Sealed Proposals will be received at this office
until 12 o'clock, M., on Saturday, the 20th day
of July, 1861, for.the following Army Supplies,
deliverable at the State Military Store, Harris
burg, in quantities as required. Said proposals
to be publicly opened at the time and place
named, and the successful bidders to be an
flounced as soon thereafter as convenient—the
right being reserved by the State to increase or
diminish the number and quantity of said arti
cles.
One thousand common tents, army pattern
poles, pins, &c., complete.
One hundred wall tents, army pattern poles,
pins, dies, &c., complete.
One thousand axe handles, hickory.
One thousand pick bandies, hickory.
Twenty bugles, for mounted artillery.
One thousand and ten stable frocks.
It is desirable that all the above articles be
of domestic manufacture, and when any of
them are furnished by the United States, the
same must conform in all respects to the sealed
standard pattern in the United states Quarter
master's office and military store, Philadelphia.
Ten per cent of the amount of each delivery
to be retained as a forfeiture until the contract
is completed. The above articles being requir
ed for immediate use, the time of delivery will
be considered in awarding contracts. Contrac•
tots to state in their proposals the time when
the goods can be d

livery of such articles as are needed will be con
sidered in awarding the contract. Successful

A REGIMENT OF CAVALRY FROM
PENNSYLVA.NIA.
We understand that the government at Wash-.
ington has oiled on theauthorities of Pennsyl
vania to furnish a regiment of cavalry forth
with. This affords a splendid opportunity to a
class of men in the old Keystone who have
been debarred from serving in the infantry force
of this state, to serve their country in the new
regiment of cavalry.
We infer from this call that offers will at
once be received by the state, of companies to
fill up this regiment. The men are to be fur
nished with everything necessary to their equip
ment, horses and accoutrements of the best
metal and quality.
In accordance with the plan of organizing
all the regiments furnished by this State, the
new regiment of cavalry is to be organized in
the most complete and efficient manner, and
only those who are qualified will be accepted
to serve.
VIGOROUS ACTION OF COL. BIDDLE'
" WILD OAT" REGIMENT.
Intelligence has been received here that Col.
Charles J. Biddle, commanding one of the Penn
sylvania reserve regiments, lately encamped at
Cumberland, occupied, New Creek bridge, Mary
land, on the. Baliimore and Ohio Railroad,
Sunday last, by order of Gen. McClellan.
Lieutenant-Colonel Kane, of the same regi
ment, occupied Piedmont, and Captain E. A.
Irwin took the postat New Creek'village. The
enemy precipitately retired upon the approach of
our forces. A company under Captain Taylor
rapidly pursued, overtook and captured four of
them, and a wagon filled with plunder.
On Monday the enemy attacked Capt. Irwin's
position, but were vigorously repulsed, leaving
two men dead and carrying away some wound
ed. Captain Irwin sustained no loss.
Ax limsroa.—The fellow Blessing, arrested
yesterday for robbing Mr. Valentine of a con
siderable Slim of money, at the White Hall
Hotel, represented hfmself as a recruiting officer
for Sherman's battery. By the following card.
from Lieut. Craft, it will be seen that Blessing
is an impostor, having no connection whatever
with Col. Sherman's regiment.
To the Editor of the Daily Telegraph :—Allow
me through your columns to contradict the as
sertion of the hotel thief calling himself John
Lewis Blessing. On reading the paragraph, I was
struck with the fellow's cool impudence, believ
ing myself to re the recruiting officer of Colonel
Shernaan's regiment of artillery stationed in
this place ; and I have yet to find that I am
mistaken.
We wish it distinctly understood that we de
sire to enlist young men of good character only,
as it is the intention of the commanding officer
to make his regiment the crack regiment of the
army, and he is able to do it.
As the harvesting season is drawing to a
close, a number of young men will necessarily
be thrown out of employment, and here is just
the chance, especially to intelligent young men,
who can thus speedily rise to the rank of non
commissioned officers, without serving out a
long enlistment in the ranks. My Rendezvous

THE FOURTH. REGIMENT IN EASTON
Handsome Display and Enthusiastic
Demonstration.
The Fourth Reserve Regiment made its ap
pearance in Easton about 1 p. m. today, es
corted by part of Col. Sickles' r.gituent, headed
by a cornet band. The sidewalks and windows
were densely thronged. Handkerchiefs waved,
flags floated, and every demonstration of the
liveliest feeling and good will were made by
our citizens. The regiment proceeded to the
depot and took a special train for Harrisburg.
The officers and men of this regiment, by their
quiet and soldierly deportment while here, have
made many warm friends among our people.
The demonstration of to-day could not have
been more friendly if the regiment had been
composed of our own citizens.

It is understood that the Commonwealth Ar
tillery, Capt. Janus E. Montgomery, now sta
tioned at Fort Delaware, have received orders
to join the command of General M'Clellan, in
Western Virginia. This company is composed
of Philadelphians, of high respectability. The
Commonwealth Artillery was sent to Fort Del
aliare upon the breaking out of the war, and
at a time when the post was entirely neglected.
The company has been on duty there ever since.

A naval force is to be extemporized for ocean
service, that will sweep the rebel privateers
from the seas. The Navy Department is tak
ing the most vigorous measures.

Mr. Strman (Mass.) introduced a bill for the
confiscation of property in rebel States.
The resolution approving of the acts of the
President was taken up.
Mr. Breckinridge (icy.) proceeded to speak at
length in opposition to the resolution.
Wanstrims, (W.) from the
Committee of Commerce, alluded to the fact
that the House yesterday passed a resolution
directing the committee to institute an inquiry
as to what additional measures are necessary to
make the blockade more effectual, and to put
a stop to piracy. He said the committee had
had the subject under consideration, and a con
fdrence had been held with the secretaries of
the treasury and navy, and Commodore Pauld
ing. The bill he now proposed to report was
in accordance with the views thus agreed on.
It would have more appropriately come from
the Committee on Naval Affairs, but as there
was an immediate necessity for its passage, he
hoped the House would now proceed to its con
sideration.
The bill provides that for and duriug the
present insurrectiun the Secretary of the Navy
is authorized to hire, purchase or contract fur
such vessels as may be necessary for the tempo
rary increase of the navy, the vessels to be
furnished with such ordnance, ordnance stores,
and munitions of war, as will enable them to
reuder the most efficient service, according to
orders issued by their respective commands.
The temporary appointments made of acting
lieutenants, acting paymasters, acting surgeons,
masters and quartermasters, and rates of pay
for those officers, heretofore designated, are by
this bill legalized. For the purpose of carrying
this act into effect to suppress piracy and to ren
der the blockade more effective, three millions
of dollars are appropriated.
The bill was, on motion of Mr. WASHBURN;
(Ill.,) referred to the committee on naval af
fairs.
Mr. BINGHAM, (Ohio,) from the committee on
the Judiciary, reported a bill providing for the
suppression of rebellion against and resistance
to the laws of the United Mates.
By this bill the President is authorized to call
out militia for these purposes. Their continu
ance in service is not to extend beyond sixty
days after the commencement of the regular
session of Oungress. Until the latter shall
otherwise direct, the militia to be entitled to
the same p.ty and rations as the regular
army.
This bill passed under the operation of the
previous question almost unanimously.
Mr. BLAIR, (Mo.) from the Committee on
Military Affairs, reported back Senate bill an
thorizing the President to accept the services of
500,000 volunteers to aid in the enforcement of
the laws and the protection of public property.
He proposed for it a substitute similar to the
bill which previously passed the House with,
among several other additions, a proviso which
allows the President to select the majors and
brigadier generals from the line of the army to
command the volunteers ; these officers to re
sume their former places at the expiration of
the war. Tha bill passed.
Mr. Srsvess, (Pa.) from the committee of
Ways and Means, reported Senate's amend
ments to the loan bill, which, on their recom
mendation, were all concurred in.

Mr. Waxier; (Pa.) introduced a bill author-
izing the Secretary of the Treasury to issue ex
change bills to the amount of ---- hundred
millions dollars. Referred to the Committee
on Ways and Means.
On motion of Mr. Elm/tans, the following
resolution was unanimously passed :
Resolved, That the thanks of this House be
presented to Major Ueneral George B. McClellan
and the officers and soldiers of his command,
for the se, ies of brilliant and decisive victories
which by their skill and bravery they have
achieved over the rebels and traitors in arms on
the battle fields of Western Virgirdx

Arrival of the Steamer City of Washington
NEW Yonx, July 18.
• The steamer city of Washington arrived hen
his afternoon at four o'clock.
The steamships Fulton and Glasgow arrived
out on the 3d, and the Adriatic on the 4th.
An affray occurred at Rome between the peo
ple and Pontifical gend-armes, in which sevdral
persons were wounded.
A momentary crisis at St. Petersburg 'was
imminent and money was scarce. Gold and
silver had disappeared from the market. It
was reported the French had evacuated Civets
Vecebia, and were about to evacuate Viterbo.
Advices from Pekin to April 29th via Russia,
say that the insurgents are making considera
ble progress ; that they had beaten the inde
pendents and were marching rapidly on the
Capital.
