Mr. .fineon.ax, from the Committee on the Judiciary, reported a - substitute for the Senate bill to confiscate the property used for I insurrectionary purposes. The substitute was rejected, and Mr. BINGHAM, (Ohio,) offered an amendment to the bill, sub jecting all property employed in resistance to the laws of the 'United States to capture, wher ever tbund, and that it is the duty of the Presi dent to cause the same to be wind, confiscated and condemned. He explained that the Senate bill applied to all insurrections, while his amendment restricted the provisions of the bill to the present insurrection. That part of the bill to discharge slaves who aro engaged in aiding orpromoting insurrection, gave rise to debate. Mr. Itsamix's substitute was rejected. On motion of Mr. Paso=cox the bill was re committed to the committee on the Judiciary— yeas 69, nays' 48. Mr. STAMM, from the committee of Confer ence, made a report on the disagreeing votes of the two Houses on the tariff and direct tax bill. The report of the Committee of Conference was concurred in—yeas 89, nays 89. Idr.Burcatem, from the Judiciary Committee, reported a bill to punish certain crimes. It proposes that recruiting in any State or territory for service in armed hostility against the United States be considered a high misdemeanor, pun ishable with a fine of from two to thou sand dollars, and imprisonment from one to five years. It punishes similarly, but note to such an extent, those who thus enlist, and those who by words written, or publication, encourage such enlistments. • Passed.
