SPECIAL PROCLAMATION BY
THE GOVERNOR.

llarrisburg, Sept. 18, 1861.
'1 he following "provisions in case any of the
militia' or volunteers shall be in actual service
at the tithe of the general election" are publish
ed for the benefit of those citizens of Pi.nusyl 7
Vallift to whom they may apply in connection
with the general election to be held on the sec,
and Tuesday of October, A. D. 1861 :
Whenever any of the citizens of this Com
monwealth qualified as hereinbefore provided;
shall be in any actual military Service in any
detachment of the militia or corps of Volunteers;
under a requisition from the President of the
United States, or by the authority of this coin!
monwealth, on the day of the general election;
as aforesaid, such citizens may exercise the
right of surf' i age at such places as may be apl
pointed by the commanding officer of the troop,
or company, to which they shall respectively
belong, as fully as if they were present at
the usuel place of election. Provided, 'That
no member of any such troop or company, shall
be permitted to vote at the. place' sii• appointed,,!
if at the time of such election be shall be with
in ten miles of the place at which he would be
entitled to vote, if not in service as aforesaid.
The proceedings for conducting such eleetionS
shall be as far as practicable, in all respects the
same as are herein directed in the case of gen- 1
eral elections, except that the captain or corn!
mantling officer of each company or tioop shallt
act as judge, and that the first lieutenant or of- 1
fiver second in command, shall act as inspector,.
at such election, so far as shall relate to such!
company or troop ; and in case of the neglect'
or refusal of such officers, or either of them, to
serve in such capacity, the officer or officers next!
in command, in such company or troop, shall!
act as judge or inspector as the case May 'be.
The officer authorized to perform the duties!
of judge, shall administer the proper oath or
affirmation to the officer who shall act as in-!
specter, and as soon as such officer shall have!
been sworn or affirmed, he shall administer the!
proper oath or affirmation to the officer whose!
duty it shall be to act as judge, and such officer!
acting as judge shall appoint two persons to act:
as clerks, and shall administer to them the
proper oaths or affirmations.
The several officers authorized to conduct!
such elections shall take the like oaths or affix ,
mations, shall have:the like powers, and they,
as well as other persons who may attend, vote,
or offfir to vote, at such election,-shall pie sub=
jeer to the like penalties and restrictions as ate
declared or provided- in this act, in the case of
elections by the citizens at their usual places of
election:
Within three days after such election, the
judges thereof shall respectively transmit !
through the nearest post office, a return thereof
together with the tickets, tally lists of voters, to
the prothonotary of the county in which such
electors would • have voted, if not in• military
service. And the said judges shall transmit
another return of such election to the -com
manding officer of the regiment or battallion,
as the case may be, who shall make a general
return under his hand and seal, of the votes of
all the companies or 'troops under his command
and than transmit the -same through the near
est post office to the secretary of the common
wealth.
,It shall be the• duty of the prothonotary of
the county, to whom such returns shall be - made,
to deliver to the return judges of the same
county, a copy certified under his hand and seal,
of the return of votes so transmitted to him by'
the judges of the election in the companies or
troops aforesaid.
The return judges of the proper county or
counties i in which . the volunteers or militia
'men aforesaid may have resided at the time of
:being called into actual service as , aforesaid,
shall meet on the second Tuesday in November
next after •the election. And when two or
more counties are connected in the election,
the meeting of the judges from each county
shall be postponed in such case until the Fri
day following the said second Tuesday in No
vember..
The return judges so met, shall include in
their enumeration the votes so returned, and
thereupon shall proceed in all respects in the
like manner SS is provided- this - act, in cases
where all the votes shall have been given at
the usual place of election.

LOUISVILLE, Sept. 28
Hon. Horace Maynard, of Tennessee, is at
Frankfort. Agents are now stationed along the
Ohio river to prevent the smuggling of arms
into Kentucky.
The Bulletin says five hundred troops from
Terre Haute, Ind., had gone up Green river,
Kentucky, and taken possession of locks No. I
and 3. One shot was fired at them and the fire
was returned, killing their assailant.
Many Union families have fled to Evansville
from the Green river country. A regiment of
cavalry from Ohio has gone into camp near
Covington, on the Lexington pike.
Cynthiana, Ky. , is occupied by Federal troops,
and national flags were thrown to the breeze
from the Louisville Hotel and the Galt House
to-clay. Seventeen secessionists, among them
James B. Clay and Col. F. C. Harris, of Madison,
Ky., were brought to Louisville this aftei noon
and committed. A writ of habeas corpus in
Clay's case has been issued, returnable before
Judge Catron on Monday. Denson Ormsly, a
lawyer of this city, was arrested, but discharged
on taking the oath of allegiance.
It is reported that some of Buckner's men at
tacked the Union camp on Mud river, forty
miles from Bowling Green, under Col. Hawkins.
The confederates were badly whipped, the Union
men coming to Hawkins aid from all directions
with shot-guns and. Kentucky rifles.

WASHINGTON, Sept.. 2
It is conclusively ascertained that the rebels
have batteries erected at all important points
on the Virginia side of the Potomac, from
Acquia Creek to the Owoquan.
All is quiet here to-day, and also on the other
side of the river.
A large Union meeting is going on to-day. in
Anne Arundel county, Maryland.
Secretary Chase has gone to. New York and
Boston to make further arrangements about the
new lOan.
Efforts are being made for the release of
Mayor Brown, of Baltimore from Fort Lafay
otio, eh. I. little doubt that he will be re
leased
The Baltimore Evening Star, heretofore inclin
ed to secessionism, has come out decidedly for
the Union.

We were yesterday informed by the captain
of a coal schooner, who had just arrived, that

tomac, and being a short distance below Free

midst of a battle between the United States
war steamers and a lot of rebels on shore.
He stated that the shells were flying so thick
and fast about him, that he deemed it prudent
to get out of the way as fast as possible. He is
Confident that he saw one of the steamers in a
sinking condition.
On Wednesday night while the propeller

'shot from the Delaware passed through her
hull, and caused her to sink almost immediate
ly. The crew was all saved.
The Reliance came up to the navy yard, on
Thursday morning, from the lower Potomac,
bringing with her a Lieutenant of the rebel
army, who had deserted, and by means of a
jaft succeeded in reaching a schooner near
Evansport.
He reports that there are heavy batteries con
cealed by the brush, along the - river, one of
Which is at Cockpit Point. From ten to fif
teen thousand troops are stationed . along the
Potomac, among whom there is great dissatis
faction.
Several contrabands„ lately picked up and
also brought up by the Reliance, -make similar
statements, and say that the rebels were busy

another boat, to point out the precise localities
of the rebel batteries.
The flag ship Yankee, Corn. Gillis, which has
been cruising off Point Look Ont, camp up to
the navy yard yesterday. To avoid the rebel
batteries, on Thursday night she put out het
ights, and bugged the Maryland shore.

The Rebels Preparing to Make a
Stand at Lexington.
A messenger from Linn creek last night says
that the rebel depredations and plunderings
continue uninterrupted there, and that every
thing in the place has been carried of. It is
reported that the secessionists are stealing the
negroes of Unionists. Senators Miles and Ver
non and Rev. Mr. Atnst, a Methodist, are
among the leading spirits.
Genl. Pope and his staff are here and Col.
L. Mulligan and his officers, it is runaored, will
arrive to-morrow. all intelligence is kept very
close since the arrival of Gen'l. Fremont, who
goes to camp with his staff and numerous reti
nues to : morrow. When he will leave here is
uncertain, probably not before Tuesday or Wed
nesday of next week. He was serenaded last
1 night. A spy who attempted to escape from
the city on an up train this evening was ar
rested. The opinion seems to be gaining
ground that the rebels intend to remain at
Lexington for some time and prepare for a good
engagement there.
Many persons say if Fremont is energetic and
rapid in his movements that he can cut off
Price's chances of escape and obtain a brilliant
victory. .
KENTUCKY LEGISLATURE
The Senate Committee report the arrest of
Messrs. Ewing, Silvertooth and Irvan, members
of the Legislature as illegal and unwarrantable,
and have procured their release. The thanks
of the General Assembly were voted to Ohio,
Indiana and Illinois for their aid in arresting
the.invasion of Kentucky.
