assistant Secretary of the 'Nevi. The report
was agreed tor and the bill passed. Also the
report of the Committee of Conference on the
bill increasing the Medical corps of the Navy.
The report was agreed to and the bill stands
passed.
Mr. Melnik (14; Y.) from the Committee of
the Judiciary, reported a bill for the suppression
of the sale of intoxicating liquors Jo the Dis
trict of Otelutribla The bill - provides that no
person shall mill intoxicating liquors to the
soldiers of the United States under a penalty of
twenty-five &gars for each offence. The bill .
was paned.
Mr. UNITIZE; from the Committee on the
Judiciary; ieported a bill requiring the oath of
allegiance to be admirdstered to all persona em
ployed by the Government. Passed.
Mr. Wilson, from the Committee on Military
/adze, reported back the bill for the purchase
of arms, ordnance and ordnance sores, making
an appropriation 0f51,000,060. Passed.
Mr. SAULSBFILT, (Del.,) offered a resolution
requesting the, Secretary of War to inform the
Senate whether any arms have been. sent to
the State of Delaware since the first of July,
and if so how many, and what for. laid over.
Mr. Tanxson, (ill.; front the Committee on
the Judieiary, reputed back the memorials of
the PolioelConimissioners of:Baltimore, ;wan
ed in Fort-.lilcHenry; :also the memorials of
the Mayor sind.Conirtion Councils of Baltimore,
with a restaution that the Committee - be dis
charged. •

Mr. Twins . thought it was not in order to
make such a motion as that of the Senator from
Mr. Fxseximmt moved to lay the whole sub_
ject on the table, but Modified it so as to post
pone until to-morrow. Agreed to.
The tariff bill was taken up, the question be
ing on the amendment providing for a tax of 6
per cent. on all incomes over, $1 ; ,000, except on
incomes derived from government securities,
which were taxed by 24 per cent., which was
agreed W.
Mr. SAULTBURY moved to strike out the tax of
four cents per pound on coffee. Lost.
Mr. Susumu (Miss.) moved to strike out the
portion Increasing duties ou the pretent tariff
ten per cent. ; contending that it would make the
duty prohibitory, and in fact produce lesa re
venue.
After some discussion Mr. SUMNER'S motion
was disagreed to—yeas 7, nays 29. The bill
was further considered and the amendments of
the Committee of Finance were adopted.

passage of the .bill for the purchase of arms,
ordnance and ordnance stores, and by common
t the hill was taken up and passed.

On the passage of the bill, not a quorum vot
ing, Mr. FISBUDIN said he had no complaint to
make of the opposition, but the fault was on
our own side. Senators had, gone away and
left the Senate unable to do business, and he
wanted the country to know who was to blame.
Mr. Doourrus, (Ncria.) said that his colleague
was sick. The 'absentees were Baker, Bayard,
Bright, Cowan; Howe, ;Johnson, (Tenn.) John
son, (NO Xentedy, Latham, Pearce, Polk,
Sherman, Thomson and Wilmot. The mem
ber* present 'licked one of being a quorum.

REBELS CAPTIIRID AT HICKORY
THE STATE CONVENTION
A fight took plwe on Thursday, on Lane's
Prairie, fifteen miles from here, between a par
ty of sixty-five rebels and fifteen Home Guards
from
The Guards were surrounded, but they wide
a determined stand and after a few volleys,
dispersed the rebels, killing their First Lieu
tenant and mortally wounding' three privates.

Jennasox Crrr, July 28.—The detachment
of two companies of Col. Milligan's regiment
and three companies of the Home Guards sent
to Hickory Hill near Mount Pleasant, in Cole
Cole county, were fired on from an ambush
near that place, but no one was hit. They cap
tured twenty-eight rebels, among them two
captains of Jackson's forces ; also, forty horses
and two teams, which have been brought to
this city.
Since the withdrawal of the Federal forces
from Callaway county, opposite here, the rebels
are again concentrating. Four hundred are re
portal to-day at Fulton. Trouble is feared
tom ,there and trom Harris's forces.
Swims Crrx, July 28.—The revised report
of the Committee of Eight, in the State Conven
tion, strikes out that clause in the former rep.nt
relating to the Supreme Judges.

off; one for the action of the Convention, the
other against the action of the Convention.
Should a majority decide for the action then
the officers elected shall take their seats
against its action, then the said election to be
null and void, and the officers elected shall not
take their seats, and the officers appointed by
the Convention shall go out of office, and the
ordinance providing for the abrogation of cer
tain acts of the Legislature alien be null and
void. It also declares vacant all the offices to
which appointments were made by Gov. Jack
son, and also provides for the appointment of
officers at the election in case any of those regu
larly elected refuse to serve.
FROM HARPER'S FERRY-
MOVEMENT OF GEN. BANKS
The American of this merniug learns that
Geo. Banks, immediately on taking command
of the forces at Harper's Ferry, commenced the
removal of the army stores and provisions to
the Maryland side, at a point in Frederick
county, about three miles from Sandy Hook.
The construction of the bridge was also stopped,
and preparations made for evacuating the place,
which is by no means defensible from attack,
either from the Virginia or the Maryland side.
By the cars from the Ferry, the same paper
learns that General Banks, on Saturday and
yesterday, withdrew his troops to the Maryland
side, and formed his camp in a strong position
in the rear of the Maryland Heights, to which
point his pickets will extend. He is being ra
pidly reinforced, and will soon have a large
army under his command. It is said that sev
eral of the Pennsylvania reserve regiments
were yesterday ordered to that point, and an
Indiana and Pennsylvania regiment passed
through this city on Saturday for the same des
tination. It is rumored that General Johnson
has returned with his command to Winchetiter,
and will probably commence offensive demon
strations along the Maryland line.

says she was to sail the next day for Falmouth,
under convoy of the United States steamer Cm-
Bader, who would keep in company until after
passing Cape Antonio. All the vessals before
reported taken by the Sumter were liherated by
order of the Captain General, and were ready to
leave on the 19th under the same convoy.
The United States steamer Niagara touched
at Cienfuegos a few days since,, and had gone in
pursuit of the Sumter, which there was no doubt
would try to intercept one of the California
steamers. I

. The evacuation of Harper's Ferry, and it
motives, are well wrierstood here. We may
say the same of the evacuation of the village of
Hampton, by Purforces. .
Captain William Allen, of the Eleventh Mas
sachusetts ; E. P. Dougherty, of the New York
Seventy-first ; and Orlando Waldorf, of the
Second Wisconsin, arrived here to day. They
escaped fi om Manassas.
They say the rebels lost 1,500 killed and •
wounded. They could get no idea of the future
movements of the rebels, though the rebel
soldiers were enthusiastically shouting "On to
Washington."
The rebels refused to bury the slain of the
Fourteenth New York and the Fire Zonaves.
The Police Commiaioners, Marshal Kane,
and other State prisoners now at Fort McHenry
will be this afternoon sent to Fortress Monroe,
by order of the Government.
The bill before the Howe for direct taxation
and internal duties is to be amended by the re
duction of the land tax, and the amount willbe
levied on other things.
Ample provision will be made fbr the raising
of the interest on the forthcoming loan.
Captain Tomkin's Cavalry captured twenty
nine rebel soldiers, south of Arlington, this
morning
