they may be distinguished from other business
letters. No proposals will be considered except
-from proprietors of marine engine building ea
tablit-hment and the reputation of those which
have constructed successful machinery of this
character will have the weight to which it is
entitled. Establishments not known to the
Navy Department as builders of marine engines
will, if they propose, be required to furnish sat:
isfactory evidence of their experience and ability.
Parties desiring to make bona fide propositions
will receive, on application to the Bateau, a
copy of the Specifications of the work to be
done, and of the Contract under the picirisioni
of which they will be required to execute it.
Drawings can be seen at the office of the En
gineer-in -Chief, and, if convenient, photcgra
phic copies of the same will be sent with the
specifications.
The propusals must be for the machinery of
each vessel separately, with a statement.
Ist. Of the number of vessels for which the
bidders desire to construct macninery, leaving
to the Department the right of selection. This
is preferrt.d, though a bid for a special yes,'
will be considexed.
2. Of the sum for each vessel by name tor
which the entire work will be completed agree
ably to the specificAtions, drawings and son
tracts.
3. Of the number of consecutive days from
date of notification of acceptance of contract
within which the bidder will contract to 'com
plete the machinery on board and ready for sea
service, provided the - vessel be placed at his
command within a certain number of consecu
tive days from the date of said notification,
which number he will state in the proposal.
4. The bidder will state, in the event of the
vessel not being placed at his command within
the stipulated time from the date of notification
of acceptance of contract, the number of con
secutive days within which he will contract to
camplete the machinery on board ready for sea
service from the date he shall be notified that
the vessel is at hie command.
The "Osumi" and the "ROUSATON/0" arh, to
have fixed screws. The "Ana Macs" and
the "Jtatitat" am to have hoist`up screws.
The payments will be made at four different
intervals as the *ark prograssat---orwilith of
the total amount at each payment, the last fifth
being reserved for four months after the trial
trip in order to make good any defects that
may be discovered during that time.
An ample guarantee will be inserted in the
contract tor the successful fulfilment of all its
conditions, and a forfeiture will be required for
delay in completion.
No proposal can be considered unless accom
panied by a written guarantee, signed by two
responsible persons, to the effect that they un
dertake the bidder shall, if his offer be accepted,
enter into contract with good and sufficient
sureties for its completion.
Two or more sureties in a sum equal to the
amount of the contract will be required to sign
it, and their responsibility must be certified by
a United States District Judge, District Attor
ney, Collector or Navy Agent.
Bidders whose proposals shall be accepted,
and none others, will be notified, and as early
as practicable a contract will be transmitted to
them, dated two days after the notification.
The Department reserves the right to accept
the propositions made in confonnity with the
conditions prescribed which Shall be considerid
most to the interest of the' government, and
combine the greatest number of advantages,
and to reject any or all of them, at its option.

Disturbance at Cumberland, Md,
Destruction of Another Rebel News
Attempt to Threw a Railroad Train off
Last evening, while Gov. Thomas was ad
dressing a crowd in front of a lotel at Cumber
land, some secessionists raised a disturtalute,
which resulted in their being . driven howe,s4
the destruction of the Aiteckinum office, a sebeal
slob newspaper.
This morning's train bound west, which had
Gov. Thomas aboard, when about eight miles
this ride of Cumberland, came sudden y on
several cross ties thrown amass the track, and
at the same time a large number of armed men
-were seen rapidly descending a neighboring hill.
The engineer increased the speed of the loco
motive, and succeeded in throwing the ties off
of . the track with but little damage to the en
gine. Several shots were fierdat the train, but
without effect. The design was evidently to
take Gov. Thomas prisoner.
RIOT AT NEW FAIRFAX, CONN,
RAISING OF A PEACE FLAG.
TWO LIEN SERIOUSLY WOUNDED
At the raising of a peace flag at New Fairfax
to-day about four hundred were present, and
an attempt to run up the stars and stripes suc
veasfully resisted and resulted in a fight.
Two peace men, Wildman and Gorham, were
seriously wounded. One it is thought fatally
Shovels, piokaxes, clubs and stones were freely
used but no fire arms. But about seventy
Unionists were present. The peace flag is flying
amidst great excitement.
The two men wounded in the disturbance are
still alive. There were only about 300• people
at the meeting. The peace flag is still flying.
No fighting was anticipated. The police have
made no arrests.
INDUCING U. S. OFEWINS TO JOIN THE
August Douglass, the man ameeted at the
St. Louis Hotel, on the charge of a high misde
meanor in endeavoring to induce an officer in
the service of the United States to desert and
take part with the rebels, had a hearing on a
writ of habeas corpus.
Mayor Henry, who committed the prisoner for
trial, required $6,000 bail, and the .object- of
the writ was to decrease the bail.
Under the Act of Assembly, the prisoner if
convicted, is liable to an imprisonment not to
exceed ten years, and a fine not to exceed
$6,000.

The steamer Quaker City has been purchased
by the government, an d after undergoing re
pairs at Old Point will resume her position off
the Capes.
The sloop-of-war Savannah is at Newport
Nowa blockading the mouth.of James river.—
The steamer Pembroke has arrived from Boston
and will at once take part in the blockade.
The twenty-three rebel prisoners arrived from
Baltimore will not be sent to Norfolk under a
flag of truce before Tuesday.
EXCITMENT AT WILMINGTON, DEL.
WILMINGTON, Del., Aug. 24.
There is much excitement in the citm owing
to the office of the Gantree, a secession Joulnd,
being threatened with destruction, oning,to
frequent and long continued strictnrea on the
first Delaware regiment, and in opposition to
the course pursued by the Government in the
maintenance of the Union. The Mayor and
Police are on the ground. The Mayor has har
angued the crowd with but little effect.
WAR MEETING AT CAMDEN, MAINE.

An enthusiastic meeting was held,here yea
terday, of people in favor of a vigorous prose
cation of the war. Strong speeches were =made
both by prominent Democrats' and .Beigibucana
to over 8,000 persons who had aastunbied.
