplomas of October and February. LATEST via LONDONDERRY Lonnow, Nov. 15.—Mr: Descombe the mem ber of Parliment from Farrsburg, London, is dead. A Madrid dispatch says that O'Donnelly is ill. A Banquet has been given at Madrid to Mi ramon. Capture of the Pirate Beauregard. Nsw Yomr„ Nov. 26. The steamship George Peabody, arrived from Key West, reports that the pirate Beauregard has been captured by the gun boat G. W. An slerson, ot Boston, with twenty-seven prisoners and one long pivot gun on the deck. The pirate was lying at Key West. THE PIRATE SIaITER NEW Yonx, Nov. 26. The bark Henry Trowbridge from the Bar bado, on the sth inst., reports that the British war steamers Barraconta and Cadmust were there. The commander of the former vessel reported that on the 27th ult., when 3 degrees south of the latitude of Burmude, he boarded the privateer Sumter. The comniander of Sumter informed the British officer who went aboard that he had sent in a challenge to the 'United States gun boat Crusader to come out and fight him, but the latter declined. It was not stated that the Sumter had been making any captures lately. ANOTBAR PIRATE HEARD FROM. Naw YORK, Nov. 26. The Schooner Maria Pike which arrived at this port this morning, reports on the 27th inst. when off Doubleheaded Shot Keys she saw an unknown bark captured by a small nassau built privateer. The bark Edward Everett from Matanzas for Boston in ballast was in company with the captured vessel. But she was not molested. The armed schooner Henry Johnson from Nas sau arrived at this port this morning. She his been . cruising about the West Indies for priva teers, but saw none. She heard of the Sallie being in a Cuban port, but could not find her. THE STEAMER CANADA OFF CAPE RACE. CAPE RACE, Nov. 26.
